A SECOND GREAT FLEET
Forming on Atlantic, More Powerful than Entire Navy During Spanish War—Japan for Peace
The powerful fleet of United States battleships now steaming majestically southward on the peace cruise to the Pacific answers such an imposing roll call as to number of ships, tonnage, number of guns carried and weight of metal thrown, that the assumption on the part of some that the Atlantic seaboard is left unprotected may be excused in the light of the Pacific fleet's magnificence and might. The fact remains, however, that while "Fighting Bob" Evans is looking after the Pacific coast, the Atlantic seaboard is not unprotected.
In fact, there is either in service or under construction, or soon to be ready for service on the Atlantic sea coast, despite the depletion caused by the transfer of the great fleet to the Pacific, another fleet that will compare favorably with any that any world power can assemble in any quarter of the globe, and a fleet that in numbers, power and tonnage, far surpasses the fighting strength of the United States when the Spanish war broke out.
A summary of the vessels in reserve include: Ten battleships, eight protected cruisers, three swift American. This is due to battle, but the United States so exceed the Japanese strength and numbers that no question of the American priority. I consider that the order of war between Japan and the United States is quite excluded."

At the outbreak of the Spanish war the United States had in commission only four battleships, the Oregon, Iowa, Indiana and Massachusetts. The Texas, rated as a battleship, was really second-class. The best of the cruisers were the New York and Brooklyn. It will be seen that this fleet, soon to be effective, will far eclipse the fighting sea strength of the government when Spain went to war.
Hardly will Admiral Evans have cleared the local waters of the United States before the assembling of the reserve fleet will commence. By the first of the year the first division of the new fleet will be under tentative formation, to be known as "The Third Squadron of the Atlantic fleet."

He believes the walnut blight can be controlled, if not entirely eradicated, by the intelligent use of fertilizer, arguing upon the hypothesis that a healthy human is able to throw off disease to which a weaker would succumb, so a healthy and well fertilized and cultivated tree will be able to withstand bacterial attack when a poorer tree will be covered with blight.
"Too many farmers have such slight knowledge of the composition of fertilizer," he said the other day, "that they know practically nothing about it. One piece of land may need one form, and another may need another, yet we find farmers dumping all sorts of fertilizer upon their lands, irrespective of the fact whether their soils need these particular ingredients or not. I am certain the phylloxera, the walnut blight and other allments affecting the orchards of the state can be wiped out by the scientific application of fertilizer. But it must be bought by the unit, so many pounds of this ingredient, so many pounds of that. The middleman must be eliminated, and consumer and producer brought closer together."

It does a farmer no good—it does him harm—to apply fertilizer to his soil when it already possesses the ingredients contained in the fertilizer. He should procure an analysis of his soil, then apply the ingredients necessary. This can best be done by a syndicate of farmers taking in, say, every farmer in Orange county. The expense would be practically nothing. The cost of the units would be so much less than we now pay for fertilizer thrown together in haphazard fashion, that the additional cost of maintaining warehouses and employing one man to make necessary tests would be very slight.
"A warehouse should be maintained at Anaheim, one at Fullerton, one at Orange and one at Santa Ana. The employee would test all fertilizer received, and would issue to members such allotments of fertilizer as his soil needed.
