The Fresno County Chamber of Commerce has issued invitations to the Eighth Semi-Annual meeting of the Counties Committee of The California Promotion Committee to be held in Einstein Hall, Fresno, on Saturday, Dec. 14th. The theme of the meeting will be "Marketing of California Products." Arrangements have been made with all the railroads for a fare and a third for the round trip on the receipt certificate plan. Special rates to delegates and their friends have been made by all the Fresno hotels. On the evening of Dec. 14, the delegates will be entertained at a banquet by the Fresno County Chamber of Commerce. On the morning of the 15th, delegates will be taken by train to Reedley and after a short stop there will reembark and be conveyed to Wah-toke, whence they will be conducted by coaches through the great Reedley, Mount Campbell, and Citrus districts where they will also be entertained at luncheon.

The United States Department of Agriculture has rearranged the work of the irrigation and drainage investigation which has formerly been under the charge of Dr. Elwood Mead. Dr. Mead has recently resigned to assume direction of government irrigation work in Australia. Dr. Samuel Fortier, irrigation engineer in charge of the Pacific district of the irrigation and drainage investigations, and stationed at the University of California, at Berkeley, has been made chief of irrigation investigations. C. G. Elliott, for several years past engineer in charge of the drainage investigations of the Office, has been made chief of drainage investigations.
The Sixtieth Congress now in session will consider such legislation only as the Speaker of the House thinks proper. His sway is absolute, though this power was not conferred by the constitution and there is every reason to believe it was not contemplated by the fathers of the republic. Since the time of Henry Clay, that skillful parliamentarian who made himself not only the presiding officer but the effective leader of congress, almost every speaker has assumed some new prerogative until the position has attained its present importance and dignity, and today is second only to the presidency in power.
The note of conservatism sounded by Speaker Cannon in referring to financial legislation in his address to the republican caucus will meet with the approval of thoughtful people throughout the country in spite of the numerous demands voiced by the press that immediate action be taken in the matter. Any effort to legislate expeditiously on the currency problem would almost inevitably result in the passage of ill-advised or ill-considered measures. There seems to be a general belief that some legislation of a reme-
R. B. Herman, a recent arrival from Montana, has purchased the Kretschmer place east of town. Mr. Herman comes from a state in some portions of which the thermometer falls 30 and 40 degrees below zero, although in the Yellowstone valley, where he farmed 255 acres, the weather is not so extremely cold. Land in Montana can be purchased from $3.50 to $100 per acre, and water for irrigating purposes is unlimited. During the irrigating season water runs in the main canals continuously, and a stockholder helps himself to all he wants, without the assistance of a superintendent or zanjero—the latter word is a hard one for him. Mr. Herman says that while he can stand cold weather, yet when the thermometer falls to 40 below it is time for him to be leaving. He is delighted with Southern California and will make a desirable acquisition to the community.
