WE SALUTE DR. BRADSHAW
The wares of the Electro Automatic Safety Razor company will not have blown into them the words, "Made in Anaheim," but rather will Orange town be the fortunate one so designated. This is all the fault of Dr. Bradshaw; not that of the local chamber of commerce, which wanted to play ball with him. But the Orange people would not have it.
Thereby hangs a tale—in fact, several of them. The first our people knew of the existence of Dr. Bradshaw was a week or so ago, when postal cards bearing the announcement that a number of lead-
ber of commerce, which wanted to play ball with him. But the Orange people would not have it.
Thereby hangs a tale—in fact, several of them. The first our people knew of the existence of Dr. Bradshaw was a week or so ago, when postal cards bearing the announcement that a number of leading citizens of Orange would address our people upon the subject of Machinery, were sent through the mails. This journal was not favored with one. But it heard of the scheme just the same.
When the appointed hour arrived, the leading citizens mentioned in the postal cards were conspicuous by their absence—but Bradshaw was here.
He addressed the chamber of commerce at length upon his great invention, which, he said, would just about revolutionize the world. He had a safety razor which operated by electricity. His works would also turn out watches, clocks, bicycles, and all sorts of light machinery, and be the greatest thing that ever happened. One other safety razor man, he said, had sold a million of his razors in thirty months. Dr. Bradshaw was of the positive conviction that if his company could sell a million of his devises in thirty years—thirty years, mind you—his stockholders would all be on Easy street. The people of Orange, he said, were anxious to locate the works in that town; but he feared they would find it impossible to come through, because, he said, there were so many penurious cusses in the town. Whether Mr. Armor of the Orange Post was one of these he failed to state. But Dr. Bradshaw asked the Anaheim chamber of commerce to "make him an offer,"
OUR NAVY IN SECOND P
The United States has to place as the second naval power world so far as strength is in the preponderance of tonnage country today possesses war gistering a greater tonnage other nation on the globe sland. This is shown by the port of Secretary of the Navy Metcalf, which was made presently. This report also bears with startling clearness the every nation on the globe is using ships as fast as means will In some cases, as in that of the construction of war vessels types has been provided for to come. As shown by testimony by the secretary, the States possesses war vessels in the aggregate 611, while England leads this gistered aggregate tonnage of Japan, which was said to be in the forefront of world naval stands fifth on the list. Her tonnage is only 374,704. Third, with an aggregate tons in warships of all kinds Germany is fourth. Her aggregated war craft is placed at 529,033 construction in the various countries there are six brass with an aggregate tonnage of two armored cruisers, with a gister of 29,000; three scout registering 30,750 tons each; pedo boat destroyers, combining gister of 3500 tons and two fleets 12,535 tons each.

but he feared they would find it impossible to come through, because, he said, there were so many penurious cusses in the town. Whether Mr. Armor of the Orange Post was one of these he failed to state. But Dr. Bradshaw asked the Anaheim chamber of commerce to "make him an offer," and his company "would consider it."
Some of the long hairs attendant upon the meeting thought Dr. Bradshaw was joshing — they thought he wanted us to yank chestnuts out of the fire for him. Others thought otherwise.
Squire Howard was one of these. He was appointed a committee to go to Orange and scent out the lay of the land. He returned, reporting things favorable.
The next day it snowed.
The hereinbefore-mentioned penurious people of Orange, hearing that Anaheim was sitting up and taking notice, fell to and subscribed the required amount, and Dr. Bradshaw fell in a swoon.
Inasmuch as the Electro Automatic Safety Razor company is an Orange organization, and as Dr. Bradshaw was only off the reservation temporarily, perhaps he was talking through his sombrero all the while.
But we salute him, just the same.

Quarantine enforcement seems to be lightening somewhat at San Francisco in regard to the reception of fruit, as well as in the stricter sanitary regulations of the city. Two weeks ago E. M. Ehrhorn, quarantine officer of the State Horticultural Commission, condemned 6000 boxes of apples from Bellingham, Wash. They were brought down by the Ohio, the steamship which brought so many infected plants to San Pedro upon the return of the Chamber of Commerce excursion from Honolulu last summer. The condemned fruit was badly infested with the Japanese apple fruit borer (Laverna herelera.) This insect is reported from British Columbia, and is a visitor we do not want. The apples have been sent back by Mr. Ehrhorn. The state quarantine officer is also making provision for keeping out the mealy bug, which has been going out under fumigation from San Francisco. This pest has become established in a score of orange groves in Los Angeles county and is regarded as a coming peril. It has been in Southern California so long that it shows the danger of even common pests.

The political organization planned for the Philippine Islands by the civil government act of July 1, has been completed in the election, by the Philippine Legislature, of two commissioners to represent the archipelago at Washington and to sit in the lower house of Congress. It is to be greatly hoped that a more generous and enlightened treatment by Congress of the Filipinos will result from the appearance of the new delegates at the capital. A willingness to remove the unnecessary burden of taxation on Philippine products and to give to the people as free an entry into our markets as has been given to the people of Pero Rico and Hawaii has already been shown by the House of Representatives. But for some inscrutable reason, the Senate has held out for a discrimination, which can be based on neither economical or political grounds. If it is any assistance to those people for us to take their products rather than the similar products of foreign countries, it is only justice and good policy on our part to do so, and especially as our industries are in no way threatened by their industries. Their progress would be a source of gratification to us and so long as we retain possession of the islands we should be just and square in all our dealings with them, politically, economically and commercially.
