WaterCompanies Discuss Development Work up the River — Railroad Wants Change at Scully Point
Division Engineer Ayre of the Santa Fe company, who is in charge of the company's reconstruction work in the Santa Ana canyon, met with the joint committee of the Anaheim Union Water company and the Santa Ana Valley irrigation company at a session held in this city on Thursday afternoon. He asked for concessions from the companies for straightening the railroad through the canyon.
He submitted two propositions—one was for a fill to extend seven feet over the right of way of the companies at Scully point, the company to build a retaining wall to prevent caving, etc. The second proposition was a request for permission to go over the headgate, the railroad company to put in a cement arch conduit as large as eight feet wide and nine feet deep, and to maintain it perpetually. After some discussion a resolution was passed granting the requests for rights of way with the understanding that the Santa Fe company shall submit its plans and specifications and form of agreement for approval by the boards. The boards have the privilege of making any modifications they may deem wise.

As a nation the Japanese are devoted to flowers. A lady of rank who not know how to arrange flowers cording to the prescribed strict quette on the subject is considered very badly educated indeed, and likely upon as rather a boorish person.
The Japanese gardeners are wonderful in their ways and what they care to plants and flowers is little show marvelous. They can thwart Nature in a dozen different ways, she never seems to rebel as she lives in less favored lands, but lets have their way with her treasure woodland and of field and dwarf offspring of the towering pine or stately maple into a little garled scarce a foot high, to ornament greenhouses, or, as at the King Monastery, distort a monarch of forest into a quaint and curious board.
Sentiment fairly runs riot in maples of Japan, a land where more than three hundred species are borne ed. In November the coquette sent to her lover a leaf or sprig of maples and he, noting its many hues of red and purple, thinks "like its color, face has changed." The pine tree, the contrary, means to the Japanese stability of character and eternity "Fu ro sen rien no aki." (It now fades even throughout a thousand tumns.) And to show how strong this idea of the longevity of the plant is cherished by the Japanese, I can do better than to quote a charming little poem that was written in 1882 to celebrate the birth of Itsumo, daughter of the Japanese Miniature in Rome. M. Hyatake, the Chief Secretary at the Legation, composed several pretty lines to celebrate the event and, desiring something of the kind English, he appealed to dean Carrillo.

The work is for exploring the stratification of the river to determine whether or not submerged dam or other proper diverting structures can be built to divert the surface and subsurface water of the stream. A core drill capable of going down 3000 feet and which takes out a solid core, is being used.
Engineer Kellogg reported that the drill was down thirty feet and that as yet bedrock had not been struck. Sand and gravel were found in the first ten feet and below this coarse gravel and boulders. Tests have only been made on one side of the river, and the indications are that if the depth of the drift is maintained clear across the river, there is a much larger volume of underflow in the stream than has been supposed. State geologists who have visited the locality have always asserted that the bedrock would be found within ten or twelve feet.
While the prospect work so far done shows that the bedrock is much deeper and that it will be difficult to build a submerged dam, it has demonstrated that there is a large quantity of subsurface water. Just what method will be adopted to recover this, has not yet been determined, nor will it be until further prospect work is done.
The construction of a joint canal from the division gate to the point where the Santa Ana system takes its water out of the river was discussed. Anaheim's share is carried from the division gate in what is called the Cajon ditch, along the north side of the river, while Santa Ana's share follows the river for a distance of three miles before it is diverted from the company's ditch. It is proposed to make the Cajon ditch a joint canal, Santa Ana to take her share out of the canal at a point near where it is now taken out.

And to show how strong this idea of the longevity of the plant is cherished by the Japanese, I can do better than to quote a charming little poem that was written in 1882 to celebrate the birth of Itsumo, daughter of the Japanese Minister in Rome. M. Hyatake, the Chief Secretary at the Legation, composed some pretty lines to celebrate the event and, desiring something of the kind English, he appealed to dean Carrionton, who was on a visit, for his assistance. The Dean went home and made the following charming translation: The Minister's crest, it should be ded, was a pine, and his wife's creed, each of which is supposed to be for a thousand years:

The graceful Reed endures as long Child, who both emblems dost conbine,
Itsumo! May their life be thine—
As lasting, precious, graceful strong.
Itsumo, grown into a beautiful girl married, not long ago, a Japanese boyman of high rank. She is very hearted, and devotes much of her time and money to the alleviation of the sufferings of the poor—the widow and orphans whose breadwinners live in the great battles.
The Japanese can express nearly all their sentiments with flowers. Those starting on a journey, flowering that blossom twice in the year given, the thought being that a happy return is desired. Beside the side flowers of sturdy, almost rank, growers are placed, that the invalid's though may be turned to health and vigor. Arrangements that accompany supplications for rain are curved from right to left, so that the east wind may honored, and naturally, when clear weather is begged for a reverse order is employed to appease the west wind.
During the kiku (chrysanthemum) festival at Aoyama the flowers' petals are placed in the winecups and pass around as an insurance of long life and happiness. Many lovely flowers are gathered together at this festival, and each curve, each leaf, each twig has direction and proportion regulated by the most rigorous and immortal principles. There is also a stringing together of soft words which tell the stranger their respective names—thousand times sprinkled with gold.
Enormous Profits
No wonder the Adams Express company, with Senator Platt at its head, is opposed to a parcels post. Besides paying ten per cent dividends on $12,000,000 worth of bonds, heretofore issued gratis to its stockholders, it cut another juicy watermelon a few weeks ago that lets in light on its phenomenal earnings. It issued $24,000,000 more bonds, or two hundred per cent on its capital stock, and these are handed around to its fortunate stockholders who are now drawing dividends at ten per cent on $36,000,000. When the people have the privilege of sending packages by mail at fair rates, it will act like an operation for blood letting on this bloated monopoly, which won't have near so much to distribute at its annual roundups. But a parcels post bill will never get through congress until a few per annuated statesmen are retirl from the senate and their places even to friends of the people.

Coal for the Fleet
New York, Sept. 1.—Thirty thousand tons of steam coal for use on board the United States warships have been ordered transported to Cavite, in the harbor of Manila. The British freighter Kilora is chartered to carry 6000 tons of this amount.
About one hundred thousand tons of semi-bituminous coal has been contracted for from five great coal companies for the cruise of the battleship fleet, ostensibly to the Pacific coast.
The coal is to be pushed ahead of the fleet to seven or eight ports, such as Trinidad and Rio Janeiro, where each will get 30,000 tons. The same amount will be distributed at each of the ports where the vessels are to land.
With the fleet will sail four colliers it is reported, each with a capacity of from 5000 to 8000 tons of coal, in addition to sufficient coal carrying capacity to fire their own boilers. These vessels will keep with the fleet and their stores are not to be drawn upon if it can be avoided until the fleet reaches its destination. The coal is to be carried for emergencies.
It is estimated that 80,000 tons of coal in store at Cavite added to the coal in the transports would bring the vessels back home.

The legislature of Wisconsin has appropriated ten thousand dollars for the purchase of land at tax time. Whatever land any county be possessed of from non-payment taxes must be offered to the public commissioner before it can be sold anywhere else. The land so purchased is to be added to the state forest serves. In this way the state gradually recover land which is carelessly permitted to passivate hands and be despoiled by wealth of timber. If the state held these timber lands from the ginning it would have been immensely better off. It is to be hoped these denuded lands will be reeded and that, therefore, something yet be saved out of the wreck.
