UP GOES CITY TAX RATE Authorities Will Raise More Money for Street Work—Library Rate Increased to Meet Larger Appropriation. The city trustees met on Tuesday evening and fixed the property tax levy for the year 1907-08 at $1.65 on the $100 of valuation. This is an increase of 40 cents over last year's rate. The increased resources are for more extensive street improvements, and the library rate is higher to meet the increased appropriation of $15,000 expended for the Carnegie library. Mayor Rust presided, and Trustees Stock, Fiscus and Kroeger were present. Clerk Merritt read elaborate figures showing total assessment, together with the sums needed in the various funds, and laid them before the board with such alluring emphasis as to necessity for the raise that the board refused absolutely to break away from the spell of his enchantment. At the board's meeting on Tuesday evening a communication was received from the local W. C. T. ing the board for financial assistance toward purchasing a drinking water for the city. Such fountain purchased for about $150, and amount $100 has been raised ladies. The trustees promise assistance, but want the designation fountain submitted to them proval. Trustee Fiscus stood for a low tax rate, for that would make a good showing for the board, he said, and people looking for homes always pick out the place where the taxes are lowest. Trustee Stock supported the raise for the general fund, as streets needed improvement badly, and none could, he said, object to the increased library rate. Clerk Merritt's figures were in substance and form as follows. Valuation last year, $728,650; valuation this year, $786,839; increase, $58,189. The following amounts for the different funds were necessary to be raised: Improvement fund No. 1, $930; tax levy, 12 cents. Last year's rate, 14. Fund No. 2, $463.75, levy 6 cents, last year 7. Fund No. 3, $1246.50, levy 16 cents, last year 18. Fund No. 4, $2515, levy 36½ cents, last year 44. General fund, 75 cents, last year 35. Library, $1500, levy 19½ cents, last year 7. Total tax levy, $1.65. Mr. Merritt pointed out that much of this year's general fund had been used to meet expenses for the new power house which should have been borne by the bond fund voted last year. That fund was found to be far too low. Also, $4000 left over in the general fund from year before last had been eaten up by bills paid for the new power house. This should all have been borne by the bond fund, which many months ago was found to be weak and webbly. The board discussed the raise, and finally voted it unanimously. Drs. Johnston and Houck were reappointed, after some discussion on the part of Trustee Fiscus, as members of the library board. Woglun of Washington, D.C.' was here on Monday, and was by Horticultural Commissioner Schneider driven to various points in the district, where orange orchards were inspected. Mr. Woglun is a special agent of the bureau of entomology, and is in Southern California for purpose of looking into the scale question and the methods for destroying the same. He said that probably a government experiment station would be established at some point in Southern California for the purpose of carrying on careful investigations into such matters, as the quantity of cyanide and other materials to be used. Other phases of the scale question will be investigated. The government desires to come in closer touch with the orchardist. Mr. Woglun is just down from Bakersfield and Marysville, where he investigated the white-fly situation. He states the fight against this newly-imported Florida pest is being carried on with characteristic California vigor, and that probably the pest would be speedily stamped out. Painful Injured L. L. Carbine sustained the fracture of his arm above the wrist and was Painful Injured L. L. Carnine sustained the fracture of his arm above the wrist and was otherwise severely injured about the head and shoulders in an accident which befell him while driving a four-horse wagonload of distillate east of town on Monday. He was on the way to the canyon, with 650 gallons of distillate, when he came to a ditch across the road running water to a berry ranch. The front horses jumped the ditch, which was wide and deep, causing the front wheels to jolt the wagon as it descended into the excavation. Carnine was thrown from his seat, falling under the wagon. The front wheel passed over his wrist, fracturing it badly. Two workmen in a field near by came to his rescue, stopping the runaway. Carnine was on his feet instantly and, taking no heed of his own injuries, siezed the lines and prevented a runaway. He continued on his trip to the canyon. The accident occurred at 11. He procured the assistance of a man living near, and resumed his trip. At 4 o'clock in the afternoon he returned, when Dr. Johnston reduced the fracture, which was paining him severely. He suffered more from the injuries to his head and shoulders than from the fracture, but was yesterday in an improved condition and will probably soon recover. Joseph Helmsen had the misfortune at Newport Beach on Sunday afternoon to break both bones in the right wrist while engaged in cranking his automobile for the return trip. He had gone down to the beach accompanied by his family and Mrs. Richardson and two daughters. While endeavoring to start the engine at the hill this side of the beach, after changing the gear, his wrist was struck by the crank and the bones fractured. Mrs. Helmsen drove the at Newport Beach on Sunday afternoon to break both bones in the right wrist while engaged in cranking his automobile for the return trip. He had gone down to the beach accompanied by his family and Mrs. Richardson and two daughters. While endeavoring to start the engine at the hill this side of the beach, after changing the gear, his wrist was struck by the crank and the bones fractured. Mrs. Helmsen drove the machine home. Mr. Helmsen, suffering severe pain, continued on his way home before consulting medical advice. Arriving at home Dr. Johnston was called.
