IMPROVING PUBLIC ROADS
Plan of Department of Agriculture to Enlighten the People Upon This Subject.
In further explanation of the plan of the department of agriculture at Washington for co-operation between the government and the press in an educational campaign for road improvement, the following tentative outline has been submitted by this the department of highways:
1. Practical articles on road building, maintenance, and administration with a question column, as suggested in our first letter.
2. Following the press articles, the judicious distribution of government publications on various phases of road work.
3. The organization on the part of the local committees of associations designed to bring about an improvement of the public roads in their respective counties and townships, these associations to have a definite aim and to have sections or committees somewhat along the following lines:
(a) Committee on road administration: This committee should ascertain the revenue for road purposes, how derived, how expended, what accounting system is followed, under what laws the work is done, what organization exists, make rec-road improvement has been upon, practical demonstration road building and temporary school to instruct the local principles and methods building.
The plan of co-operation part of newspapers is: a, tication of articles prepared ornment experts; b, quest umn; c, vigorous campaignally and otherwise to obtain nite results.
The plan of co-operation part of the local authoritiesizens is: a, organization; b committees; c, the adoption definite system and the inauguration of definite reforms as the lo sult.

(c) Committee on road construction and maintenance: This committee should ascertain mileage of all public roads, classify them according to the amount of traffic and importance, ascertain what improvement is necessary, the probable cost, draw up a general plan for the gradual improvement of all the county roads along definite intelligent lines according to the means available. It should obtain data bearing upon all phases of road construction and should co-operate closely with the committee on road materials in drawing up its recommendations as to the kind and amount of road construction to be undertaken. It should make a close study of road maintenance with a view to introducing the best and most economical methods in the treatment of common roads and should familiarize itself with all classes of road equipment and recommend such as are best adapted to the local road conditions.

(d) Committee on ways and means: The aim of this committee should be to uphold and further the work of the other committees by devising plans for financing the association and for carrying out the various lines of work indicated.
4. The office of public roads, after the proper organization has been inaugurated as above described, or when requested by the local authorities, will so far as its limited appropriation and personnel permit, assign lecturers in such manner as will best meet the requirements of the local situation and will further the efforts of the various committees of the association by assigning experts on road administration and accounting, road materials, and road construction, who will, under the direction of the county association, make a thorough investigation along the respective lines above set forth.
The part of the office of public roads in this general plan may be said to conform to the following sequence: a, newspaper compaign; b, government publications; c, lectures; d, expert investigations, reports and advice; e, where a plan of

Factories and Mills Being Established in California — Local Data Wanted.

Senator George C. Perkins, who has established the somewhat unenviable reputation of being on both sides of every issue that ever presented itself, has been interviewed on the subject of the Lincoln-Roosevelt league. As was to be expected he proved to be "heartily in favor of all movements which have for their object the betterment of the republican party, and if these gentlemen [meaning the organizers of the league] are working for the purification of the republican party I am earnestly in sympathy with them."
Nevertheless, the genial, all-things-to-all-men knight of the toga has a grouch. He was not invited to the meeting when the Lincoln–Republican league was launched, and he believes that he has been slighted. The answer that those who formally organized the movement make to him is well expressed by Chester Rowell in the Fresno Republican. The editor says:
"Senator Perkins states in an interview that he 'was not invited to be present at the newly-formed league' of anti-machine republicans. If the senator is uncompromisingly and unequivocally opposed to the continuance of the railroad machine control of the republican party, and if he will get in and help throw that machine out, regardless of consequences to himself, that state of mind constitutes in itself an invitation to join the new league, for that is what the league is going to do, and it wants everybody in it who is willing to help do."
Brea Canyon Line
This is being done with vigor on the turn end of the Brea canyon operations, and contract wells few feet north of the Graves Oil company's properties. It is being put down by E. A. of Los Angeles for the Valley company, has nice flow of oil. The Graves company has just finished its first well on its Brea canyon. The depth is 2269 feet. The depth this depth is a rich, dark sand, which gives rise to that it may make a gusher. The Oil company is down five feet in its well on the Basract. So far it has struck oil is not looked for in less than 100 feet.
Santa Fe company has two tools running in new wells string in well No. 14, which is slow but faithful yielder have about 75,000 barrels to draw. This well is within 100 feet No. 2 well of the Graham company, which was the first in this field, and has produced 800 barrels. It is now yielding barrels a day, at a depth of 60 feet.

So get in line, senator, with both feet, both hands, both eyes, and your whole heart, mind and soul. But no straddling!
