Among all those servants placed at the disposal of mankind by nature, none are more useful than are the forests. The rivers and streams are controlled and regulated by them; climate and rainfall are equalized; wood, lumber and fuel supplied; floods, avalanches and soil erosion prevented; the winds moderated; and the devastation of fertile tracts of country checked. Indeed, the past experience of the human race has positively demonstrated that were it not for the forests the most fertile and prosperous countries would soon be transformed into desert wastes, unfit for human habitation.

The fifteenth national irrigation congress bids fair to be the most instructive session yet held. This will be the case particularly for the general agriculturalist, and it is hoped and thought that the interest of the farming community generally in the coming session will be more lively than usual, and that agriculturalists will turn out to the congress in increased numbers. There will be every facility for making easy attendance at the irrigation congress this year, and cheap railroad rates to and from California and low excursion rates for pleasurable and interesting side trips have been arranged for. The city of Sacramento itself from present appearances will entertain most hospitably.
The forest question involves the two great questions of wood and water. Wood is a prime necessity. Our population is rapidly increasing, while our wood supply is more rapidly diminishing. We are consuming wood three or four times as fast as our forests are producing it. Unless radical changes are soon made in American methods of forestry, a wood famine will assuredly ensue. Forest cover on mountains and hilltops is indispensable in holding back rain water, and maintaining equable stream-flow. Denuded hillsides mean an alternation of destructive floods and droughts.
The experiment in the recent army maneuvers, of stationing militia troops in coast defenses, has proved so successful that the war department has decided to make permanent arrangements for this use of the state soldiers. This policy having been adopted, the war department will now take steps to make it effective. The aid of the governors of the various states is necessary in order to get the matter properly before the members of the national guard and have them thoroughly interested in the project. Consequently the assistant secretary of war will shortly send letters to all the governors asking them to communicate the facts to the state organizations and ask their co-operation. It is the intention to make the state troops feel that they are at liberty to visit the coast batteries at any time of the year for the purpose of studying or otherwise becoming familiar with guns and general equipment. The forestry exhibit connected with this year's national irrigation congress at Sacramento and the interest taken by forestry people, not only in the United States, but in our insular territory, promises gratifying results. This feature is to be given more than usual attention this year for the California meeting. The United States director of forestry of the Philippines George P. Ahern of Manila, is enthusiastic and is making every effort to arrange his affairs so that he may be in attendance at the congress.
A bill (S. 4935) appropriating three million dollars to establish the Appalachian-White Mountain reserves, passed the United States senate at the last session of congress without dissent. It was unanimously recommended by the house committee on agriculture. It was approved in advance and urged-for passage by the president; but it failed to come to a vote in the house. A similar bill should be passed at the coming session of congress.

Until the end of the season they will be permitted to use not to exceed one-tenth of one percent, if they have been accustomed to preserving their products in that way. Every package containing food products which have been preserved with benzoate of soda or benzoic acid must be plainly marked. While the department of agriculture was considering the subject the makers of pie fillings, catsups and things like that asserted that to forbid the use of preservatives would kill their business. Notwithstanding that declaration, the food and drug inspection board forbid its use. Secretaries Wilson, Cortelyou and Straus approved the finding and recommendations of the board.
It is to be hoped for the sake of the general public that Judge Landis will not make the fine on the Standard Oil company too heavy. Kerosene costs enough as it is, and it will be certain to go up enough to cover the amount of the fine.
There is something lacking about that defaulting paying teller Runyan up in New York. None of the papers have scheduled him as a constant church goer and a prominent member of the Y. M. C. A.

A Unique Plan
The board of control which has in hand the arrangements for the coming session of the national irrigation congress at Sacramento in September has a unique plan for taking care of visitors on arrival, and all who come will be assured of accommodations with the least possible trouble to themselves. The idea is to have a pavilion of some sort adjacent to the depot where all incoming delegates will arrive which will be used as a hotel office, as it were. All rooms at the disposal of the committee will be of record there, and delegates and visitors will be assigned to them from that point, and sent with their baggage under personal charge of bellboys and porters so that they will have no difficulty in getting located. This is only one of the many novel ideas that have been hit upon to make the stay of delegates to the approaching irrigation congress both profitable and pleasant.
The United States artillery corps did some remarkable mortar gun shooting at San Francisco on Monday. The Tenth company carried off the honors of the day with eleven straight hits of a floating target four miles at sea. Eleven hits at a moving target with 1000-pound projectiles is a record seldom equaled in the world.
