Washington, D.C., July 6, 1907.
No denial is made by Navy department officials that they are in a serious quandary to provide officers and men for the new war vessels that are to be commissioned during the summer. Orders were given not long ago to the shipbuilding companies to have every vessel then under construction, rushed to completion, but when the ships were beginning to be made ready, it was evident that there would be a serious shortage of men to operate them and now the problem is to be partly solved by placing on the reserve list several big battleships like the Indiana, Iowa and Ohio. The men from these will then be transferred to the new battleships, Minnesota, Vermont and Kansas. While the general strength of the navy is being increased by the new and more powerful ships, the number of vessels actually in commission and ready for service, is growing less. While it is not admitted officially it now looks as if it is the aim of the department to strengthen the ships on the Pacific coast first. If this has any bearing on the questions being discussed as to the Far East, it is not stated, but it looks significant from the fact that the putting into commission of ships in eastern waters will be held back until the three vessels on the Pacific coast are ready for duty.
When it is known that there are less than 2400 officers of all grades on the active list of the navy and that it would require almost 4000 to make the complement of each ship in the navy complete, some idea will be gained of the task in front of naval officials. Fully 4000 more enlisted men are needed to make up the required complement of the ships that are already in service and it is estimated that almost about by ordinary route.
The government is anxious the news as to its wants in device in the hope that science will come to its aid.
Success has crowned the experts in the Agriculture in the attempts to produce less tomato. The work began for six years at the expedition of the department and often sensely gratified at the new tomato is only one of interesting vegetables that produced by cross breeding developed into a fixed type with other plants having effect upon it. The "seed" is not always seedless. Has no seeds at all, some have eight or nine and may contain fifty. The large one, of excellent flare been given the name of "the result of a cross of the rise on the Dwarf Chip plant is a persistent bearer up to the killing frosts.
Among other experience same line is that of one who has succeeded in the same results but by different process, the ex-fertilizers. Some of them were dwarfed and some enough for the table use had the flavor of strawberry seedless plants it is so propagated by cuttings.

When it is known that there are less than 2400 officers of all grades on the active list of the navy and that it would require almost 4000 to make the complement of each ship in the navy complete, some idea will be gained of the task in front of naval officials. Fully 4000 more enlisted men are needed to make up the required complement of the ships that are already in service and it is estimated that almost twice that number are wanted to fill the wants of all the ships that will be in service by the first of September.
When congress meets it will be asked to appropriate a sum to pay for the funeral of President Garfield. It will be news to most people that this bill has remained unpaid for a period of twenty-six years and it all happened in this way:
Soon after the funeral congress passed a bill appropriating a sum of money to defray all expenses. The bill carried the provision, however, that the secretary of the treasury should appoint a commission whose duty it would be to investigate all charges, and require all those presenting claims to file receipted bills for the full amount of their claims and with these bills a general disclaimer agreeing to accept whatever amount should be awarded by the commission. This plan did not appeal to the undertaker in Washington, who claimed that his charges were reasonable and that he did not do business in such a manner. Failing as he did to comply with the provisions of the act, the bill was not paid. It has long ago been outlawed and several attempts have been made to get a bill through congress to pay the claim but none was successful. The undertaker died during the month of June and his will provides that his estate shall continue presenting the claim to congress until it is paid.

Many inventions for this purpose have been made but none of them have been satisfactory and the postal officials are becoming discouraged in their attempts to secure one. At present a simple hook device has been adopted by which a passing train takes up a waiting mail bag. This is done by means of a hook and catcher. The same scheme has been tried for delivering bags but has been found unsuccessful, the momentum gained in discharging the 22 pound bag being too great to be withstood by a device of this kind. Hundreds of reports and complaints reach the postoffice department daily of mail sacks that are thrown on to the platform of stations where it is impossible to make stops. The bags are frequently forced under the wheels by suction, are ground to pieces and the mail scattered broadcast. If they escape destruction in this way, they are badly torn and knocked.

Success has crowned the efforts of experts in the Agricultural department in the attempts to produce a seed-omato. The work has been going six years at the experiment farm department and officials are merely gratified at the results. The tomato is only one of a number of existing vegetables that have been picked by cross breeding. It has been into a fixed type and crosses other plants having little or no upon it. The "seedless" tomato always seedless. Sometimes it seeds at all, sometimes it may weigh or nine and sometimes it contain fifty. The plant is a very none, of excellent flavor, and has given the name of "Giant." It is result of a cross of the Golden Sun-on the Dwarf Champion. The plant is a persistent bearer and flowers the killing frosts in November. Long other experiments in the line is that of one of the experts has succeeded in accomplishing some results but by an entirely different process, the excessive use of zers. Some of these tomatoes dwarfed and some were large enough for the table use, while others are flavor of strawberries. All of seedless plants it is said have to be digated by cuttings.

Owing to the widespread publicity that is being given California the demand for all sorts of information about the state and its various industries and advantages is unprecedented, and it is almost impossible to keep up with it in the supply of literature that is being furnished by the various counties and their commercial organizations. Through its various means of distribution the California Promotion Committee is sending out millions of pieces of literature to all parts of the world, and is doing a big work for California in this way. Many calls are being made upon the supervisors of counties and the commercial organizations for literature, by the committee, to meet the demand, and in numerous instances these calls are not met by those who have the matter in charge for the counties interested.
This literature distribution is an invaluable aid to the various localities, and as it costs the county nothing it means that the committee is giving

Another feature of the committee's distribution that means much to the county is that every piece of literature that is distributed by the committee goes to some one who will read it. It is not given indiscriminately and then thrown away as soon as the recipient gets outside the door, but it is given to those only who want to read it.
There is great interest shown in California by people all over the world and our county should see to it that the committee is kept well supplied with literature, for the California Promotion Committee can reach thousands where our ordinary means would reach individuals.
The work of bringing new and desirable settlers to California is going on constantly, and it is in the power of every individual in the State to give material assistance in this regard. There is no one that cannot do a little in this direction at the cost of a postal card, and the committee asks all who are all desirous of helping increase the population of the state to send in names of their eastern friends, relatives and acquaintances to the committee, and it will send literature and letters in an endeavor to have those outsiders become citizens of the state. The committee in writing to these people will tell them at whose instance the letters are written and if the people of California will also write to their friends that the committee is doing this, and that its statements can be depended upon it will go a long way toward inducing people in the east and Europe to come to California to make their homes.
Much good has been done in this way in the past, as was evidenced by the thousands who came to California this spring to make their homes. It is

Special emphasis is laid upon the opportunity afforded by this congress to study of irrigation, irrigation services and results, irrigated crops every kind and irrigation opportunities.
Sacramento is situated near the border of the great valley of California which extends lengthwise through the area of nearly five hundred miles and comprises approximately ten million acres of fertile land. Special plans for the construction of large dams, and distributing canals for irrigation of this great plain now being made by engineers of reclamation service and money has been apportioned from the reclamation fund for the construction of an additional unit of the great system convoluted.
Special excursions will enable delegates to see California. These will be the Sacramento and San Joaquin rivers, the mountains, the copper mine, the vintage districts, the reds, seacoast and mountain resorts, lage and lemon districts and irrigatrices. Special railway rates to California will prevail over all transnational lines.
