THE STATE BOARD OF TRADE Annual Report of Work Accomplished During the Past Year —Attractions of California The annual report of the California state board of trade, which was made at the annual meeting on the 14th instant to the members of that organization, representing every section of California, gives some very interesting information concerning the resources and possibilities of the state, recent developments, and future requirements, in order to make the natural resources still more available, and incidentally gives a summary of the work accomplished by the state board since the last report was submitted. From the exhaustive and most comprehensive report for 1905 and 1906 the following facts are gleaned: The state board has been able to pursue its work during the past year in spite of the disaster which befell San Francisco and which affected the entire state. It was the first time since its organization twenty years ago, that it failed to issue an annual report. The numerous inquiries for copies of the report, coming from many sources, foreign and domestic, indicate the value placed upon the reports of the state board by those who seek knowledge of the state, and which cannot be found in any other publication relative to the state's resources and development. Barring the temporary interruption and the check upon development work, save that of rehabilitation, the year 1906 shows an excellent record. The statements sent abroad by the state board were instrumental in correcting erroneous reports in respect to conditions in San Francisco at the time of, and immediately following the great fire, and in re-establishing confidence in the commercial stability of the city and in the industrial capacity of the state. The finances of the state board are in good condition. Among the more important movements in which the state board has taken an active interest and represented California through one or more of its officers, is the national irrigation congress held in Boise City, Idaho, in September; the Trans-Mississippi commercial congress at Kansas City, Mo., in November, and the Dry Farming congress held in Denver, Colorado, in December. Through the efforts of the state board's delegates to the national irrigation congress, that congress will meet in California this year. While attending the dry farming congress in Denver, the state board delegate was chosen to represent California in the national live stock congress, and upon his invitation the association adopted a resolution recommending that the congress of 1909 be held in California. We recommend an appropriation of $400,000 by the federal and state governments, each contingent upon the other, to be used in dredging and otherwise restoring and improving the navigation and drainage of the Sacramento and San Joaquin valleys and their rivers. We recommend the continuance by the government of the surveys and carrying to completion the storage of the flood waters of our valleys. "Fourth. We recommend in addition to the laws now existing the passage of such other laws as will give official supervision over private reclamation so as to insure one harmonious system and to prevent the erection of works by private persons which will interfere with the free outflow of flood waters to tide water to the detriment of a general plan of reclamation.
