TO STOP TREASURY LOOTING Uniformity of Methods in Those Departments Must be Observed–Loeb to Retire [CORRESPONDENCE OF THE GAZETTE] Washington, D. C., May 8, 1907. Now that all things point to the retirement of Secretary Loeb from the service under the president to accept the presidency of one of Washington's big street railway companies, the question is being voiced as to who will succeed to this important post. Many names have been suggested, but it is more than likely that the plum will fall to Frank H. Hitchcock, now first assistant postmaster general. In support of this belief it is pointed out that Mr. Hitchcock, in temperament and habit, and looks would make an ideal secretary to the president. He is of pleasing address, alert, diplomatic and is intimately informed with the details of national politics, obtaining much of his knowledge from his association with Mr. Cortelyou, in the management of the last campaign, in his position in the post-office department, and in his recent tour of the south on a political mission for the president. He now contemplates making a western tour for the same purpose. He was slated to assist Secretary Cortelyou when the latter was transferred to the treasury portfolio but for some reason the change was not made and it is hinted now that at that time the president had him in view for the tour of the south on a political mission for the president. He now contemplates making a western tour for the same purpose. He was slated to assist Secretary Cortelyou when the latter was transferred to the treasury portfolio but for some reason the change was not made and it is hinted now that at that time the president had him in view for the position of private secretary, should Loeb resign the place. Mr. Hitchcock is an expert stenographer, just as is Mr. Loeb, so that even on this score he would be as serviceable to the president as is the present secretary when it comes to the matter of receiving confidential dictation. NEW OFFICE BUILDING. When congress meets again next December the members of the house will find the new house of representatives office building about completed and ready for occupancy. In beauty it will rival the congressional library and will be one of the show places of Washington. Each congressman will have an office room to himself, fitted out in the finest mahogany office furniture that can be obtained. There will be one general conference and lounging room which will be so elaborate in fixtures that it will require several months to complete it after the room is ready for the furniture. As yet, the work on the tunnel connecting the building with the house end of the capitol, has not been started. This tunnel will be about eight hundred feet in length and when it is finished the representatives will be enabled to go from their respective offices to the capitol without going outside the building. The tunnel will be sufficiently wide and will be lighted by electricity. Vinol builds you up and keeps you up Vinol builds you up and keeps you up Our delicious Cod Liver preparation without oil. This was turned over to the treasury department for proper handling under governmental supervision, the sum at one time amounting to $30,-000, but when this was exhausted, further contributions were not forthcoming. The matter was laid before congress by the citizens of New York state, but that body failed to make the appropriation. At the last session of congress, however, a clause to the appropriation bill was squeezed through, authorizing the quartermaster general's department to provide for the light, so once more the statue which Bartholdi designed as the light of the new world to welcome those from the older world to America, will be illuminated and this time by Uncle Sam. TAFT AND FORAKER It looks as though there would be no primaries in Ohio this spring or summer. If this is the decision it will mean first blood for the Foraker forces in the coming campaign, but the Taft people say that they will be almost as well satisfied because it will mean that Senator Foraker has had to back down from his own chosen stand of submitting the decision to the people at a primary election. Of course, the Foraker forces have the state machine. Secretary Taft and his friends are about as well organized as they can ever hope to be. But the longer the primary election is put off the stronger the position of Senator Foraker will be. There is a provision in the state constitution that local and national elections shall be held in the same year. This is a local election season, and it is claimed by the Foraker people that to hold Commencing at the Nor William Robbins' land, and Easterly along the line of s bins' land, and to the land f Thomas Robbins, to his M thence in a Northeasterly line of land formerly o Trolenberg to the road runn to Silverado; thence along s thence South to the place containing 12 acres of land, Also commencing at a po-line of Anaheim road 68.88 from the intersection of said Ana road; thence South 12 chains to a stake; thence W stake; thence North 4 deg. This is a local election season, and it is claimed by the Foraker people that to hold the primaries now would violate the spirit of the constitution. This is the claim on which they will depend to put off the election. It may be to their advantage to postpone it. Anyhow it shows that they are badly enough alarmed to take no chances and to that extent it shows that the Taft element is a serious one in the equation. George Bernard Shaw says he would guillotine the stingy rich. But he cannot force them to patronize his plays or his books, the constitution guaranteeing immunity from "cruel and unusual punishments."
