WE PAUSE FOR A REPLY In apportioning the $500,000 bonds to be voted upon for constructing roads in Orange county, the question is asked, How will the money be expended? We are told it will be placed equally among the five supervisor districts. Under the law a commission must be appointed to draft plans and specifications for these roads, their length, width, location and so forth, and this report must be ratified by the supervisors before the bonding election can be called. The question is asked, Will this commission equalize the distribution of funds among the five districts? If so, the districts as at present formed must be subjected to considerable change before an equitable distribution of this money can be effected. It polled within 16 votes of twice as many as the Second district, and it polled within 148 votes of the combined strength of the Second and Fifth districts. Immediately after the election, we pointed out these grievous discrepancies, yet word is given out that no change is at present contemplated. If the apportionment of this proposed bond fund is to be made upon the basis of so much for each supervisor district, justice and fair play would seem to demand a revision of existing lines. If this $500,000 is to be distributed equally according to voting strength, the Third supervisor district will be entitled to $146,161.33, if the bonding scheme carried at the polls. Under existing lines we should receive $100,000. Why should the district as at present organized vote to place the difference of $46,161.33 upon roads in the other districts of the county? The esteemed Santa Ana Register, speaking of the enthusiasm with which the proposed issue of half a million dollars for county road building is received by certain enthusiastic gentlemen in that city, says that no opposition had, up to its issue of the 20th, appeared against the bonds. Perhaps the statement was true, for news of the attempt to saddle this enormous debt upon the county had not penetrated very far, if at all, from its initial starting point at that time. But now that the plan is coming to be understood, the Register will probably learn that a positive and widespread opposition exists toward the scheme throughout the county.
