CLABAUGH, LOCAL MEN GIVE SUPPORT Indorse Plan of Development Society of California for Advertising Southern Part of State J. R. Gilbert of Los Angeles, representing the Development Society of Southern California, was in town on Thursday, and had conferences with members of the chamber of commerce relative to local support of his organization. It was the consensus of opinion that Anaheim heartily endorses the movement, and no doubt a liberal appropriation will be made to assist in carrying on the work for which the society is organized. In stating the objects of the movement, Mr. Gilbert said the Development Society of California was organized in November, 1906, under the laws of the State of California, to raise a fund of $500,000 to be expended in advertising the state, more especially Southern California, in standard eastern and middle-west magazines, newspapers, and farm journals. "It is a permanent organization of distinguished men" he said, "whose aim is disinterested, and it is now perfectly systematized after two months of careful selection of men throughout the state whose names and character would give strength and quality to the work of the society. The society is maintained by subscription, an annual sum payable in twelve monthly installments." "The advertising of the society in the east began in the March numbers of the standard eastern magazines, as for years to come, for our manent organization which establish a thriving people undeveloped lands of South Carolina. "We shall know the position our section of the state reach the people whom we regulate the state, for we do not indiscriminate invasion. We these people in touch with ties likely to suit their needs shall be what we claim be, a bureau of information and west shall come to know other. "It does not require much to foresee the result. We have and immensely rich tracts mining lands to be exploited to be tilled; alluvial soils to their uttermost; mountain forested; the local cattle industry a faint suggestion of what when Los Angeles becomes one of the packing centers manufactures large and small low a farming population; dustry means added import ports. "The advertising of the society in the east began in the March numbers of the standard eastern magazines, ads in leading eastern and middle-west newspapers about April 15th. All ads are submitted to the executive committee for approval before publication. We intend to publish only facts, and to present them in an honest and sane fashion. Under our by-laws no paid advertising in the papers of California is permitted: the editorials and reading notices of the state papers have, however, given the society hearty indorsement. "Our eastern advertising is so thorough that we are receiving immense returns from the United States, and Canada as well. We look for ample results from our spring and summer advertising, as we aim to reach two classes of colonists—settlers to whom information as to the resources of our state is always welcome; and wealthier people who during their summer leisure are planning to escape the harsh winter of the east, and whom we want to establish homes here. Already we are known through the wide publicity given us in the dispatches of the Associated Press, and we are handling a large resulting correspondence from those anxious for homes and business interests here. The original letters are filed in our office, and copies forwarded to various chambers of commerce and boards of trade in the state according to the nature of the information desired. Our aim is to distribute the correspondence so impartially that every locality in Southern California may get the benefit of our advertising, and have an opportunity of forwarding its literature to home-seekers in the east. The original letters are answered by us, and further correspondence with us is invited. We have a bureau of information to which people are welcome. As less than 10 per cent of the people coming to California know where they intend to stop on arrival we invite them to have their mail addressed care of our offices until they reach Los Angeles. "It has been the habit of the people of Los Angeles to subscribe generously to welcome large bodies of visitors such as the Shriners and the N. E. A. to be here this summer. Our policy, rather, is to so impress them by the truthful and adequate statements of the business possibilities of the southern section of the state that they will come here not only to visit but to dwell with us. We estimate that 75 per cent of the people our advertising is to bring will establish themselves in, or near, Los Angeles. Moreover, it is to be remembered that Los Angeles is the gateway through which people come to Southern California, and that it is the natural depot of supplies and the natural distributing point for all the territory south of the Tehachapi. You know that the year of national election is always a dull year, and it is our purpose by judicious advertising now to protect our state from its influences. "I must take it for granted that you as a property holder are deeply interested in such a plan of advertising. The officials have been all of the victory, though none were in court while the suits being fought. The first of was the famous "Omaha grain against the Chicago, St. Paul, Napolis & Omaha line. The was against the Great North-Both of them were rebate on which a rebate of 1/2 per cent had been allowed on grain the guise of elevator charges. First suit was fought desperately and resulted in the infliction minimum penalty of $1000 on each of fifty counts, a total of 1000 against the road and a amount against the gen-weight agent. Seeing the first was won, the Great Northern into camp and pleaded guilty of fifteen counts, likewise the minimum penalty. No appeal was given in each case ground that the Elkins law, which the conviction was seen had been repealed by the rule of the new rate law. This is a fighting chance, and the state commissioners do not can be made to stick, for they point out that the rate law was never intended to repeal the Elkins law, and the court will not so construe it. If the penalties can be enforced, it will do more than anything else to break up the practice of rebating, and it is to be hoped that the court of appeals will affirm the lower court. H. H.
