ANOTHER MILE OF SIDEWALK
Bill of $465 for Power House Supplies Held Up—Health Officer Sharply Criticised.
The city trustees on Thursday evening added another mile of cement sidewalk and curbing to the area upon which work is about to begin, thus making four miles scheduled for this class of civic improvement. The streets added to the list are Palm from Cypress to Broadway, Atchison from Cypress to Broadway, and the west side of Melrose street from Center to Broadway. The east side of this latter street between the points indicated is already sidewalked. The board at its meeting this evening will open bids for laying sidewalks on Chestnut, Claudina, Oak and Chartres streets. The cost of the four miles of sidewalk and curbing is estimated at $18,000.
A demand of the Smith Manufacturing company for $465 for machinery supplied the new power house was held up, on evidence submitted by Engineer Lewis, to the effect that parts of the machinery had not been received, and that other portions received were not according to specifications. The board after discussion of the subject decided to order warrant drawn in payment of demand, but instructed the clerk to hold it up until such time as contractor made good all shortages.
Dr. Syer, recently appointed health officer, notified the board that he had finally decided not to accept the office unless adequate compensation for his services were made him. City Surveyor Steward sub-plans for sidewalks on Palm and chison streets, and he was authorized to go ahead and prepare plans for walk on west side of Melrose street between Center and Broadway. Steward also submitted map of balser's resubdivision of tract at Olive and Sycamore streets.

Mrs. Clara Rehwoldt, resident West Broadway, between Ob Illinois streets; cost $1800.
Louis W. Borchard, resident Citron street, between Center and press; cost $1200.
Trustee Rust reported the company requested right of way open cement ditch on Palm from Sycamore street northerly also permit to change location crossing West Center street to about 100 feet west of present location.

Trustee Rust endeavored to persuade him that others were giving their time to the city freely, notably the city trustees, and that he (Syer) should look at the office tendered him in more liberal spirit. This, however, Syer declined to do.
Trustee Fiscus entered into a sharp criticism of Syer, saying that if the doctor had gone ahead and performed his duties as health officer when he was first appointed to the place, after promising a member of the board that he would so act, and had later represented the case as one requiring compensation, he (Fiscus) would have felt like complying with his request. But to arbitrarily inform the board that he would not act without such compensation, in the face of contagion threatening the health of the city, as in the cases of diphtheria referred to, appeared to him an unpardonable act.
"How many calls will Dr. Syre make in an afternoon, when he hasn't got anything else to do?" inquired Fiscus, warming up to his subject. "He might pick up quite a bit of cigar money in this fashion. Will he charge the city for a buggy or automobile, when he gets about on his bicycle, and what will all this come to? Here we have two cases of diphtheria in town, warning placards torn down. No quarantine enforced, our children exposed to contagion, and this young man refusing to act unless he gets $2 for his work.

City Clerk Merritt upon request read the health ordinance, which was passed in 1889, and which it was found failed to reach the case of persons pulling down signs warning people of contagion.
City Attorney Melrose was instructed to infuse a decoction spiritatum digitalis into the measure, bringing forth a new and revised enactment, making the punishment fit the crime, and otherwise tending to clarify the situation.
The cases of diphtheria are said to be in the family of an ignorant Russian, and some of the family are charged with pulling down the notices referred to. On the adoption of the new ordinance, such an action will hereafter be severely punished.
Emmett & Dyer having completed the second of the deep wells at site of proposed new power house asked payment in $253.55. The request was filed, contract stipulating that the second payment to contractors should be made on completion of the wellpit. One payment of $250 has already been made contractors on completion of the first well.

Ordinance No. 196,
An ordinance ordering the work of opening an alley along the South line of Original City Lots 25, 26, 27 and 28 and along the North line of Original City Lots 29, 30, 31 and 32 in the City of Anaheim, from the East line of Lemon Street to the West line of Los Angeles Street, and appointing commissioners to assess the benefits and damages, and have general supervision of said work.
The Board of Trustees of the City of Anaheim do ordain as follows:
Section 1. That the public interest and convenience require, and that the said Board of Trustees hereby order to be done the work of opening an alley along the South line of Original City Lots 25, 26, 27 and 28 and along the North line of Original City Lots 29, 30, 31 and 32 in the City of Anaheim, from the East line of Lemon Street to the West line of Los Angeles Street, in accordance with Resolution of Intention No. 65, declaring the intention of said Board of Trustees to order said work to be done, and it is hereby ordered that said work be done in accordance with said resolution of intention.
Sec. 2. That subject to removal by said Board of Trustees at any time for cause, J. J. Schneider, Max Nebelung, W. O. F. Schwenckert be and they are hereby appointed commissioners to assess the benefits and damages, and have general supervision of said work until the completion thereof, in compliance with an Act of the Legislature of the State of California, approved March 6, 1889, and entitled "An Act to provide for laying out, opening, extending, widening, straightening, or closing up, in whole or in part, any street, square, lane, alley, court or place within municipalities, and to condemn and acquire any and all land and property necessary or convenient for that purpose." For their services said commissioners shall receive as compensation the sum of Two dollars and fifty cents per diem for the days upon which they are actually engaged in performing said services. Each of said commissioners shall before proceeding with the performance of their duties, file with the Clerk of said Board of Trustees an affidavit and a bond to the State of California, in the sum of five thousand dollars, to faithfully perform the duties of his office, in the manner and form required by law.
Sec. 3. The City Clerk shall certify to the passage of this ordinance and cause the same to be published once in the Anaheim Gazette, a weekly newspaper of general circulation printed, published and circulated in said City of Anaheim, and thereupon and thereafter the same shall be in full force and effect CHAS. The Southern Pacific and the Santa Fe railroads have been mailed notices that they must keep their rights of way clear of obnoxious weeds. A similar notice has been sent the Santa Ana Valley Irrigation company, the Anaheim Union Water company and other water companies in the county.
Teachers' Examinations
On April 17th, 18th and 19th the State Board of Education will conduct an examination for certification to teach in the high schools of California.
The examination will be held in three places on the same days, namely, at the state normal school, Chico; the state university, Berkeley; and the state normal school, Los Angeles.
The applicants must have had at least twenty months experience in teaching and are required to file with the state superintendent of public instruction at Sacramento, not later than April 11th, 1907, a declaration of notice to take the examination. This declaration must state at which of the three places the examination will be taken and be accompanied with a fee of five ($5) dollars which will be used to defray the expenses of the examination.
Additional information, if desired, may be obtained from President J. F. Millspaugh who will conduct the examination at the Los Angeles normal school.

Ordinance No. 194
An ordinance repealing Ordinance No. 193 of the City of Anaheim, and all resolutions and orders of the Board of Trustees of said City heretofore adopted in the matter of opening an alley along the South line of Original City Lots 33, 34, 35 and 36, and along the North line of Original City Lots 37, 38, 39 and 40 in the City of Anaheim.
The Board of Trustees of the City of Anaheim do ordain as follows:
Section 1. That ordinance No. 195, of the City of Anaheim, entitled "An ordinance ordering the work of opening an alley along the South line of Original City Lots 33, 34, 35 and 36, and along the North line of Original City Lots 37, 38, 39 and 40 in the City of Anaheim, from the East line of Lemon street to the West line of Los Angeles street, and appointing commissioners to assess the benefits and damages, and have general supervision of said work," adopted February 28th, 1907, be and the same is hereby repealed.
Sec. 2. That all orders and resolutions of the Board of Trustees of the City of Anaheim, heretofore adopted, in the matter of opening the alley referred to in Section 1 of this ordinance, be and the same hereby are rescinded, set aside and declared void.
Sec. 3. The City Clerk shall certify to the passage of this ordinance and cause the same to be published once in the Anaheim Gazette, a weekly newspaper of general circulation printed, published and circulated in said City of Anaheim, and thereupon and thereafter it shall be in full force and effect.

An ordinance amending Ordinance No. 170, entitled "An Ordinance for the licensing of business carried on in the City of Anaheim," passed August 22d, 1905.
The Board of Trustees of the City of Anaheim do ordain as follows:
Section 1. That Section 17 of Ordinance No. 170, entitled "An ordinance for the licensing of business carried on in the City of Anaheim," passed August 22d, 1905, be and the same is hereby amended to read as follows:
Sec. 17. For every circus or menagerie of a seating capacity of three thousand persons or less, $25.00 per day.
For every circus or menagerie of a seating capacity of more than three thousand persons, $50.00 per day.
For every side show to a circus or menagerie, where a separate admission fee is charged, $3.00 per day.
For every merry-go-round, $1.50 per day, or $7.00 per week.
Provided, however, that no circus or menagerie, side-show or merry-go-round, or any apparatus or equipment accompanying the same, shall be permitted to be placed within the fire limits of said city.
Sec. 2. The City Clerk shall certify to the passage of this ordinance and cause the same to be published once in the Anaheim Gazette, a weekly newspaper of general circulation printed, published and circulated in said City of Anaheim, and thereupon and thereafter it shall be in full force and effect.

SEALED PROPOSALS
Will be received by the Board of Trustees of the City of Anaheim, California, at the office of the City Clerk of said City, in the City Hall, Anaheim, up to 8 o'clock p.m. of Thursday, April 4th, 1907, for furnishing the said City Two Centrifugal Pumps and Motors
In accordance with the specifications therefor on file in the office of the said City Clerk and in the office of Copeland & Schauck, 406 Citizens National Bank Building, Los Angeles, Cal.
A certified Check for ten per cent of the bid must accompany each bid, payable to said Board of Trustees, to be forfeited to said City if the successful bidder fails to enter into a contract with said City within five days after the bid is accepted.
The successful bidder will be required to give a bond in the amount of 25 per cent of the contract price, conditioned that said bidder will faithfully comply with the conditions of his contract.
The Board reserves the right to reject any or all bids.
