National Irrigation Congress It is announced by the officials of the National Irrigation Congress that the meeting of the congress will be held at Sacramento the first two weeks of September, and that an interstate exposition of irrigated lands' products on a large scale will be held, commencing with the opening of the irrigation congress on Monday, September 2d, and continuing until the close of the state fair, Saturday, September 14th. This will have the effect of making the California state fair an interstate fair, so far as agricultural products are concerned, and it is altogether probable that the live stock feature, too, will be made to include all the western states. "The California State Fair, Interstate Irrigated-lands' Products Exposition and Western Stock Show" is the name that has been suggested for the big event, which will eclipse any similar effort ever made in this state, with the single exception of the midwinter fair, held in San Francisco several years ago. Under the plans tentatively agreed upon, the details of the interstate exposition will be handled by the State Agricultural society. The board of control of the irrigation congress will, of course, take an active interest in it, and will offer handsome prizes for interstate exhibitions, in addition to those offered by the State Agricultural society. A number of cups and other trophies well worthy of interstate competition will be among the prizes offered, and it is expected that competition for these will be open to all other states, but not to California, as a second set of trophies and prizes will be offered for state fair exhibitors. In the interstate exposition this state will act as host to visiting states and visiting exhibitors of irrigated land products will hang up prizes for which her guests will compete. The proposed exposition has been fully discussed between the members of the board of control and of the irrigation congress and Mr. J. A. Filcher, secretary of the State Agricultural society. The total for the state is over 24,000 acres. Peaches show the largest variety of deciduous fruits state, next to prunes, there be 200 acres of bearing orchards 200 of non-bearing. Filcher, secretary of the State Agricultural society, and the plans are practically determined, subject to the approval of the directors of the State Agricultural society at the next regular meeting, to be held in this city February 24th. Details for the big event are still to be determined, but it is probable that the interstate dry lands exposition will open Monday, September 2d, and that an effort will be made to have the agricultural and horticultural exhibits of the California state fair in place also by that time. The irrigation congress will be scheduled to meet on the 2nd, but the proceedings of the session will probably be deferred until Tuesday the 3rd. Saturday, the closing day of the irrigation congress and the opening day of the state fair will be marked by some kind of a grand demonstration, including a parade that will eclipse any previous affair of the kind. The board of control of the fifteenth national irrigation congress will undertake to expend $50,000 providing for and entertaining the congress. Two weeks of enjoyment will be provided, and visitors will be given the time of their lives. The days of the session will be quiet, in order that the attention of the delegates may not be distracted from the main purpose of the congress, but other days will be full of live program. Anticipating a desire on the part of visitors from other states to see as much as possible of California, a series of excursions will be arranged for their benefit. These will be run through the Sacramento and San Joaquin valleys, and possibly as far as the Klamath project on the north, the Truckee-Carson project on the east and the Yuma project on the south. Figures from State Assessment In 1896 the total assessed value of property as assessed and returned by county assessors, according to figures given in the recently issued annual report of the state board of equalization, was $1,221,749,699, which, in 1906, had been increased to $1,514,886,590; an increase of $239,136,891, or 24 percent. By reason of the San Francisco calamity the assessment roll of that city and county fell off $148,256,384 in 1906 as compared with the assessment for 1905. Although several other counties suffered loss, it was not apparent from the 1906 assessment returns. Notwithstanding the great loss from the assessment roll in San Francisco, there was a net loss of assessable property in the state in 1906 of but $29,000,000. A market difference is shown in the assessments of railroads. For the year 1896 the total assessments of railroads was $42,956,704, while in 1906 the assessment was $80,410,821; an increase of $37,454,117, or 87 per cent. The increase of mileage in the same period was 28 per cent. In connection with the increase made by the county assessors for the period stated, 20 per cent was upon real estate and its products, while only 4 per cent was awarded personal property and money. In the case of the apricot practically no acreage is given as non-bearing, indicating that there has been very little recent planting of this variety of fruit. The chief industry of Bethlehem of Judaea is that of the mother-of-pearl workers. The shells are brought from the Red sea and in the hands of native artisans are polished and carved, the larger into elaborate designs. The smaller are cut up for rosaries and crosses. The work is all done by hand, and the methods are amazingly primitive to a spectator from the home of steam and electric power. But the results are extraordinary.
