STOCK UNLIMBERS NERVE Declares He Will Not Be Bulldozed About an Alley, and Says He Wants It Straight Trustee Stock was the whole thing at the trustees' meeting on Thursday evening when it came to discussion of the proposed alley running from Los Angeles street to Lemon, midway in the block north of Center. He was warm under the collar at persistent criticism of his action, and he carried his point against a delegation of irate property owners who came to protest against opening the alley. The board some weeks ago adopted a resolution of intention declaring its purpose to run an alley through the block in a straight line east to west. At a subsequent meeting Joseph Backs, Sr., appeared and showed the course of the proposed alley lay directly in line of his residence, which he would have to move. He offered a way out of the difficulty. He owned an outlet to Chartres street, extending northerly in rear of his premises, and this he offered the city for alley purposes, his compensation therefor to be fixed by commissioners appointed for opening the alley, and the same to describe an L in joining with the alley running west to Lemon street. Mr. Backs claimed he would be irreparably damaged if the alley were constructed through his residence property, and asked that he be not put to the trouble and expense of moving. His eloquent presentation of the case put the board in a brown study. It resolved to adopt the L-shaped alley that the alley should be twenty wide. Fiscus said he believed original having the alley run in a straight and he believed so now. He had Back's presentation of the case, to change the alley, for he was to causing any property owner loss as Backs would sustain. How he had been informed that property owners in the block opposed shaped alley, and he therefore insist the alley be made straight said the block should have an and that prices of property would greatly enhanced thereby. Stock said with some warmth that disliked the idea of having the buffeted about in this alley first being kicked about this way then that way. For his part, he favored going ahead with the opening it in a straight line, spective of what these people say declared he would not be bulldozed the delegation. The board had kicked about all over this alley he did not propose to stand any of it. Everybody in the block, it sed, wanted the alley to open out some other one's property. For self he favored going ahead on original lines, and opening the all straight course east to west. This course prevailed, and after further discussion, in which some one gested the town ought to be Stockheim, the board voted for straight alley. The resolution of tention appears elsewhere on this page. The delegation here withdrew. Backs and Mrs. Fisher leading the A number of property-owners Broadway were in the council chair presumably to take a whack at the report of the Broadway widening mission. When residents in the block heard of the course events had taken they rose up and declared that if the alley were constructed at all it should be on a straight line. The board ordered the city surveyor to haul in his survey for the L-shaped alley. Thus matters stood when Mayor Rust rapped for order on Thursday evening, with the council lobby filled with a delegation of property owners waiting to get at the spineless outfit. Trustees Rust, Fiscus, Stock and Kroeger were in their seats. Darling was absent. Mr. Backs and his good wife were present, and each addressed the board in opposition to the alley running through their property. It would damage them greatly, and they could see no pressing necessity for it. The former cited a case of a Los Angeles block, larger than the one under consideration, which had no alley, and he thought that if Los Angeles could get along without one, Anaheim could worry along in a similar manner. Mrs. Backs said her residence would have to be moved, and she would be compelled to look for a new home if the alley were opened through their property. "You might move your residence upon your lot on Chartres street," suggested Fiscus. "We would not do that, for that would bring us next to the Chinese house," she replied. "Wouldn't you rather live alongside a Chinese house than alongside a saloon?" persisted Fiscus. "I don't know about that; we get our bread and butter from this saloon, which rents from us, and we draw the line at living next to Chinese." Mrs. Wm. Fisher also opposed the "We would not do that, for that would bring us next to the Chinese house," she replied. "Wouldn't you rather live alongside a Chinese house than alongside a saloon?" persisted Fiscus. "I don't know about that; we get our bread and butter from this saloon, which rents from us, and we draw the line at living next to Chinese." Mrs. Wm. Fisher also opposed the alley, saying it would seriously injure her property. The block had not had an alley in thirty years and she did not believe it needed one now. It had only been asked for since a recent purchase of property in the block by certain parties. They were the moving factors in support of the alley. These parties, she said, were able to pay for an outlet. She would sell them an outlet for $200. She marveled that these parties had so much influence with the city trustees and the lawyers. Fred Dyckman also opposed the alley, as it would bring it right up against his residence on Lemon street. Billy Warner opposed opening the alley, but said if it were opened at all it should be on a straight line. He opposed the alley because it would cut his property in half, and he would have to lift two bars every time he led a horse from his barn to his rear corral. "But if you open this alley," he said, "make it straight. Don't have no L in it. Suppose a man sold me a load of hay from Fullerton, and he drove into one side of this L. At the corner he meets another load of hay. He'd be up against it." Superintendent of Streets Steadman being called upon for his opinion in the matter, said the block should have an alley running straight through it, and stock said this would be in the hands of a future commission, and the board had nothing legally to do with it. He also asked if Resh was willing to put up a bond for the opening of streets through his tract, otherwise the maid of the subdivision having been accepted, the city was liable to be called upon to do the work. “This map of my subdivision has been accepted by the board,” said Resh. “and it is now a matter of record. Intend to open these streets and grade them as soon as the weather clears and I can get around to it.” Stock insisted for a bond, and it was ordered that Resh put up a bond in $200 for opening the streets within three months. Sundry excavations on Lemon street made for running off storm-water, were called to the attention of the street superintendent, with instruction to place drain pipes therein if considered advisable. The city having contracted an indebtedness of $24,913 against the bond fund for municipal improvements, bonds in that amount were ordered turned over to the purchaser, the First National bank, in conformity to statutes. The city will soon be called upon to make payment for a number of these improvements, and the law requires that a municipality must not make contracts requiring the payment of money unless it have collateral in bank sufficient to meet such charges as may be made against it. These bonds so sequestered now begin to draw interest. Bond of Carl Leonardt, in $5200, for completion of concrete tank and tower; they should be twenty feet he believed originally in they run in a straight line, lived so now. Building permits were granted as follows: Charles W. Stadtegger, $1400 residence on Emily street, between Chartres and Cypress. Octave Lagman, $1800 residence on Olive street, between Center and Chartres streets. Chas. E. Rothaermel, $1500 residence on Alberta streets, between North Claudia and North Philadelphia streets. Petition of E. L. Olmstead asking for the opening of Chestnut street from Palm to Citron. Referred to committee on public improvements, to report at next meeting. The board determined, in the matter of securing deeds for a cement curb on Los Angeles street north and south of the presents idewalked area, to procure deeds for sidewalk purposes at the same time. The city engineer was instructed to run a line with that end in view. The cement curb will be laid as soon as necessary deeds are secured, but cement sidewalks will not be insisted upon. A number of property owners on South Los Angeles street, notably Mr. Gervaise, have announced their purpose of installing cement sidewalks as soon as the line is run. To open an alley along the Southwest corner of Original City Lots 25, 26, 27, 28, and 32 in said City of Anaheim, from line of Lemon street to the West line Angeles street. 2nd. That the land which was Board of Trustees deemed to be a said resolution was declared to be to be taken for said work or improvement described as follows, to-wit: All that certain land situated, lying in said City of Anaheim and paid described as follows: Beginning at a point on the East-Lemon street nine feet N. 15½ deg., the Southwest corner of Original City as the same is shown on a map read Book 4 of Deeds, pages 639 and 630, in Los Angeles county, California; there deg. E. parallel to the South line of City Lots 25, 26, 27 and 28, as shown map, 554.5 feet to a point on the West-Los Angeles street; thence South 15½ along the West line of Los Angeles feet; thence S. 74½ deg. W. parallel to course in this description 554.5 feet to on the East line of Lemon street and N. 15½ deg. W. 18 feet to the point ning. 3d. That the exterior boundaries of district of lands established, and decided resolution to be affected and ben-ei said work or improvement, and to be paid the damages, cost and expenses are described as follows, to-wit: Beginning at the Northeast corner of normal City Lot 25 in said City of Anaheim being had to a map of the lands held recorded in Book 4 of Deeds, and 630, Records of Los Angeles county formula, and running thence Western the North boundary of Original City 26, 27 and 28 to the Northwest corner Lot 28; thence Southerly along the boundary of Original City Lots 28 and Southwest corner of said Lot 32; then early along the Southerly boundary of Normal City Lots 32, 31, 30 and 29 to the South corner of said Lot 29, and thence along the Easterly boundary of Original Lots 29 and 25 to the point of beginning cepping therefrom the land in Section described as the land to be taken for said alley, and excepting also any land said boundaries contained which is not of a public street or alley.
