WASHINGTON CHAT [CORRESPONDENCE OF THE GAZETTE] Washington, D. C., Jan. 21. That members of congress are taking a decided interest in the increasing number of railroad wrecks throughout the country is made evident by the numerous resolutions introduced in both senate and house, providing that congress shall make a thorough investigation into the causes of these accidents. All of the resolutions aim to compel the railroads to adopt some system that will prevent such loss of life as has occurred during the past six months. The railroad disaster that happened near Washington just before the first of the year and in which forty people were killed, was so close to the halls of congress that it brought the carelessness of the railroads in operating their trains forcibly to the front, and the result is the crystallization of a sentiment in congress that something practical should be done during the present session. It is likely that a joint committee consisting of five senators and five representatives will be empowered to subpoena witnesses, take testimony and compel the production of all books and papers bearing on the subject, in order to ascertain the causes of wrecks and to make such recommendations in the form of a bill to be passed by congress as will give to the Interstate Commerce Commission power to make rules as shall prevent similar accidents in the future. Mr. Chaney’s bill provides for an appropriation of $100,000 to establish “demonstration farms” for the investigation of farm practice and the inauguration of systems of farm management throughout the United States. It will be recalled that this vessel was designed shortly before the Spanish-American war, its mission being to throw a projectile of dynamite sufficient to destroy any vessel that it might hit. The first practical test of the ship was in the war with Spain when she was found be a failure, the best she did betry to throw a few shells of dynatake into the harbor of Santiago which chipped off the bows of one harmless merchantmen. By securing prompt purchasers for the infested logs and standing trees, and destroying the insect broods by firing the bark and slash, it is hoped that the surrounding forests will soon be saved from further insect attack. The timber attacked by the bark beetle has not lost its commercial value. There is no reason why the desired sales should not more than reimburse the government, besides utilizing a vast amount of pine which would otherwise be wasted. County legislators are curious to know how the city and county consolidation commission views the Broughton bill in the senate for the division of the counties. There is an impression that the bill, if enacted, will affect the plans for consolidation. Should it become a law, it would be possible for Los Angeles county to be divided into three or four small counties, with the boundaries of two or three reaching close to the city limits of Los Angeles. The bill is supposed primarily to be in the interest of the proposed new county of San Antonio, with Pomona as the county seat, but it is so broad in its scope that other sections of the county could separate themselves, so long as each had a population of 6000 or more.
