MR. FISCUS ON EYESORES
Takes a Fall out of Young Engineer Schenck, in Re the Power-House Plans.
Trustee Fiscus went on the warpath at the trustees' meeting on Thursday evening when young Engineer Schenck of Los Angeles submitted a pencil drawing of the proposed new power-house, showing it to be, what Fiscus called an "eyesore." Mr. Schenck evidently meant his pencil sketch to be a feeler, and Mr. Fiscus gave him a bad quarter of an hour in showing him his proposed plan would never do. The plan showed a brick building 48x64 feet, with an 18-foot lean-to for covering the wellpit. In supporting his plans Schenck observed that the wall separating the main building from the shed-like addition was made so that if at any time in the future an enlargement of the building was deemed necessary the wall could be easily removed. That and the fact which subsequently appeared that there was not money enough to erect the building properly appeared to be the only reason for the variegated structure.
Fiscus eyed the plans critically and said the lean-to addition would have to be cut out. He wanted the building erected so that it would cover the well-pit, instead of having the latter in a shed-like compartment adjoining the main building. The power-house was to be erected upon one of the city's principal thoroughfares, he continued, and people would ask questions concerning it which might be embarrassing in future. He was of opinion the shed would be an eyesore, and during year for the public library, which is for rent of building.
Carl Leonardt submitted a $3200 in connection with the sale of a concrete tank and tower.
City Attorney Melrose shot town had another bond in the amount of $5200 coming from Leonardt, message was ordered transmitting that gentleman gently but firmly.
Building permits were issued lows:
Mrs. Antonia Friend, $2800 re-ons on East Broadway.
L. Z. Kroeger, $700 alter-brick building on Center street.
F. C. Wells, $200 structure rose street.
F. Rosatto, $450 structure or street.
Wm. Chambers, $2500 residency Emily street.
Trustee Stock reported looking at the questions raised by Mr. Mel in relation to the water condition ditch on Sycamore street found by the terms of the purchase company obligated itself to crossings of newly opened streets tract. City Clerk Merritt was upon instructed to so notify the company.
Ordinance No. 191, fixing certain outlying streets, and rest of intention No. 64, referring construction of cement sidewalk curbs on Claudina, Chestnut, Oak and Oak streets, were passed to The same will be found in another umn and should be perused by terested. A noteworthy feature connection with the latter was quest on the part of several progressive residents on Oak street convert the thoroughfare into and do away with the necessity menting sidewalks. said the lean-to addition would have to be cut out. He wanted the building erected so that it would cover the well-pit, instead of having the latter in a shed-like compartment adjoining the main building. The power-house was to be erected upon one of the city's principal thoroughfares, he continued, and people would ask questions concerning it which might be embarrassing in future. He was of opinion the shed would be an eyesore, and during his criticisms he referred to it as resembling a "lock-up." It spoiled the appearance of the building, and he would not stand for it.
Schenck said a building such as Fiscus suggested would cost $700 more than his would come to. He hoped, he said, to be able to put up the building as shown in his plans for $4000. Schenck is a $2000 beauty.
Fiscus doubted if that was sufficient cause for spoiling the looks of the building.
In the recent award of bids for a concrete tank and frame Schenck turned down his former recommendation for a steel tank and frame, which could have been erected at a saving of $2000 from the cement affair. Money is running short in the bond fund, but Fiscus would not agree to making the power-house suffer because of this discrepancy.
The board considered Fiscus' point well taken, and ordered Schenck to prepare new plans in conformity with that gentleman's ideas on the lean-to question. Fiscus is also at variance with Schenck as to the place for locating the cement tank, holding it ought to be placed 100 feet away from the power-house, to minimize risk of accident, while Schenck believes it ought to be immediately adjoining and over the building.
Joseph Backs took a fall out of the board in reference to an 18 foot alley projected through his property on Los Angeles street. Mr. Backs showed the alley would run through his residence, cutting off several feet of his drawing-room, ruining his kitchen and making away with his back porch. He was not prepared to move his house, and therefore the proposed alley would do him irreparable injury. His lot was only 25 feet in width and if nine feet were taken from his property as half of the alley's width, he would have left only 16 feet, and that was hardly sufficient room for his house. A noteworthy feature connection with the latter was quest on the part of several progressive residents on Oak st. convert the thoroughfare into and do away with the necessity meeting sidewalks. That was best. Another was the fact, cited by City Surveyor Steward, the projected line for the side of Claudina street, south of Broadway projected a foot into the street that the cement sidewalks on way, at the corner of Claudina, foot too far into the latter street shall Steadman, whose property this point, asked that the next walk be laid down in conformity the projecting cement corn Broadway, but the board decided the line must recede to its place.
City Surveyor Steward was insisted to prepare surveys for cement on Los Angeles street, north and south the city limits, from present walks. The board on receipt data will proceed to order that done. Mr. Zeyn's property on Los Angeles street projects feet into the street, and he has vate cement ditch where the pro sidewalk will be laid. Mr. Syer on South Los Angeles street fronted by a similar condition fairs.

alley would run through his residence, cutting off several feet of his drawing-room, ruining his kitchen and making away with his back porch. He was not prepared to move his house, and therefore the proposed alley would do him irreparable injury. His lot was only 25 feet in width and if nine feet were taken from his property as half of the alley's width, he would have left only 16 feet, and that was hardly sufficient room for his house. He discredited the purposes of the alley, saying it would not improve property on Los Angeles street, but be rather in the nature of a nuisance as affording an easy run-way for the festive hobo. He offered egress to Chartres street through a thirty-foot alley running north at the rear of his lot, and which could join the proposed alley running easterly through the block from Lemon street.
Mayor Rust was persuaded Backs was right, and the city attorney was instructed to prepare an amended resolution of intention to open this alley, following the course suggested by Backs.
C. A. Boege, secretary of the chamber of commerce, submitted a communication received by him from Andrew Carnegie, requesting answers to a series of questions affecting this city, its population, present public library, and its ability to appropriate sufficient money to meet Mr. Carnegie's wishes in the premises. The question referred to the city by the chamber of commerce was whether the municipality would pay in taxes $1000 per year for supporting a Carnegie library. The board promptly answered yes, and the answer was ordered officially transmitted to the chamber of commerce. The city now pays more than $500 per
