Minutes of Water Board
Anaheim, Jan. 5, 1907.
Regular meeting of the board of directors with all members present, except H. H. Hale.
The president and secretary were authorized to give written permission to H. Burdorf to level off the ditch along his west line.
Mr. McLauchlin reported progress on the Royer ditch.
President Crowther reported having visited Mr. Bixby on his ranch regarding the fencing of right of way through his lands.
Mr. Bixby stated that it is not necessary to fence at once as he will immediately take his stock out of that pasture.
On motion of Director McLauchlin, seconded by Director Sherwood, the president and secretary were authorized to pay the bill of the South Wrecking Co. and of the Baker Iron Works as soon as they have been approved by the proper authorities.
On motion a warrant was ordered drawn for $1583.40 in favor of H. H. Gardner as per corrected Estimate No. 2.
On motion of Director Bradford the president and secretary were authorized to issue a warrant in favor of the Orange County Title company provided the said company will accept the same as payment in full for the certificate of title for the Cota tract.
The reports of the secretary and treasurer were received and filed.
The superintendent was granted further time in which to prepare his monthly report.
A communication from James Forbes et al asked that the ditch leading to their ranches through the Kraemer ranch be cemented, they agreeing to furnish a deed of right of way and haul public now for a long time once before tried for div denied a decree.

The superintendent was granted further time in which to prepare his monthly report.
A communication from James Forbes et al asked that the ditch leading to their ranches through the Kraemer ranch be cemented, they agreeing to furnish a deed of right of way and haul the gravel and cement and do the backfilling and in addition pay one-half of the labor of constructing the same.
On motion of Gunderson, seconded by Bradford, the petition of Forbes et al was granted, the ditch to be put in in time for the irrigating season.
A communication from C. L. Montgomery and V. Montgomery of Santa Ana was referred to the ditch committee.
A communication from Mr. Yorba asked that a fence be constructed along the A. U. W. Co's right of way near the north-west corner of the Tuffree ranch.
The report of the committee of management of the Durkee ranch was received and filed.
On motion of Bradford, seconded by McLauchlin, it was resolved that this company endorses the proposed act regulating the flow of water from artesian wells. Carried.
On motion of Kraemer, seconded by Bradford, the president and secretary were authorized to transfer stock up to within ten days of the annual election; and that then the books be closed to transfers for a period of ten days.
On motion the action of the president in ordering a phone placed at the Yorba reservoir was approved.
On motion the president and secretary were authorized to issue the company's note for two thousand dollars if the said sum be needed.
On motion the meeting adjourned.

The Insurance Trust
The thirty-eighth annual report of State Insurance Commissioner Wolfe has been transmitted to the governor. The document sets forth the large earnings of the insurance companies doing business in this state for the last twenty years. It also includes Prof. Whitney's list of companies, which were involved by the fire last April.

The Insurance Trust
The thirty-eighth annual report of State Insurance Commissioner Wolfe has been transmitted to the governor. The document sets forth the large earnings of the insurance companies doing business in this state for the last twenty years. It also includes Prof. Whitney's list of companies, which were involved by the fire last April, and their conduct toward policy holders, therefore, becomes a document of public record. Considerable legislation is recommended in the report.
The record shows that during the twenty years prior to January 1, 1906, the fire insurance companies had collected in premiums in California $130,-983,775, and paid out in losses $75,818,-833.
Statistics from the office of County Recorder Peters show that in 1906 there were 11,836 instruments filed, the fees being $11,269.25. The expenses of the office, including salary for the year, were $4019.35. The number of instruments filed in 1905 was 9471 and in 1904 the number was 7509. In 1903 the number was 6530.
Mrs. Mary J. Neill of Santa Ana is again trying for a divorce from Henry Neill. Suit for divorce was filed this week by Victor Montgomery for Mrs. Neill. Extreme cruelty and desertion are given as the grounds for divorce. Mrs. Neill asks judgment for the Neill hall property, on which she filed a homestead some months ago, a division of property that Neill now claims as his separate estate, and $250 a month alimony. OUR GRAND JURY SYSTEM
How often is the good work for which a grand jury is empaneled overshadowed and its verdicts discredited in the minds of all fair-minded people by reason of the prejudice shown on the part of some one member, who is able to carry with him some other spine-less member, and then railroad through unjust criticisms on worthy enterprises. Review the work of the last grand jury of Orange county.
Take for instance the criticism of the Los Alamitos sugar factory. First let it be said that this is a business enterprise taking its place in good and regular standing with other meritorious institutions within the borders of the county. That it dispenses benefits in a purely business way, and that the number of accidents are few considering the magnitude of the business, no sane man will deny with all the facts placed before him.
But the methods pursued by the grand jury were such that the accused had no opportunity for defense, as no witnesses were called. Had they been it could have been shown that nine times out of ten the accidents are due to the carelessness of those who are injured.

Peru's Railway Wonder.
Remarkable railway, one of the rivers of Peru, is that which runs Callao to the gold fields of Cerro de Aeco. Beginning in Callao, it rides the narrow valley of the Ri-rising nearly 5,000 feet in the first six miles. Thence it goes through the rugate gorges of the Sierras till it is the Andes at an altitude of 1,000 feet, the highest point in the area where a piston rod is moved by this astonishing elevation is fixed in seventy-eight miles.
Charles Williams of Santa Ana was dead on Monday afternoon in the rain in the Santiago canyon, and on May his dead body was found deu-over a heavy log, a half mile from the scene of the accident. Williams and his brother, Ralph Adams, attempted to cross the creek. Buggy was overturned and both were thrown into the torrent. Williams managed to get onto land. Turning he saw his brother lying down stream. "Keep your cup and grab a limb," shouted Williams. The brother in the rain was dashed out of sight and he did not seen again alive. The body found the next morning.

Kern County Colony
A delegation consisting of W. H. Spake, John Brunworth, J. P. Bayha, A. S. Bradford, Wm. Berkenstock, L. A. Evans, E. W. McCollum, Wm. Christen, Mr. Rose, P. H. Krick and others went to Wasco, Kern county, one evening last week for the purpose of inspecting a tract of six thousand acres of land lying 25 miles northwest of Bakersfield. The party was absent several days and returned with favorable reports of the soil and other conditions prevailing at the tract. The purpose is to purchase the tract in small holdings and improve the same.
Mr. Spake has made several trips to Bakersfield for the purpose of making the transfer, and has been this week in the north with that end in view.
The party was accompanied by a number of speculators from Los Angeles and other points, and it was said yesterday the entire holding would be purchased and the deal closed at an early date.
