Compere's Great Work
"My principal mission to China," said George Compere, who has just returned from the orient, "was to secure if possible the parasites to destroy the red and purple scale that have done so much damage in the orchards of the state, and I have been successful in the quest. We now have plenty of the parasites and if they can be successfully propagated at the insect hatchery they will prove a great benefit in the fight against the pest. The only way the fruit men of this state can hope to rid their orchards of the destroying pests is to send the natural enemies of the pests into the fight. Past experience has taught the orchard men that all the artificial means employed have been of no avail, and instead of the pests decreasing in number they have shown a steady increase from year to year.
"It has been a long and tedious job to collect the parasites. In the first place the scale-infested trees had to be shipped from this state to China, where I exposed them in the districts where the parasites abounded, and as soon as they had secured lodgment the trees were reshipped to this state and the insects taken in hand by the state horticultural commission for propagation. You must understand that after the parasites are secured they are not ready to be distributed in the orchards. Not by any means could this be done with any degree of safety to the fruit interests. There is always great danger when the trees are taken to foreign countries that other than beneficial insects will get on the plants.
"This is one of the many things that the commission has to guard against. If a harmful insect was introduced into the state, the growers would have just that much more trouble to fight. What this state needs, and needs badly is a general feeders on several different scale. The one in use in Sacramento is in no wap fit for the purpose for which it is employed, and I want to say that if a place is not provided I will leave the work, for I cannot afford to take the chances of having all my work go for nothing and probably go for harm by reason of no fault of my own. The plants sent here in the winter bake in the summer and all the beneficial insects are always liable to be destroyed by reason of not having a suitable place in which to properly care for them.
"We can point with pride to the good work that has been done by the codlin moth parasite in the apple orchards. All the reports from the districts in which the moth has flourished and the parasites have been placed are that the percentage of wormy fruit is much more less. Don't you know that the apple growers in this state have been running monster codlin moth hatcheries on their places and did not know it? Apples that had worms in them were taken into the packing-houses. Then at the end of the season the old boxes were stored in these houses and afforded an ideal place for the propagation of moths. I know cases where you could look all day and not find a codlin moth-worm in the orchard, but if you were to go to the packing-house and tear up the floor or rip the battens from the walls you would find not hundreds but thousands of the moth cooons.

The list of favors included trusteeship at Whittier, given by N. Anderson, senator from Orlando Riverside counties; a prison ship at San Quentin, placed with actor Charles Belshaw of Contra and a state harbor commissioner San Francisco, given to Senator of Oakland.

Mr. Compere then told of the results of some of the work that the red scale parasite has accomplished in China. The red scale attacks almost all kinds of plant life that is of use to man. Fruit, flowers, and even vegetables are destroyed by the scale. The purple scale is not such a wide feeder, but confines its deadly work to the citrus fruits and a few species of palms. In China the parasites of these two scales abound in great numbers and the scale is almost unknown. The damage done by the scale in China is so small that it is not taken into consideration. Mr. Compere says that if the state horticultural commission can distribute the parasites throughout the infected districts that they will do the work. It will take a little time, but the work will be done effectively at no great expense.

Chamber of Commerce
The directors of the chamber of commerce met in special session on Friday evening.
The following communication was received from James Bertram, Mr. Carnegie's secretary, in reference to the establishment of a library in this city:

Are we to understand that your answer to Question 9 means that the city authorities have been communicated with and pledged support to the library to the extent of one thousand dollars a year? If this is so have the city clerk sign the schedule as plainly indicated to be necessary. Respectfully,

The schedule will be presented to the city trustees at its meeting this evening. It is understood that favorable action will be taken in the matter. Mr. Carnegie stands ready to erect a $10,000 library building in this city if the $1000 per year for maintenance is guaranteed.

The seven counties of Southern California—Santa Barbara, Ventura, Los Angeles, Orange, San Diego, Riverside and San Bernardino—are supposed to have a population of 500,000. That means that we have produced from our orchards, farms, mines and manufacturing plants an average of $280 for every man, woman and child in Southern California.
