WASHINGTON CHAT [CORRESPONDENCE OF THE GAZETTE] Washington, D. C., Dec. 17. From all accounts President Roosevelt is highly gratified with the manner in which his message has been received by congress and by the people generally. Naturally more criticism of different measures was to be expected and perhaps the storm of protest over the recommendations in the Japanese matter was a little stronger than was anticipated, but all in all, the president wears the "dee-lighted" smile and tells his friends and callers that he is pleased. Before long he will have submitted to him the editorial comment on the message made in papers from all parts of the country. Much of this is even now piled high on the desk of Secretary Loeb, whose task it will probably be to sort out the most important. The special message on Panama will not be ready for congress until later, and with it the president has decided to send a number of photographs illustrating the progress that has been made on the canal. These pictures were taken by an expert photographer and are now in the hands of the canal commission. It will be the first time that a presidential message has ever gone to congress accompanied by photographs. An important feature of this message will be that portion bearing upon the scale of wages to be paid for trained and experienced men on the isthmus. Men of family who have never been bothered about the household problem, because of their wives looking after such matters, are giving earnest consideration to the question of how to live alone, and in consequence the hotels and boarding houses are sheltering many congressmen who have never before been domiciled anywhere in Washington but "home, sweet home." Perhaps one of the reasons why some families were left behind was because free transportation has not been obtainable. Wedding Anniversary in Jail Nick Bittner was on Friday ordered imprisoned in the county jail by Judge West for contempt of court. Bittner had been directed by the court to pay his wife, Clara Bittner, who is suing him for divorce upon Statutory grounds, by the first of December, the sum of $50 alimony and court and attorneys' fees amounting altogether to $250. He neglected to comply with the order, was cited for contempt and being unable to show cause why he should not be punished, was sent to jail for an indeterminate sentence. The Bittners were married here 24 years ago next Christmas eve. Mrs. Bittner's parents strongly opposed the marriage. Seven years ago Bittner was left $1250 in cash and twelve acres of improved property in the city limits. He blew the money in for liquor and riotous living. When his money was gone he mortgaged his land. Some months ago he lost the property, the incumbence upon which amounted to nearly $3000. Shortly after acquiring possession the new owner sold it for $6000. Two years ago he began an action for divorce, making various charges which he could not substantiate in court. The suit was dropped and thereafter, inasmuch as he continued on his debauch and wrongdoing, his wife brought suit for divorce from him. The couple have a son 16 years of age, who will come into possession of $1000 by the terms of his grandmother's will. The money is now in bank awaiting the attaining of his majority. Mrs. Bittner is a lady of refinement and social respectability, and has the confidence and support of her neighbors. On hearing of her husband's plight she wept. Angle as supervisor in the fifth district was begun last week by Thomas H. Smith, the democrat who was eight votes behind Angle in the official count. The complaint was drawn by Victor Montgomery for Smith. Judge West set hearing of the case for a special session of court Dec. 26. Official returns gave Angle 410 votes, Smith 402 and A. E. Hawley, socialist, 37. The precincts in the fifth district are Delhi, El Toro, Laguna, Newport Beach, San Juan, San Joaquin, Santa Ana Ne. 4, Trabuco and Tustin. Filing of the contest comes as a surprise to friends of Angle. The complaint declares that "one or more" illegal votes were cast for Angle, that some of the votes "counted, tallied and returned" for Angle should have been for Smith. It is declared in the complaint that a recount will show that Smith has been elected. The complaint demands that the costs of suit be assessed to defendant, Angle.
