WASHINGTON CHAT
[CORRESPONDENCE OF THE GAZETTE]
Washington, D. C., Dec. 3.
Considerable surprise has been caused in official circles over the announcement that the president had decided to make at the opening of congress all the cabinet changes necessary incident to filling the vacancy on the supreme court bench by the appointment of Attorney General Moody. The plan to have these changes made now, instead of at close of the session, indicates the desire on the part of the president to have as many of the transfers as possible made at the beginning, so that each member may be in his new office to look after such legislation as his department may need.
According to the present program the nomination of Attorney General Moody as justice of the supreme court, will be sent to the senate on the opening day, instead of waiting until after the holiday recess. It is believed that the president now feels there is little danger of the appointment failing of confirmation, and immediately that action is taken, Mr. Moody will assume his duties on the bench, thus giving to the supreme court its full membership, a thing much desired in deciding important cases. Then, if all goes as per schedule, by December 10th, Secretary of the Navy Bonaparte will become attorney general, Secretary of Commerce and Labor Metcalf will become secretary of the navy, and Oscar S Straus of New York will become secretary of commerce and labor. Secretary Wilson is turning in the complaints and such evidence as his agents gather to the department of justice and prosecutions are expected to follow, resulting, if the charges are sustained, in heavy fines against the railroad companies.
The law requires that a railroad road company shall not carry stock on its trains more than thirty-six hours without providing such stock food and water; but if the reports that have reached Washington are correct, livestock is being transported for forty, sixty, and in some cases as many as ninety hours without being unloaded to be fed and watered. The charges apply to nearly all the big railroads, both in the east and west, some of the worst violators being eastern railroads running out of Chicago and St. Louis for New York and Boston. Secretary Wilson has declared his intention to insist on an observance of the law and will extend no leniency to roads that break it.

City Council
The board of city trustees met in special session on Friday evening. Present, Trustees Rust, Kroeger, Fiscus and Stock. Absent, Darling.
Messrs. Emmett & Dyer submitted a bid to sink a 12-inch well, with 14-gauge casing, for $2.36 per foot for the first 100 feet, and 25 cents per foot additional below that depth. The firm also will construct a 60-foot pit for $19.50 per foot. A charge of $100 will be made to test the well.
The bid was accepted. The city will sink two wells and work upon the same will be commenced as soon as possible at the new water works site on South Los Angeles street.
A bid was received from J. H. Meford of Westminster but as the bid did not comply with the specifications it was not considered.
The time for receiving bids for the concrete tower was extended until Thursday, Dec. 13, and the city clerk was authorized to advertise to that effect.
