A recount of the returns brought into the board of supervisors from the different precincts of the county has changed the result in regard to one constable's position and made the fight in the Fifth supervisorial district so close that now only three votes separate the winner and loser. The man counted out is C. E. Jackson, democrat of Santa Ana township. It was ceded that he had defeated Jeff Haddock by seven votes. A mistake had been made in the reports from the four ward and the count now stands Haddock 871, Jackson 869. George Angle, publican in the fifth supervisoral trict, has a vote of 410 against 407. T. F. Smith, democrat. The recount has made no material difference in other fights.
City Council
The board of city trustees met in regular session on Thursday evening, with all members present.
The marshal reported the following collections: Water, $417 45; license, $526 75; light, $757 80. Total, $1702.
Delinquents collected: Water, $35 70; license, $1 25; light, $36 30. Total, $73 25.
Delinquents reported: Water, $48 85; license, $12 75; light, $101 50. Total, $163 10.
The treasurer reported a balance of $2300 17 in the city treasury.
The clerk's report corresponded.
Recorder's report was received showing 16 cases during the month, and $49 collected in fines.
A number of bids were received for new supplies for the municipal water and electric lighting plants. The bids were read and referred to the engineers for investigation, they to report upon same at a special meeting to be held this evening, when the successful bidder will probably be announced.
Building permits were granted as follows; Joseph Helmsen for erection of building on Claudina street; outside fire limits; cost $400.
A. E. Straehle for frame building on Emily street; outside fire limits; cost $1200.
Map of the Rothaermel tract, recently subdivided, was submitted and accepted. Mr. Rothaermel appeared and addressed the board in reference to piping the Sycamore-street ditch, aligning his property. The city attorney was instructed to investigate the complex situation and communicate with the water board with a view of amicably settling the matter. Should the water company not acquiesce the matter may be taken into the courts.

The special committee on fire department reported favorably. It is proposed to organize with twelve men with a captain and chief. The company will have new quarters fitted up in the city hall, down stairs, and are to meet once a month regularly, with an occasional practice. The salary of the captain will be $50 per year, the firemen receiving $1 per month and $2 for each fire they attend. In case of fire the first person with team responded to haul the hose cart is to receive $2. The city attorney was instructed to prepare an ordinance creating the fire company. H. Stern will be captain and N. F. Steadman chief.
Chartres street sidewalk committee was granted further time. Other streets are to be sidewalked and the committee wishes to embrace them all in the resolutions of intention when the cementing again commences.
In reference to an electric light being placed in the vestibule of the high school building further time was asked.

A trustee made accusation that the gas company is also furnishing gas for illumination, contrary to its franchise, but as yet he is not prepared to file charges.
Bills to the amount of $1615 81 were audited and ordered paid, excepting the bill of the city surveyor, which was temporarily held up by the finance committee. Adjourned.

General Crozier thinks it is of the utmost importance that some method be devised whereby the necessary gun-power can be secured with less expense than that involved in using the very high velocities of projectiles now employed with the accompanying rapid wearing away of the rifling in such a manner as to destroy the accuracy of the gun after a few rounds. The 12-inch gun will last for about sixty rounds, and as the gun is capable of firing for a considerable interval at the rate of forty-five rounds an hour it can be seen that the limit of the life of this gun could be reached in an hour and a half.
Similar statements can be made with regard to guns of smaller caliber, says the report, although as the caliber diminishes the additional velocity increases.

This surplus reinforced with such amounts as may be appropriated be the state from time to time, is used in extending their field of usefulness or in the erection of new and modern fireproof buildings. In Minnesota a new fire-proof ampi-theatre for judging live stock, with seating capacity for 7500 people, has just been completed at a cost of $100,000, and in Ohio the old wooden grand stand is being torn down to make room for one to be built of steel and concrete at a cost of $50,000.
Kansas, Ohio, Illinois and others have efficient statistical departments, and profiting by the information obtained, Mr. Filcher proposes right now to inaugurate a systematic method of collecting data for reliable crop reports and other industrial subjects, and thus try and put into practical operation this heretofore much neglected feature of the California state agricultural society's work.
