Root Excoriates Hearst
Elihu Root, secretary of state in President Roosevelt's cabinet, lashed William R. Hearst in a great speech at Utica, N.Y., on Thursday evening. Mr. Root's speech sent the betting against Hearst, in the latter's campaign for governor of New York, from 2 to 1, to 5 to 1. It is probable the speech did much to put a big nail in Hearst's political coffin. In part he said:
"I say to you, with President Roosevelt's authority," said Mr. Root, "that he regards Mr. Hearst as wholly unfit to be governor. He is insincere, self-seeking demagogue who is trying to deceive the workingmen of New York by false statements and false promises; and I say to you, with his authority, that he considers that Mr. Hearst's election would be an injury and a discredit alike to honest labor and honest capital and a serious injury to the work in which he is engaged in enforcing, just and equal laws against corporations' wrongdoing."
"President Roosevelt and Mr. Hearst stand as far as the poles asunder. Listen to what President Roosevelt himself said of Mr. Hearst and his kind. In President Roosevelt's first message to congress, in speaking of the assassin of McKinley, he spoke of him as inflamed by the reckless utterances of those who, on the stump and in the public press, appeal to the dark and evil spirits of greed, envy and sullen hatred. The wind is sowed by the men who preach such doctrines, and they cannot escape the responsibility for the whirlwind that is reaped."
"This applies alike to the deliberate demagogue, to the exploiter of sensationalism, and to the crude and foolish to him and his kind was the liam Randolph Hearst and journals.

"What evidence has Mr. Hearst produced of his fitness for this office? Of his private life I shall not speak further than to say that from no community in this state does there come concerning him that testimony of lifelong neighbors and acquaintances to his private virtues, the excellence of his morals and the correctness of his conduct, which we should like to have concerning the man who is to be made governor of our state.
"Only once has this method in incendiary abuse wrought out its natural consequence—in the murder of President McKinley. For years, by vile epithets and viler cartoons, the readers of the Journal were taught to believe that McKinley was a monster in human form, whose taking-off would be a service to mankind. Let me quote some of these teachings:
"'McKinley condones the treacherous murder of our sailors at Havana and talks of his confidence in the honor of Spain. He plays the coward and shivers, white-faced, at the footfall of a processing war. He makes an international cur of his country. He is an abject, weak, futile, incompetent poltroon."
"McKinley, bar one girthy Princeton person who came to be no more or less than a living, breathing crime in breeches, is therefore the most despised and hated creature in the hemisphere; his name dishonored, his figure is burning in effigy.'"
One attribute of the State is common to the whole from the fact that the world forms magnificent harbor facilities give opportunity to every state to reach the most world through the cheap means of transportation, bring to the state the present world, making an intermittently direct to the development every industry and every California. It is not because harbor is tributary to or that San Diego harbor holds the same name, that much importance. Each one is a tangible state asset, and belongs as much to the man who has a farm in the valleys and foothills of the Sierra, or him who has a mine in the heart of the high mountains, as it does to the one who has builted his home within sound of the waves which idly lap the sides of the vessels waiting to carry the products of the state to the marts of the world.
The harbors of a state and the producers are interdependent, to a degree, but it goes without saying that the producer is much more dependent on the harbor than the harbor on the producer. The traffic of a harbor is dependent upon the cargoes that come and go, but the harbor itself has existed since Time began.
The utility of the harbor, consequently, is dependent upon its tributary country, and the better the shipping facilities of a harbor, the better the opportunity for the country to reach a wider market, and to receive increased prices for its produce.
California's harbors, then, being one of the state's most material assets, it behooves every Californian to give countenance to every effort which has for its object the betterment of the ports of the commonwealth in order
