The Deposit System of Caring for Public Funds By A. B. Nye, Private Secretary to the Governor. To the voters of California there will be presented at the election on November 6th an opportunity to free themselves from a costly and foolish state treasury system and to substitute one more in accord with modern practices and up-to-date ideas. All of the more progressive eastern states have already made the change, or are preparing to make it, and there is no reason why California should hesitate to follow their example. It is only necessary to adopt Senate Constitutional Amendment No. 38 to effect the reform. Up to the present time, as most voters are aware, the state funds, amounting at times to eight or ten million dollars, have been kept in the state's own vaults, secured by bolts and bars and guarded by watchmen. And while the state has been doing this, the fifty-seven counties have been doing the same thing, or, if not actually locking up their surplus funds in the counties' own vaults, have been placing them on "special deposit" in the banks, which just as effectually withdraws the money from circulation. Many of the municipalities have pursued the same course. The many million dollars which are thus hoarded earn no interest, which in itself involves a heavy loss, but a far larger loss arises from the handicap imposed on general business by the locking up of so much capital which ought to be kept in useful employment. Meanwhile other states have found that it is equally safe, if not safer, to keep their surplus funds in bank; that by so doing they can be made to earn interest for the tax-payers, and that commercial prosperity is promoted by in itself involves a heavy loss, but a far larger loss arises from the handicap imposed on general business by the locking up of so much capital which ought to be kept in useful employment. Meanwhile other states have found that it is equally safe, if not safer, to keep their surplus funds in bank; that by so doing they can be made to earn interest for the tax-payers, and that commercial prosperity is promoted by keeping the money in circulation. All but a few of the states have discarded the hoarding plan in favor of the deposit policy; others are intending to do so, and California, unless she makes the change soon, will be left standing alone as the single adherent to an antiquated and uneconomic system. During recent years the state treasurers of this state, as well as the present governor and the state controller, have repeatedly recommended the deposit of state funds in banks under conditions which would practically eliminate possibility of loss. A policy so evidently correct would doubtless have been adopted but for the restrictions of our state constitution, and it was to remove this difficulty that the constitutional amendment was by vote of the last legislature submitted to the people for ratification. The proposed amendment is intended to add a new section to Article XI of Consumption There is no specific for consumption. The state treasurer makes monthly reports, and from these it appears that the average monthly balance of state moneys alone, for the two fiscal years ending June 30, 1906, were: For the 56th fiscal year, $4,032791.59, and for the 57th fiscal year, $4,342.054.21. Think, for a moment, what it means to take $20,000,000 out of the channels of trade. Money is worth what it will earn, and if the average earnings of capital are put down at no more than five per cent, the withdrawal of the amount of capital mentioned means a direct loss to the people of California of $1,000,000 per year. It is impossible to estimate the indirect loss, but it is doubtless much greater. Depositing money under the severe restrictious prescribed in the constitutional amendment now proposed the state, counties and municipalities cannot expect to receive a high rate of interest, but they are sure to receive at least two per cent on $20,000,000 would mean $400,000.
