Why Southern California Grows And has Grown It is much to be regretted that the laws of the United States do not provide for the taking of a census every five years. Under the apportionment of the official enumeration of 1900 the county of Los Angeles received an allotment of one member of the house of representatives. By indisputable statistics, based among other things, on a carefully compiled school census of Los Angeles city, which footed up 238,000, from school figures obtained in a score of minor school enumerations in other great school centers, like Pasadena, Long Beach and other progressive communities in this county—which have not only not been exaggerated but are understated, Los Angeles county alone has population enough not only for two members of congress, but for a large fraction of a third. Thus two-thirds of our population is today suffering from that taxation without representation which was the cause of our separation from Great Britain. This growth has been substantially noted all over the country grouped south of Point Concepcion, and known as Southern California. By the time the census of 1910 is completed, and the apportionment is made under it, Los Angeles, in all probability, will have four or five members of the house instead of one, as at present, and will meanwhile suffer a deprivation in representation which no rightly adjusted system of republican government would have rendered possible. The whole of Southern California has suffered a similar grievance, though not quite in so large a measure. No miracle of civilized development has ever been recorded such as that which has signalized Southern Califor- Los Angeles, in all probability, will have four or five members of the house instead of one, as at present, and will meanwhile suffer a deprivation in representation which no rightly adjusted system of republican government would have rendered possible. The whole of Southern California has suffered a similar grievance, though not quite in so large a measure. No miracle of civilized development has ever been recorded such as that which has signalized Southern California during the past quarter of a century, for it must be borne in mind that from Point Concepcion down to Tia Juana, on the Mexican line, a region of magical homes, many of them capped by downright palaces, has been created, many of them surrounded by plantations of the citrus and other exotic and exquisite fruits, which the gardens of Nice and Mentone cannot rival. When it can be truly said of this unrivaled region that its principal city, the metropolis of the southwest, Los Angeles, had only ten thousand population by the United States census in 1880, fifty thousand and a fraction in 1890, and one hundred and two thousand in 1900, and that this grand total had risen to the prodigious figure of two hundred and thirty-eight thousand by the school census of the spring of 1906, this city takes a rank in growth absolutely exceptional in the annals of mankind. This was an advance of the dilettante civilization of the day. There was in it nothing of the crude and callow settlement which has characterized the progress of many other rapidly growing communities. The question naturally arises, What lies behind this unprecedented growth of Southern California? It might perhaps be just as well to ask why these tremendous advances were not accomplished at an earlier day, and a few words on that head may come in place and be instructive to those who have never given the matter any consideration. The great growth of Southern California was postponed for years by the war and by the genius of four men—the Big Four—Stanford, Huntington, Crocker and Hopkins. Had it not been for the war, Southern California would have had the first transcontinental railroad, with all that that involves. Next came the second and fourth and last, the South Los Angeles and Salt Lake. This latter, commonly called transcontinental railway, is fourth. Reposing in the war department today may be found a masterly report by Mr. Jefferson Davis, President Pierce's secretary of war, recommending the building of a transcontinental railway on or near the thirty-second parallel. This road was bound to come, and when it came, Los Angeles and Southern California took their rightful position in the grand continental development, and the geographical, railway and commercial significance of the south-western corner of the United States became patent to all men. Mr. Henry E. Huntington, on his return home from New York, the other day, said that Southern California was destined to be the playground of the world. This was a true and striking expression. The late John W. Mackay, the Bonanza King, said he had been all over the world a half a dozen times, and that Pasadena was the prettiest place on the footstool. And so on one might go over the whole Southern California coast, lighting on little cities which would be gems in Italy, Spain or the south of France, some of them incomparably better than the best that could be found in those regions. What, then, are the attractions which have acted as the magnet to draw such multitudes of the most intelligent and cultured people of the world to Southern California? Undoubtedly climate is the first of transcontinental systems, the western Pacific company has given coast road to San Francisco Santa Fe has a branch to city. San Francisco Advances The advance made by San Francisco during the month of August has been phenomenal in many ways, but in none more so than in building. Construction has been surprising, and its wonderful progress has been shared by commerce, as evidenced by bank clearings. According to the best estimates available the population of San Francisco is now 200,000. A considerable increase may be looked for in September, as many dwelling houses are being erected which will be ready for occupancy then. Travel on transcontinental roads continues to be above normal for west-bound and normal for eastbound. Reports from eastern points indicate that colonist rates will bring many thousand people to the coast. During the closing week of August the record of import duties for the port of San Francisco was broken, and a quarter of a million dollars was received in one day. The estimated receipts for the month are $1,500,000, being the largest in the history of the port. The labor supply shows some improvement, but there is still a demand in building trades and for ordinary laborers in the city, while in the state there is a great demand for farm laborers of all classes. Many thousand people could find employment at high wages at once in California. Reports from Santa Rosa indicate rapid progress toward rehabilitation. All the debris was removed within three weeks of the disaster and build- ing operations are well advanced. Reports from all interior cities show great gains in business in all lines over all previous years. Financial institu-tions report good businesses and plenty of funds. Los Angeles and San Diego report great prosperity in all lines. Art by the Ton. An American city once asked Mac-Monnies, the sculptor, to enter a design for army and navy groups for a soli-diers' and sailors' monument. He declined to compete. Then the commission was tendered to him outright. He submitted sketches of his idea for the groups. The committee in charge of the monument wrote him, asking, "How many tons of granite do you intend to use in the base?" His reply was: "If you are in the business of buying granite you may use as much as you want, one ton or 100,000 tons. I am an artist, and I never yet heard of art being bought by the pound." The question was dropped until the contract for the commission was drawn. When Mr. MacMonnies received it he discovered in it a clause providing that in case the bronzes were ever thrown down from their base, by any cause whatever, and any person or property should be injured, he and his heirs forever should be liable for the damage sustained. He returned the contract without comment, unsigned. When the committee wrote him, asking the reason, his brief reply was, "Your lawyers are too sharp."—World's Work. B.
