Mr. Kroeger writes announcing his position upon street paving, saying that while he believes in paving, sewers should be constructed first, and that adequate protection from a possible overflow of the river should be next up for consideration. While the latter question is one of importance to this community, yet it is hardly one for this city to solve alone. The county should give attention to the subject, and indeed the supervisors have recently considered it, without arriving at a satisfactory conclusion. In another column will be found a brief interview with Passenger Agent Moore of the Santa Fe system, who has just returned from a trip throughout the east. "Paved streets and green lawns," he says, "are what attract more attention to a town than any other thing."
We believe the time is ripe for paving. It will cost money, but will be worth every dollar of it many times over. A sewer system would cost several times the amount required for paving. Sewers will be a most expensive undertaking and we believe should be put off until absolutely needed. Certainly that time has not yet arrived, nor will it arrive in the next few years. However, when the proper time comes, let a sewer system be constructed. But at present, the thing most prominently before the people is street paving.

Mr. Fee said: "One of the most interesting problems to the people of the east is the labor situation. The cry of California and San Francisco for more labor has been heard in the east, but they are powerless to help. All over the country is a shortage of labor. There never has been such an amount of railroad construction on hand nor so much activity in the industries. The demand for labor is far greater than the supply. Laborers are being imported from Canada to work in western wheat fields."
A DEED of trust filed in San Diego this week places the properties owned by the Los Angeles and San Diego Beach railway to the Los Angeles Trust company as security for bonds in the amount of $760,000. This is said to mean the financing of the electric road between San Diego and Los Angeles. The bonds are issued for a period of 40 years and bear 5 per cent interest. The purposes of the bond issue as stated in the trust deed are to acquire, build, operate and maintain electric railway lines in San Diego, Orange and Los Angeles counties.

GEN. BARRILLIAS, former president of Guatemala, battle-scarred and with revolutionary plans to overthrow President Cabrera of Guatemala, is in San Francisco, in collapse, resting with friends. The Mexican government refused longer to harbor Barrillas's forces after they were driven across the border into Mexico some four weeks ago. Barrillas stopped at the Palace hotel in San Francisco, six months ago, while preparing for the rebellion against Cabrera, which has just collapsed. The body blow to Barrillas's rebellion was the peace agreement signed by Salvador, Nicaragua and Guatemala on board the United States warship Marblehead recently. Through his revolutionary attempts Barrillas has lost his fine coffee plantations and
much of his wealth during four years.
