STATE WILL BE HELPED
New Pure Food Measure That Is Effective January 1 Will Benefit California.
January 1st next the new National Pure Food law, passed by congress the day before adjournment, will go into effect. This legislation will be of peculiar importance to the Pacific Coast. Its bearing upon manufactured articles will be more marked here than in the East.
Contrary to the general supposition the law is not operative upon all food offered for sale in the United States. The constitution gives to each state the right to regulate its own local commerce and the nation can pass laws governing interstate commerce only. An article of food manufactured in the state of New York and sold in the state of New York is not amendable to the national food law. Neither is an article of food manufactured in California and sold in California amendable to any except the California food laws or the laws and regulations of the municipality where sold. Any article manufactured in one state and sold in another, comes under interstate commerce regulations and must conform to the new national law. All important articles are also affected. A large percentage of the manufactured articles sold on the Pacific Coast are manufactured either in the East or the Middle West. For this reason this coast will feel the effects of the law to a much greater extent than will the Eastern states.

The act provides for the purity and proper branding of all foods, drugs and confections. The use of artificial preservatives is prohibited except in a few stipulated articles such as catsup, and where these preservatives are used the quantity and character of the preservatives must show on the label. A food product is declared adulterated if it contains any filthy decomposed or putrid animal or vegetable substance; if any substance has been packed with it so as to reduce or lower or injuriously affect its strength or quantity; if any substance has been substituted for the article; if any valuable constituent of the articose has been abstracted; if it contains any added poisonous or any delerteious substance which may render such article injurious to health; if it is mixed, colored, powdered, coated or stained in a manner whereby damage or inferiority is concealed.
Foods or drugs which are specially prepared or are blends may be sold under a trade name and the formula not disclosed to the public by the manufacturer, provided the government chemist says such prepared food is free from injurious substances. A food is condemned if it be an imitation or offered for sale under the name of another article; if it be labeled or branded so as to mislead the purchaser or purpose to be a foreign product when not so.
An article is declared misbranded if the package or label shall contain any statement, design or device which shall be false or misleading in any particular. The label must in all instances show clearly the exact contents of the package except where the article is an authorized blend, is labeled as such and contains no deleterious substance.
No food or drug can be misbranded as to state, territory or country where produced. This will put an end to the practice of labeling Baltimore packed peaches as "Genuine California Peaches." It will also prevent labeling poor quality western corn as "Suc-

Every drug must conform to the United States pharmacopoeia. If it differs from this recognized standard the label must specify the difference. In patent medicines and drug preparation the exact percentage of all "habit forming drugs" must show in the label such as alcohol, opium, cocaine. This is a deathblow to all harmful patent medicines.
Manufacturers of blended whiskey fared better. There is nothing in the law which will have an important bearing on the liquor business.
The use of mineral substances, clays, paraffine, deleterious coloring matter and flavors as well as narcotics or alcoholic products is prohibited in confectionery. The prohibition of narcotics, opiates, etc., is directed against the cheap and harmful cough drops sold in candy stores.

Dreadnaught Not Feared
The publication of the "White book" in London, giving some information concerning the main features of the large English battleship Dreadnaught, has caused some discussion among naval officers at Washington, but the facts made public were already known by the officers of the navy who are interested in naval architecture.
There is no great enthusiasm among many of them in regard to the construction of a ship which will equal the Dreadnaught as a sea fighting machine. It is pointed out that the United States has now under construction two ships, the Michigan and South Carolina, which are equal to the Dreadnaught in broadside battle. These two ships can fire eight twelve-inch guns on either side, and that is all that can be done by the Dreadnaught.
The latter, however, could fire six twelve-inch guns dead ahead, whereas the Michigan and South Carolina could fire but four. It is pointed out, however, that very little fighting is done head on and that the effective fighting of a battleship is her broadside. Another difference between the latest types of the American and English battleships is that in broadside action all of the 12-inch guns of the American ships can be utilized while two of the twelve-inch guns of the English ship must be inactive.
The advantage of the English ship is greater speed, but she has a disadvantage in a larger target surface. Naval officers generally seem to think

Honey in Europe

In statistics the effect of climatic conditions is noteworthy, especially comparing Russia and Greece. Fire Wardens
As authorized by law (Statute 1905, 235), the state forester has appointed fire wardens in counties co-operating with the state for fire protection. He thus confers upon them the powers of peace officers to make arrests without warrant, for violations of any state or federal forest laws; to compel the assistance in putting out fires, of any able bodied citizen between the ages of 16 and 50 years, and to grant, or refuse burning permits, without which it is unlawful to burn brush, etc., during the dry season. Any person having evidence against violators of the fire laws will render an important public service by placing it in the hands of the nearest fire warden or lodging it with the state forester. Applications for permits to burn brush, stumps, logs, fallen timber, fallows. grass or forest-covered land, should be made to the nearest fire warden.

In its fine building the library of congress should be safe against destruction for many centuries. Fire has cost the world many of its greatest collections. It ruined the ancient Alexandrian library of the Ptolemies when the Christians sacked the temple of Serapis in the year 275. It cost the world thousands of ancient manuscripts that were stored in Constantinople when the Crusaders captured the city. Twice the library of congress has suffered by fire—first at the destruction of the capitol by the British in 1814 and again in 1851. In its pres-

The supervisors of Los Angeles, San Bernardino, Santa Barbara, Santa Cruz and San Diego counties have appropriated sums ranging from $500 to $100 for fire protection, and have increased the salary of the game warden and made him chief fire warrior, with emergency fire wardens, who paid for service actually rendered, have depended entirely on the latter.
The state forester invites proposals from county governments, corporations and individuals for co-operation over these laws.

It is a monument to American thought and learning, which must grow in value and significance with each year.
