TALKING TO ONESELF.
Soliloquies Are Rare Because We Fear They Mean Madness.
Talking to oneself has this obvious advantage over any other form of oratory or gossip: One is assured of a sympathetic audience. But it has also this peculiar drawback: It is supposed to be one of the early symptoms of insanity. Wrongly so perhaps. A mad doctor might rule the habit out of his diagnosis. Nevertheless the popular belief is firmly rooted, and it is for fear of this belief doubtless that we talk to ourselves even as we dress our hair with straws so rarely.
It may be said that we never do address ourselves at any length except in the delirium of a fever. In moments of ordinary excitement of course we utter to the wind some sort of appropriate ejaculation. Delight wrings from us a cry of "Hurrah!" or "Thank heaven!" even though there be none by to echo us. Similarly in any disgust we emit one of those sounds whose rather poor equivalents in print are "Ugh!" and "Faugh!" and "Tut!" Much further than this we do not go. "Why what an ass am I!" cries Hamlet in one of his soliloquies. Omitting the first word and transposing the last two, the ordinary modern man does often soliloquize to that extent. But he could no more soliloquize to Hamlet's extent than he could speak in decasyllabies.
Nor is there any reason to suppose that that class of the community with which, contemptuous of his own fluency, Hamlet compared himself is or ever was more prone to soliloquize than any other. In the matter of soliloquies we cannot accept Hamlet as an unbiased authority. We merely find in him the possible origin of the belief that talking to oneself is a bad sign--Saturday Review.

When private affairs or other matters make it impossible for our lawmakers to attend to their duties in house or senate a "pair" is made out with a member of the opposition and filed with the clerk. This acts to preserve the balance of the majority, since one vote from each side is taken away. The matter is entirely one of personal arrangement, and the clerk's only duty is to record the fact.
In parliament there is an official to prepare these pairs and to act as "whip" for his party, the place carrying with it a salary of $10,000 as parronage secretary.
The parliamentary whip is something more than an arranger of pairs, however, for his chief duty lies in seeing that all members of his party are present when there is likely to be a need of their vote, and for this purpose he sends out through his assistants notices in which the importance of the events to come is shown by the number of the underscored lines used.
A one line whip, wherein the subject of the debate and other information are underscored but once, is not regarded as being particularly pressing, but a two line whip commands attention, and a three line whip means that the recipient who absents himself is liable to find himself in disfavor with his party. Four lines are used only in announcing great events, and no one who receives the occasional five line whip would think of remaining away unless ill in bed.
In parliament pairing is a matter arranged by the whips of the opposing parties and not by those who seek to escape their duties. At times there are humorous mistakes made as each seeks to pair off some one who would in any event remain away. The most notable case was one wherein a man abed with a broken leg was paired with a member who had just died, each whip gloating over his cleverness until the facts came to light.
Gladstone's Speech For Irving.
Gladstone was a great admirer of Sir Henry Irving, and this admiration was shown one day in the house of commoners. Irving was under the gallery in the house when suddenly, without apparent reason, Gladstone leaped to his feet and delivered an impassioned speech, set off with all the expression and dramatic gesture for which he was so famous. The house seemed surprised. Members looked at one another and murmured, "What is the old man now up to?" They thought it was some deep political game. But a week or two later a friend of Irving's, encountering Mr. Gladstone, mentioned the actor's visit to the house, and Gladstone eagerly inquired: "What did he think of my speech? I made it for him."
Skinning a Sable
The method of skinning a sable is to draw the skin over the head without any incision in the body. The feet and tail are left as part of the fur. Every thirtieth of an inch is valuable, for the average length of the animal is only twelve inches and the tail about six inches. In the reign of Henry VIII, the use of sable was forbidden to any below a viscount. A coat lined with sables is often worth from £300 to £400. A set of sable tails can hardly be sold for less than £50. — London Standard.

Smith, the administrator of the estate of Louis Berella, deceased, having filed his petition herein, duly verified, praying for an order of sale of the real estate and water stock of the said decedent, for the purposes therein set forth, it is therefore ordered by said court that all persons interested in the estate of said deceased appear before the said Superior Court on Friday, August 31st, 1906, at ten o'clock in the forenoon of said day, at the courtroom of said Superior Court, in the court house of said county of Orange, in the city of Santa Ana, to show cause why an order should not be granted to said administrator to sell so much of the real estate, and the water stock.
