To public improvement committee. Bond of Recorder Howard, in $500, with W. H. Spake and E. W. McColum suretles. Approved and filed. Trustee Stock brought up the matter of the water pipe recently laid to the brewery, and suggested that the city be reimbursed for expense of installing the same; also for the meter, which, Clerk Merritt observed, cost $50. To the marshal for investigation and report. Trustee Stock inquired as to the status of selling beer at picnics at the Columbia garden, saying that inasmuch as no license for such sale of liquor could be issued, the practice be investigated, with a view to enforcing the provisions of the ordinance in such cases made and provided. Trustee Fiscus expressed similar sentiments, saying that while the brewery could sell beer at wholesale to its patrons, the latter had no right under the ordinance to retail it at the gardens, which were out of the liquor limits. In short beer could not be retailed without a license, and this, he understood, had not been granted the picnic promoters. The matter went over to the next meeting, when the full board will consider the subject in all its dips, spars and angles. Letter from Hoffingworth PORTLAND, May 16, 1906. We quote the concluding paragraph, as follows: "If Mr. Head had announced before his election that he would require the people to bring him evidence of lawbreaking before he would begin the enforcement of law, he would never have reached the position he now holds. And having made public his position upon this question he may arrange to bid adieu to the office of district attorney, for the people of Orange county have too much self respect, too clear an ununderstanding of their rights, too vivid a realization of their dignity as American citizens to continue in public office one who will require of the people the services he is himself elected to perform." This is virile, vigorous English, and ought to bring forth many responses from the Amen corner.
