That Anaheim will have electric-railway communication with the outside world in the near future is not to be doubted, but that the line will come on the route recently petitioned for in this city, Fullerton and Buena Park is not so certain. Mr. Pillsbury stated to the committee which called upon him last week that the route indicated had not previously suggested itself to the company. Yet if the route suggested be not followed, nevertheless the visit of the committee must inevitably result in directing Mr. Huntington's attention to the fact that our people mean business and are determined to leave no stone unturned to secure electric-railway connection with his system of trolly lines. The committee was very courteously received, and on receipt of word indicating the action of the railway board of directors plans for future action will be immediately taken up for concerted action all along the line. Undoubtedly the true route for an electric railway line entering Orange county from the north is by way of Whittier and La Habra. Two years ago, when Mr. Huntington was engaged in the work of building his line from Los Angeles to Whittier, Anaheim felt it would soon be joined by trolly to the inter-urban system. In a word the railway line was help up by as short-sighted and foolish a policy as ever militated against the interests of a rich and promising locality. Nothing further was done, and the La Habra line, as well as that entering northern Orange county, has been as completely forgotten as if it had pitched off the pier into the river of Lethe. And our notion of it is that the matter will be permitted to remain in blissful ignoring by the company until such time as a gleam of reawakening intelligence shall come to the La Habra folk. Ne ASHER SECRETARY BONAPARTE has ordered that the annual reports of navy bureau chiefs which have not yet been made public shall be withheld until he has had an opportunity to read them and possibly until the appearance of his own report. This order is the result of the publicity attending the remarks and recommendations of Rear Admiral C. W. Rae, engineer-in-chief of the navy, on the subject of naval personnel. The bureau chief went pretty thoroughly into the question of the need of navy engineers, and in the course of his comments remarked that the navy was not in position to win battles, owing to the lack of trained engineers and the failure of the navy department to provide engineer officers for ships of war. This assertion has attracted much attention, especially abroad, and is considered to have been an injudicious statement to make, admitting it to be true. There is no subject which is approached more gingerly on every hand by those in authority than anything which has to do with the naval personnel, and in that general subject a comment upon naval year, and an organization that can raise $1,000,000 by personal assessment on its members.
