Pardee's visit to Riverside, with the members of the commission selected by the legislature to choose a site for a pathological laboratory and experiment station, the San Bernardino Sun printed the following editorial, fiercely denouncing Riverside's claims. The matter was called to the immediate attention of the governor: “If Governor Pardee should happen to think it important enough to investigate the Riverside water supply, wouldn’t he be slightly jarred to find that about all of it is drawn from this valley, with title to some part of it slightly up in the air until the courts get through with it? And then what will he think, when he compares this with the statement made by the president of the board of managers of the state’s hospital at Patton, that they don’t want the new state experiment station at Patton, because they have no water with which to supply it. “Elsewhere in the Sun this morning will be found a report of the meeting held by the Colton Board of Trustees which adopted ‘SAYS PATTON CAN’T EXPERIMENT STATE “Gets Colton to Indorse the tion of Riverside “Was the Hub’s Board ‘Worked?’ Hospital from Down the Valley Smooth Game—No Water, but Plenty Taken Valley to Riverside.” Following this somewhat caption is the report of the meeting, as furnished by correspondent. It is as follows: “Patton does not want cultural station. In the first we have not the water that will be needed for the stage in the second place, if we water we would use what vated land there is to give oranges and secure revenue to the institution way. “Thus spoke Presidio Clarke of the board of man the Southern California State Hospital for the Insane at Patton dressing the chamber of here this evening in pr resolution which he wishes organization to adopt Riverside’s claim to the station, which the state p create somewhere in South formia. “In explaining further tion to locating the prop tion at Patton, Presidio stated that the matter been referred to the autho of Salt Meats N & KLEMENT Market Prop. and Salted Sausage, Lard Telephone Main 5 KET Block Instantly on Hand Sausage Prop. he compares this with the statement made by the president of the board of managers of the state's hospital at Patton, that they don't want the new state experiment station at Patton, because they have no water with which to supply it. "Elsewhere in the Sun this morning will be found a report of the meeting held by the Colton Board of Trade last night, which adopted resolutions favoring the location of the state's new experiment station at Riverside, after the board had been told that the state does not want the station and the $30,000 appropriated for its establishment, at Patton, because they have no water supply there sufficient to care for it. "It was late when that report came into the office, so late that the conditions at Patton could not be investigated, but the incongruity of the situation will certainly appeal powerfully to every man who knows anything about the water situation in Southern California, while some people may, question the fine distinction that might be drawn in the case. "The state is about to expend $30,000 in a new experiment station, for the benefit of the fruit growers. The bill which makes this possible specified that it might be located on land now owned by the state at Patton, or it may be taken elsewhere, as the commission determines. The president of the board of managers of the Patton institution hails from Riverside, which wants the station, and he is the authority for the declaration that Patton can't use it, because of a shortage of water. If the situation of affairs isn't enough to stir the curiosity of the average man as to the size of the Senegamian in the woodpile, he is beyond hope. "Highland has not made any very special effort to secure the station, it is true. Neither San Bernardino nor Redlands, each of which might resolution which he wishes organization to adopt Riverside's claim to the station, which the state ply create somewhere in South california. "Highland has not made any very special effort to secure the station, it is true. Neither San Bernardino nor Redlands, each of which might profit, has specially stirred themselves, G. A. Atwood of both places having done the boosting all alone, as the president of the board of trade of this city. Even the board of supervisors went on record as favoring Claremont, because nobody asked them to do otherwise. But the nerve of the people down the valley, who would dry up and blow away but for the water they are drawing out of this artesian basin, is entitled to consideration. "And just as a farther suggestion, it might not be useless for the board of trade and the water commission to offer the governor and his party all the land and all the water they need for such an establishment, when they come over from River-side this morning, just to let them know we have water here, even though we do spare enough to enable the Riverside folks to make a similar tender." * * * * The Colton correspondence in the Sun of this date has the following big scare head: PATTON CAN'T USE THE EXPERIMENT STATION Colton to Indorse the Ambition of Riverside. The Hub's Board of Trade asked? Hospital Director Down the Valley Plays a Role Game—No Water at Pat-but Plenty Taken from this Way to Riverside." Drawing this somewhat startling is the report of the Colton as furnished by the Sun'sendent. It is as follows: Don does not want the agri-station. They, more-over, doubted the feasibility of attempting to conduct an experiment farm and an insane asylum together. "The San Bernardino people sug-gested the use of the land in the valley on which the hospital pumping plant is located as a possible explaining further the opposition to adopt endorsing Mr. Patton, President Clarke that the matter had never referred to the authorities of hospital by those who were to enlist the interests of the war in the matter, but that as movement had come to the attention of the board of managers in the newspapers, the board formally discussed it, and all that such a step was not under the circumstances." Riverside Press, edited by E. Luke, one of the boomers of the district to locate the pathological and experimental station locality, as well as the Patton asylum referendum on the Sun, replied as follows: day evening, after the committee had returned north: brief statement of the attitude managers of the state housing the experiment station seem to be fitting in with the statements made in the article. The next meeting of the board the bill was signed, the matter fully discussed and it was the obvious opinion of the members board that it would not be best interests of the institute have any of the lands used experiment station. The or-water right for the state's dry there was under the Bear system. As is well known system suffered severely during recent dry years and it was necessary for the state to use land in the valley below install a pumping plant there to secure a reserve supply over. The water from this however, is necessarily very important institution is growing rapidly and is likely in the future to need more land, rather than less. They, moreover, doubted the feasibility of attempting to conduct an experiment farm and an insane asylum together. "The San Bernardino people suggested the use of the land in the valley on which the hospital pumping plant is located as a possible site for the experiment station, but this property is alfalfa land and is located too low to be counted as a part of the foothill orange belt. While it might be entirely suitable for experimental work in many other lines, it would be of very doubtful value as a site for a station which would be largely devoted to the study of the problems of orange and lemon growing. "No representative of the San Bernardino board of trade ever appeared at the hospital to inquire whether lands were available or consult the board of managers or any other hospital officials regarding the matter; and we were naturally somewhat surprised when Mr. Atwood, president of the San Bernardino board of trade, appeared at the Los Angeles meeting and urged the claims of the hospital lands at Patton as a suitable location for the experiment station. "In view of the situation, as outlined above, the writer, who is a member of the board of managers of the state hospital, felt that there was no impropriety in his taking part in the effort to secure the station for Riverside. In discussing the matter, both at Redlands and Colton, he was asked regarding the availability of lands at Patton and stated the situation fairly and frankly. No attempt was made to 'work' anybody or to misrepresent the facts in the slightest degree. "The action of the Redlands board of trade, the Colton Fruit Exchange was not taken on any misunderstanding of the real situation but simply in friendly recog- there was under the Bear system. As is well known this system suffered severely during recent dry years and it was necessary for the state to lease land in the valley below install a pumping plant there to secure a reserve supply water. The water from this however, is necessarily very rare and is used only as an ancillary supply, when the Bear flow runs low. A plenty of water been available small amount of vacant land on the hospital grounds would be long since planted to trees. The bearing grove on the property is a very valuable to the state and last year's brought nearly $4,000. This available for permanent immeasures and saved to the state at sum of money. The feel the managers was that, look the future it would be desirous improve all the land avail- order to secure revenue from that furthermore it was a great benefit to the patients have as much and under cultivation as possible. "The action of the Redlands board of trade, the Colton Fruit Exchange was not taken on any misunderstanding of the real situation, but simply in friendly recognition of the suitability of River-side as a location for this institution and its just claims for recognition. "The Sun seeks to convey the impression that Riverside has no water except what is allowed to flow down in our canals through the generosity of the people of San Bernardino. All that we care to say in answer to that sort of talk is that the water rights of Riverside have been developed by enterprise, which has few parallels in the history of the state, and that our lands have been abundantly watered in all the years since the first settlement was made here. We would appear to be in no immediate prospect either of "drying up," or "blowing away;" and we do not believe that there is any general desire in San Bernardino county that we should nor any expectation that we will. As to the closing suggestion in the Sun's editorial it certainly is true that San Bernardino has had just as good an opportunity to offer
