While business men in the heart of town are practically unanimous in supporting the projected municipal improvements, it is the residents of the outlying sections who have a greater interest in them. People in town are already supplied with water and light, and even if the proposed extension of these utilities be defeated, they will be able to get along moderately well for a time at least. It is those in the outlying sections, who have been asking for lighting and water service and have been unable to get this service, who are the ones vitally interested in this matter. People in town are willing to assume their just proportion of the indebtedness in order to afford a means for the expansion of the city. Their votes will be cast almost solidly in favor of extend-

The Los Angeles chamber of commerce has already appointed a committee on the consolidation of that county, and a meeting between the Orange county delegates and this body will probably be held in the near future. These matters will be given careful attention, to the end that no one be "gobbled up," as feared by the Norwalk Call. However, there is much to learn regarding this interesting situation, and it is for the purpose of acquiring adequate knowledge concerning it that these local committees have been named. Whether the area of Orange county shall be enlarged or not, is for the future to determine.

Here's an instance of the economy of municipal ownership. The city hall, erected in 1891 at a cost of $3,500, makes necessary tax payments of $210 per year. The city secured a substantial and serviceable building, at a low rate. If the building were to be rented from private owners, at least $50 per month would be charged. The hall houses the fire department, city jail, council room, and offices for the various municipal officials. The rental would amount to $600 per year, yet it now costs us $210 in interest payments, a saving of $390 per year. How much has this amounted to since the erection of the building? This service we would expand and improve, so that mains may be laid to the outlying parts of our rapidly growing city. Dollar gas and ten-cent electric light go hand in hand with this roseate state of things. If you favor progress and economy, you are for municipal ownership every time.
Voters should remember in casting their ballots at the election November 11th, that the municipal water works cannot be relied upon in case of fire to yield the water pressure depended upon in the past. Water in the city wells has steadily fallen, while extensions to the service have gone on uninterruptedly for the accommodation of new residences and business places. We have been particularly immune from fires for years, and have enjoyed superb water pressure at all times in case of need. The town has outgrown the capacity of the works, and voters should heartily support the measure designed to give them better service to consumers as well as municipal protection in the event of fire.

SANTA ANA is discussing the propriety of assessing and collecting taxes by the municipality, instead of having the work done by the county assessor and tax collector, as at present. The reason for desiring to change the system is said to be the fact that the city finds its valuations too low as fixed by the county assessor, and proposes a horizontal raise all along the line. Santa Ana's city tax rate is $2.25.
