Report of Inspector General From the adjutant general office at Sacramento we have received a copy of the report of Major Wilhelm, assistant inspector general, upon the organized militia of California. That report devoted to Company E reads as follows: The attendance at drills for the past year, as shown by the returns, is 84.85 per cent. The officers are: Captain, Herman Stern, merchant; First Lieutenant, John Kellenberger, engineer; Second Lieutenant, John Selinger, horticulturist. There are 49 enlisted men in the company, all of a good class, and the organization as a whole can be relied upon in any domestic emergency. The company could be assembled for duty in half a day, and for field service in twice the time. Property, stores, and equipments are well kept, and in good condition. The armory is located in a brick building—offices, and drill hall 60 by 80 feet, on the second floor; storerooms and locker-room on first floor. The organization is sufficiently armed, uniformed and equipped for active service in the field. Arms are kept in upright lockers, locked. Target practice is had once a month, also gallery practice. More instruction is needed in fire discipline, sighting and estimating distances. In addition to the thirteen days' camp service at Atascadero, two practice marches of one day each were had from the home station.
