The Santa Ana Realty Board has decided to inaugurate a series of excursions from Los Angeles to that city during the winter, and arrangements for special trains were discussed with local representatives. Business authorities abroad believe the ending of the Russo-Japanese war marks the beginning of one of the greatest commercial and industrial eras that Europe, and England in particular, has ever experienced. United States and British steel, iron and textile trades, traditional barometers of international conditions are in more buoyant condition than at any previous time in the past five years. These anticipations are cherished by practical men of affairs, who base their hopes on the belief that the treaty signed at Portsmouth has removed for an indefinite time the probability of any fresh danger to the world's peace. Under the direction of the treasury department an investigation is being made here of alleged fraudulent importations of olive oil. During the last week numerous cases are stated to have been found of importers alleged to be engaged in receiving an inferior grade of edible olive oil under the guise of machine oil. In some cases several hundred barrels of this olive oil were brought over at a time. These importers are said either to sell the oil to retailers, who mix it with cotton-seed oil and sell it as olive oil, or they mix it themselves and sell it. To disguise the olive oil the dishonest importers are stated to have had it shipped in rough, dirty barrels, and took no pains to rid it of its impurities or rancid qualities until it had passed the custom officials. As the pure olive oil is carefully filtered and put into nicely painted barrels, surrounded with straw, the deception had passed muster many times under hasty examination. Under the present rigid scrutiny of the official from Washington, the oil was found to be edible oil, and with proper treatment good enough for ordinary consumption. Such an evasion of the customs of law is punishable with the seizure of the merchandise involved, besides fines not exceeding $5,000 in each case and imprisonment of not more than two years. Cases are said to have been discovered where the oil was consigned to a bank without the name of the real consignee appearing. This will add somewhat to the difficulties of the government authorities in ferreting out the violators of the custom laws. They can, however, hold the banks in question responsible for such violations unless they give up the names of the perpetrators of the frauds.
