Question of Public Utilities by the People the Only Remedy. Enormous Profits of Corporations.
John R. Haynes of Los Angeles read a paper before the University Club of that city some ago upon "municipal owner-of public utilities." Dr. Haynes made the point:
Take the map of the world and your finger upon the most demi-country thereon, and I will, at posibility of logical refutation, show you the best governed, when point out the most public nation and I will show you the first governed. And then take by nation, and we will find happiness, enlightenment andarity among the people in precisely the same ratio as their power, influence and partition in government.
Democracy in its political institution gives the people the ability to initiate legislation, and acts of their representation to recall them from politic-ruption and inefficiency. In industrial manifestation we see coming large in the future with a wider and wider extension principle of public owner-

"You may have them, and more if you desire," was the immediate reply, for the Associated is working in harmony with the Standard Oil crowd.
To be forewarned is to be fore-armed. These men not only intend to use their influence with the board of public works, with the city council, and with the water commission, but they probably will endeavor to have passed by the next legislature a measure similar to that which the friends of municipal ownership throughout California induced Governor Pardee to veto last winter.
This iniquitous measure made it obligatory upon any California municipality which might desire to acquire its own lighting plant to purchase all similar privately owned plants which might be in existence in that municipality at that time. If this extraordinary measure should by any chance have become law, the people of the great city of Los Angeles, after expending more than $20,000,000 in developing 100,000 horse power by carrying the Owens river over the mountains, could not have use their own electrical power without purchasing the holdings of the Edison company, the Los Angeles Lighting company, the Pacific

y years ago, we are told, Berland was under the heels of rule: political turmoil, rioting, molly, aristocracy and oppres-sion that was the history of a large part of the Swiss until within a decade. Today the country is best and most peaceful in the world. What has wrought the city? Simply union and the ref-ism—union for strength, theodum for justice.
Though the referendum monopo-been overthrown and the railway have become public property; engraph, the telephone, the land and the express service, un-public ownership, have become just in existence.
Switzerland is able to set such ridid example, and if democ- spreading so rapidly through the world, can any sane man be that the people of these United States to bow the knee to Mam- and submit to an industrialism? A man can live, possibly well, without freedom of speech, of the press, of religion and without education, but it is no imagine him existing, if being he eats and everything else be controlled by Rockefeller & Co.
In the American people now the subjects of industriality few can deny. The corns rule us today almost as closely as the sultan commands Turkish subjects. And how do we it? First, politically, by union and bribery, and second, by holding the threat of our merchants if they dare put in opposition.
If this extraordinary measure should by any chance have become law, the people of the great city of Los Angeles, after expending more than $20,000,000 in developing 100,000 horse power by carrying the Owens river over the mountains, could not have use their own electrical power without purchasing the holdings of the Edison company, the Los Angeles Lighting company, the Pacific Electric company, the Lowe Gas company, and a dozen other companies which undoubtedly would spring up for the purpose of selling their old junk to the city.
This measure was drafted by the Edison company with the intention absolutely to prevent the municipalization of lighting in Los Angeles and every other city in California. I was heartily in favor and voted for the first installment of the water bonds, but I believe the city should use this money exactly as any privately owned corporation would do. The water commission should secure the best advice obtainable. Not only should the greatest amount of water be developed, but in bringing the water into Los Angeles the utmost electrical power should be brought into play. This power, just as well as the water, should first be used to supply the needs of the city for public and private lighting, and whatever is left over should be sold to outside parties for the highest price obtainable.
In the management of this vast undertaking the people of this city should be guided by the same caution that Mr. Huntington would use were it one of his great undertakings.
Before closing let me call your attention to the immense profit made by the telephone companies. The Metropolitan company of New York paid 474 per cent in six years. It is believed that the Sunset company in San Francisco paid for itself in three or four years. It is said by its opponents that municipal ownership will not succeed in the United States because the people are too dishonest. This I deny, for I believe they are as honest as any people on the earth. And when they awake to the full realization of the great importance of themselves owning those things locally pertaining to the commonweal, the will rise to the responsibility and show thomselves as they always heretofore have done, capable of leading in the vanguard of civilization.

N.FRANCISCO, Sept. 20.—John
J., after acting as representative
California in a conference with the
cultural authorities of Mexico,
just reported that he has discoverthat six and perhaps more states in
Mexico are harboring a foe of oranges,
in there is reason to dread if it
be permitted to enter CaliforHe reports that he found that
thousands of oranges and mangoes
have been destroyed within three
months by the Mexicans in an attempt

obtainable, it appears that the pest exists in the states of Guerrero, Morelos,
