What Kind?
Some critics of the President questioned his action in interfering, as they put it, in a war between two foreign powers. They saw in it signs of "an entangling alliance," that would seriously involve us in the future quarrels of the world. But he went on, regardless of these misgivings, and time and again prevented a rupture between the peace envoys, finally bringing them together in a settlement. The rival armies are cheering him in Manchuria, and the countries they represent are both racing for our commercial favor. It will be observed that this has been accomplished without any commercial concessions on our part. We give nothing and what we gain is all gain, without any discount inimical to our trade. Russia gets no enlargement of her access to our markets. But she opens her own to us, for a trade that will soon swell into the many millions. It is one of the most conspicuous victories of peace.
The act of Russia in placing retaliatory duties on our commerce was brought about by the Dingley tariff, which puts a countervailing duty on bounty paid beet sugar. Russia, like the other beet sugar countries of continental Europe, pays a bounty on the production of that sugar. The result is that beet sugar, stimulated by the bounty, is produced by nearly all of the bounty paying countries in a surplus for parties. Since she retaliated upon us her market has been supplied by Great Britain and Germany. They have the advantage of the great demand for machinery in the construction and equipment of the trans-Siberian road. The completion of that thoroughfare opens an immense agricultural country in Southern Siberia, and a great mining country in Northern Siberia. The colonization of these two sections of that great province from Central Russia has been interrupted by the war and will now be resumed. As it progresses the demand for farm and mining tools, implements and machinery will rise. From July to December the trains of refrigerator cars are going east-ward over the Sierras, grape-laden. During that time thousands of men and women find employment in picking and packing. The picking is usually done by men, and though it requires care in the selection of ripe, well-colored clusters and their handling without injury to the bloom, it is the least of the work. Hauled in picking trays to the farmers' packing sheds, the clusters are minutely searched by women and girls armed with scissors, and each bruised, under-sized, unripe, or otherwise defective berry is trimmed out. The bunches are then skillfully laid in the crates, covers nailed on, hauled to the cars, and started on their ten days' journey to eastern markets.
The leading table grape district is about half way between San Francisco and the Sierras, extending through the rich valley soils of Sacramento and San Joaquin counties.

To plant a vineyard, grafted on phylloxera-resistant roots, cultivate it, stake it, and care for it for four or five years until it comes into bearing costs from $100 to $125 an acre in addition. This is not inclusive of buildings and sheds. The annual care of a bearing vineyard, not including interest or taxes, or picking the crop, varies from $15 to $25 an acre. Where all conditions are favorable, and skill and conscience is put into the culture and packing, profits of $100 to $200 an acre are sometimes realized.
The shipments from California are increasing annually, and new acreages are being planted. With a very moderate increase in the per capita consumption of grapes there would seem to be room for a considerable expansion of the business. A half-pound per capita seems a ridiculously small allowance for any hungry fruit-loving American citizen.
