TAFT ADVICE TO FILIPINOS
How the Americans Regard the Philippines, and What the Latter Must Do to Attain Independence
Secretary of War Taft gave some wholesome advice to Filipinos in his address at Manila on the occasion of the banquet tendered him and his party by representative citizens of that place. Taft's speech had attracted great interest, as it was expected that he would outline the policy of the present administration. For some time past the feeling among the natives has been that the administration was deviating from the McKinley policy, and as a result there has been a noticeable disaffection among local politicians, with the insular government, and also much unrest. This attitude was met fearlessly by Secretary Taft, who upheld the administration's insular policy. When he finished his address he was loudly cheered.
He said, in part, in response to the toast, "The Present Administration in the Philippines": "On my part, if I do nothing else tonight, I should make clear the views of the administration upon the present and future of the islands. The American people are divided upon the question in all discussions. There are those who have the real imperialistic idea of extending the influence of America by purchase and conquest in the Orient, enlarging the power of the American govern-
United States of the burden of bringing the Philippines for the benefit of the United States. The second is anxious to rid the Philippine government of the United States; the ground that the Filipino make their own government; third party has twice been beaten national election on this issue.
"The second party has for its exponent President Roosevelt relieves that it is the duty of the States to prepare the Filipino self-government. This may re-generation, and probably long the form of self-government left to the individuals who will live in two nations at that time. It allows that the president, and his self desired me to say this to the pinos, feels charged with the proceeding on this policy and taining here the sovereignty of United States as an instrument of gradual education and elevation whole of the Filipino people to governing community."
Secretary Taft, in forceful language stated that the Filipinos who rule this country must first learn principles of democracy by their children to the common before they can invite the States to transfer the trust which been thrown upon them, to shoulders. To make a self-governing and popular democracy, primacy, habits of great industry thrift must always be kept, before the young, patriotic F.

"There is a second party, and this is much the largest, which regarded our taking over the islands from Spain after the war with the gravest reluctance, who would have been gratified in the extreme if the assumption of the burden could have been avoided. This subject has been under consideration by this party, and indeed by the whole American people, and the attitude of mind they now hold respecting the Philippines may be stated with some accuracy.
"They have come to the conclusion that however reluctant they were to accept the responsibility thrown upon them, it is their duty to assume the responsibility imposed upon them with patience and courage. They believe they have become the trustees and protectors of the whole Philippine people and must prepare that people to maintain the stable government now there.
"There is a third party which favors giving the islands immediate independence. This party may be divided into two classes, having different motives. The first class is anxious to rid the shoulders. To make a self-governing and popular democracy, primary education, habits of great industry thrift must always be kept, before the young, patriotic F.
