By no fault of the Secretary its scientific operations have been handicapped by the insufficient compensation given to experts. No branch of science is of greater benefit to the farmer than vegetable physiology and pathology. Men skilled in these, as soon as their work becomes known, are eagerly sought at large salaries by other Governments. The department has taught the farmer what plant food means, that he must first feed the plant before the plant will feed him. The department expert in that branch found that his services in private employment would command a vastly greater compensation than the department paid him.
There was some interlocking between his work in the department and his preparation for leaving it, but this affords no adequate ground for a scandal. The only scandal is in connection with the leak in the cotton crop reports. This is established by proofs. The statistical bureau is being reorganized, and its head has resigned. Upon his resignation the fact was divulged that his salary was $1400 per year! Here was a man in charge of a confidential matter of the first class, with the cotton crop reports able to affect the market one way or the other $30,000,000 in one day, getting a salary of about $3 a day.

The country is ready to support
the application of a different principle of compensation to the scientific and statistical work which is
peculiar to the Agricultural Depement, and has no analogue in any
other department of the Government. Secretary Wilson has the undiminished confidence of the country, and more. He has the gratitude
of the farmers of the United States,
who will support him in everything
necessary to increase the efficiency

We are now just in the middle of the

fix the present population of the state
by some method more accurate than boom guesses.

The school census of 1900, taken just before the federal census, gave us 361,-153 children of school age. This year the report shows 419,275. That is a gain of 58,122, or 16 per cent. In 1900 the population of the state was 1,485,-053. It is fair to presume that our gain in population has been just about the same as the gain in school children. A gain of 16 per cent would be 237,608. That would indicate a total population of 1,722,661 for California at the present time. If we continue to gain at the same ratio for the next five years, we should reach the 2,000,000 mark by the time the census of 1910 is taken.
A study of the gain or loss by counties in five years, as shown by the school census for 1900 and 1905 is of marked interest. The figures are as follows:

Our total gain however, is nearly as great as that of Sacramento, which in 1900 had two and a half times as large a population as Riverside.
The losses are mainly in the mining counties of the state and the wheat growing counties of the Sacramento valley. We are unable to offer any suggestion to account for the loss in Napa county, or in the coast counties of Monterey, San Luis Obispo and Ventura.
Figuring on the same percentage of increase in population as in school children for the past five years, the population of the Southern California counties would now be as follows:

Notice is hereby given to the qualified electors of Anaheim School District, county of Orange, State of California, that an election will be held on the 26th day of August, A D. 1905,
at which will be submitted the question of
voting a tax to furnish additional school facilities for the district (cement walks, sanitary water closets and necessary repairs on
buildings and grounds.)
It will be necessary to raise for this purpose
the sum of of $3000.
The polls will be open at the Central school house, from eight o'clock a.m. until sundown.
