A large assemblage of stockholders was present, and while not a sufficient number of shares were represented to constitute a quorum, a slight effort upon the part of those present to procure a quorum would undoubtedly have resulted in bringing about that condition of affairs. Why was this not done? Because of the apparent antipathy of irrigators on this side of the district, first, to pumping plants, and, second, to night irrigation. Northside irrigators have for years been provided with reservoir facilities, and thus do their irrigating in day time, avoiding the worries and inconveniences of night irrigation. Southside irrigators have not had this convenience in handling water, but have to respond to the zanjero's call at any hour of the day or night. The meeting resolved to provide a reservoir for the southside irrigators, and thus equalize the systems of irrigation on both sides of the district. While irrigators on the southside opposed pumping plants, they will probably forego much of their objection to them in the event of the construction of a reservoir suitable for their purposes. Advocates of pumping plants urge their construction on the ground that more water is absolutely demanded, and yet thousands of inches have been permitted to run to waste in the river this year, when if a reservoir had been built this vast flow would have been impounded and used by the irrigator. How can water be more easily "developed" than by the construction of the Yorba reservoir? Is not this plan of conserving flood waters cheaper than lifting water by means of pumps? Again, with the construction of this reservoir, 1100 acres of new land could be irrigated, and data on file at the water office shows this area could be very largely increased. But with even 1000 acres added to the company's domain, having a share of stock per acre, an amount exceeding $50,000 could be realized by the sale of new stock; enough to pay for the reservoir. Why does not the company go ahead on these lines? Let another election be called, and let provision be made for doing away with night water in this end of the district, and bonds for improvements will carry with a whoop. ANAHEIM has 2600 shares of stock in the water company, out of a total of 8000. This should entitle us to at least two members of the board of directors. At present the stockholders have one.
