The esteemed Press of Riverside publishes a series of interesting tabulated statements of the school census, which we quote from elsewhere in this issue, and which will repay persual. The Press, commenting upon these figures, places Anaheim at the head of those cities showing a loss in population as compared with last year. While upon the face of the returns this seems to be true, yet in justice to this city, which is increasing in population at a more rapid rate than ever before in its history, it should be explained that this apparent loss was caused by the formation of a new school district (Loara) out of the western portion of the Anaheim school district a week or two before the census was taken. This new district is credited with 116 school children, and, as on the face of the returns, the parent district is shown to have lost 16, the district in reality gained 100. Reckoning the total population by the Federal method (4 to every census child) this would indicate that this district added 400 people to its population during the past year. Moreover, 15 children have been denied admittance to the central school since Christmas, on account of lack of room. These figures, while showing a substantial growth, are yet somewhat inferior to the phenomenal increase attained by several other California cities during the year. Thus Long Beach leads off with an increase of 716 children, Pasadena 663, Santa Barbara 308, Santa Monica 243, San Bernardino 228, San Diego 166, Redlands 156, Whittier 131, Santa Ana 111. Long Beach is making a tremendous growth, which is due in great part to the excellent electric railway facilities of transportation, and the energies being shown all along the coast southerly from the point where the electric lines have penetrated. It is believed this double-track system will be operating through Anaheim before many weeks, and that the growth of this community will continue at a greater ratio than marked our progress during the past year. This section has the best irrigation facilities in Southern California, and this fact Dry seasons which have come, one upon another, Southern California for several years past, have left lasting beneficial effect upon the country surrounding this city on the east, south and west. Beyond confines of the water district, hundreds of pump plants have been installed, which, lifting water they do by the thousands of inches, absolutely defiance to the drought. We believe there no similar area in the United States where the planting plant occupies so unique a place in the development of its section. Thousands of acres of hilly untilled land, save here and there for hay; occasional grain crops, have been set to walnuts; other trees, magnificent berry plantations, rich patches and other crops. All berry and potato hereabout have made money the past year. An beneficial effect of the dry spell is the resultant reduction of thousands of acres of alkali land toward ocean, which a few years ago could not sprout any grass, which that this year contains the best hail grain crops. On much of this land water stood the surface the year round, but now the surface has fallen to 35 or 40 feet, alkali has disappeared these lands are being effectually reclaimed. Through the country west several miles will prove truth of this statement conclusively. It is said are 150 pumping plants within a radius of three of the city, and more are being installed constr No section of Southern California has made such stantial growth as in the pumping belt on sides of this city, and here indeed must the trysay he has at last entered the gates of Paradise.
There are two classes in this school district: oppose the issue of $10,000 school bonds. One objects to "mortgaging the district" to the extent single dollar; the other objects because the pro-issue is too small! When it is known that these siders are opposed to the erection of another house in town, because of their purpose to sever selfs from the district, it will be seen that citizen favor the erection of another schoolhouse must their efforts to the end that the bonds be not aged. The result of the former election, whan than half the district vote was polled, is no indicator of present judgment of the voters concerning matter. There seems to be a very healthy publication in favor of the erection of another school. But that there exists opposition to it, let no man instant doubt.
It would seem there are voters in this school district who are agreed as to the necessity for providing additional room for the city's expanding population, but their method of raising money therefor by direct taxation during a period of years is, as has been pointed out by Mr. Maxwell at each of the mass meetings called to consider the subject, contrary to the provisions of school law. Thus it was shown at Monday evening's meeting that direct taxation could be levied each year only for indebtedness incurred in that year. No portion of this money could be carried over into the succeeding year, for the reason that the school law provides that any moneys so carried over must be disbursed to the taxpayers. So taxes could not be levied for a schoolhouse in the proposed manner, covering a period of three, four or five years. Rental or purchase of the Del Campo building would, in our opinion, be out of the question. Certainly the school board is a unit against its purchase at any price. Additional school room must be provided for the army of school children growing up in the community. Vote bonds and build the schoolhouse. Cannot our people talk public improvements of any kind without having the Del Campo wraith trotted out by people seeking to make a commission out of its sale? And how much can this magnificent relic be bought for, anyhow? Some months ago, at the time of the recent effort to vote bonds for a school building, the structure was offered the school board for $7000, so we are informed. A week or two ago an agent of the bank owning the building informed us it could probably be bought for $5000. At one of the meetings at the schoolhouse the statement was made that the building could be purchased for $4000. What is the latest quotation on this piece of property? Not that the school board desire to purchase it, for it wouldn't have it at any price for school purposes, but which is the correct one—$7000, $5000, or $4000? And how much commission is offered by the bank for the sale of the building?

All family living on the east side has three children tending the Central school. The smallest one is the primary grade, the two others being in a grade. The former is dismissed at two, the other until four. The little one cannot go home alone; compelled to wait two hours for the others before ceeding home. The parents have notified their trustees that these conditions cannot be suffered; tinue and unless a change be made the children must be withdrawn from school. It is such condition those that have made the school trustees feel they impelled to move in the matter of providing accommodations for the school children. What vow a spark of manliness about him will say that such do not appeal to his tender sentiments, do not to fount of his love for the little ones? Vote them and build the schoolhouse.
Loara's school census shows the district to 112 pupils. This year the district has two teachers while the school always had three during its inception in the Anaheim school district. The school lays vides that one teacher be allowed to every seventh pits, or faction thereof over twenty. Thus Loara have to gain 48 pupils (making its total 160) he can reach, the number of teachers provided by the heim school district. If the new district desists to have the same number of teachers en its citizens will have to vote a special tax to pay penses of such additional teacher. We have but the best of feeling for Loara and her citizen those who engineered the severance of the territory [the] parent territory will kindly inform us how school children are going to be benefitted by them we should be glad to hear of it.
A gathering of Republicans from various sections Southern California will assemble in Los Angeles evening of Wednesday, July 6th, to celebrate the anniversary of the birth of the Republican party affair is to be signalized by a banquet of 1000 pts Hazard's pavilion, the caterer to be one of the City's foremost chefs. Only 1000 tickets will be and we are informed tickets are going fast. Our citizens who are desirous of attending may act status of affairs by phoning Matt Flint of Los Angeles or Postmaster Shaw of Santa Ana, both owe spoken for seats at the banquet board. The sion will be made memorable in the annals of this state, and the probabilities are that quite a lot of Orange county people will attend and take a part in festivities.

This may be considered of minor importance by some, but facts are facts, and might just as well be adhered to in this initial stage of the controversy. The fallacy of the other proposition advanced by our contemporary, that money for erecting a new primary school be raised by direct taxation covering a period of several years, and is referred to elsewhere in this issue. The law provides, in brief, that if money be raised by such process in any one year it must be used in that particular year, and not be carried over. If, however, a portion of this money be carried over into the following year, and another direct tax be imposed, such moneys accruing from the first year's taxes must be disbursed to the taxpayers. Question: How long would it take the district to raise $10,000 by this process, say $3,000 was raised by direct taxation each year, and the amount remaining in the treasury at the end of each year returned to taxpayers? The one answering this correctly will be awarded a valuable prize. So far as making a purchase of the Del Campo property is concerned, we doubt if it be approved by any one familiar with the subject. Certainly the school trustees are opposed to this course. They point out that the building is wholly unsuited for school purposes, and its rental or purchase is entirely out of the question. To sum up: The district needs another schoolhouse. We have turned children away from school this year. Our census population gives us eleven or twelve teachers next term, and we have room for only eight. Where a e we going to put them? Shall we suffer all these conditions to further exist? Shall we incur the derision of the state by refusing to provide accommodations for our school children? Or shall we act like reasonable people, vote bonds and build the schoolhouse?
Any voter in the school district has a perfect right to oppose bonds for any purpose, be their intent the most reasonable. But no one has the right to bring forth arguments that are not founded on fact. To do so argues other motives than those advanced. Vote for the bonds and build the schoolhouse.
In another column this morning will be published an interview with one of our heaviest traitors and leading citizens relative to the school bond. He adopts the policy advised by the school and favors an issue of $10,000. Regarding the ment on the part of some, that a larger bond issue be voted, his position is that, at the end of four years, if accommodations are insufficient for our children, let a bond issue of $25,000, or even less considered for the erection of a larger and more stringent structure. The position of this citizen seems wise and entitled to consideration on the part of favoring a bond issue larger than that asked for school trustees.
Santa Ana has adopted an ordinance prohibiting the hitching of horses on paved streets. The substitution of the blind pig of commerce for license has not had the effect of ridding the city of the nest of tinhorn sports making their headquarters and men competent to payment aver the change has not been beneficial business interests of the municipality. Now wise men of the town have ordained that people in the country may not hitch their horses along paved streets, they might go a step further and to them they may as well keep out of the town altogether.
"We are shipping straws to Los," said a grower in town this week. He referred to his moment of strawberries to Los Angeles. Heavenly is this butchery of the English language com We hear of "logans" for loganberries, and are prepared to hear "blacks" for blackberries or "for raspberries, or any other lingual mon- "Straws to Los!" The Board of Trustees of the City of Anaheim do hereby resolve and declare that the public interest and convenience require, and that it is the intention of the Board of Trustees of the City of Anaheim to order the following work be done toowit:

That a cement sidewalk five feet in width and a cement curb be constructed along the east side and along the west side of Hedwig street in said city, from the north line of Center street to the south curb line of Sycamore street. Said work to be done in accordance with the plans, profiles and cross sections No. 2 on file in the office of the City Clerk of said city, and in accordance with the specifications embraced in Ordinance No. 162 of said city.
2. That a cement sidewalk five feet in width and a cement curb be constructed along the east side and along the west side of Emily street in said city, from the north line of Center street to the south curb line of Sycamore street (except that no curb be constructed along the east side of said Emily street from the south line of Adele street to point 162 feet south thereof). Said work to be done in accordance with the plans, profiles and cross sections No. 3 on file in the office of the City Clerk of said city, and in accordance with the specifications embraced in Ordinance No. 162 of said city.
3. The Superintendent of Streets of said city is hereby directed to post notices of the passage of this resolution in the form required by law and to cause a miniature indictment to be published by one insertion in said newspaper in the manner required by law.
