WATER CONTROVERSY GOES MERRILY ON Mr. Bradford Offers a Few Remarks Dealing With the Subject, and Mr. Sherwood Gives His Views. BY A. S. BRADFORD. EDITOR GAETT: Sherwood at last gives out the real reason of his opposition to the proposed merger of interests of the two companies. Let the engineers do it. In a recent article under the heading "Is There an Agreement" we at last see revealed the great and only true reason why Sherwood opposes the proposed merger. He there gives as his leading reason the manner in which the deal is being consummated. He says: "Let the two boards meet and agree upon the outline of a general plan. Then let the engineers of the two companies work out the details and present preliminary plans and estimates in a report which will furnish the basis for further negotiations which can then be conducted in an intelligent manner, etc. In case the engineers cannot agree, a third disinterested competent engineer can be called in by unanimous consent to decide what is fair and just." Well! well! and is that your plan, Mr. Sherwood? Have you forgotten that the first part of that very plan has already been tried. Have you forgotten the joint meeting in the spring in 1902 in which you held forth and harangued in your well-known style and the representatives of the S. A. V. I. Co. argued their case, and the longer the confab lasted the worse matters became tangled and the further we were removed from a settlement? Are you not yet aware that you have made yourself personally so disagreeable to members of the S. A. V. I. Co. board that they want nothing to do with you? Do you think that by writing the following ridiculous drivel you have the better paved the way for arriving at a business agreement with the S. A. V. I. Co.: "If the Santa Ana people want to do business with us they had better Mr. Bradford's remarks in your last issue make it plain that he is wasting his time raising oranges and running water companies. His amazing feats with figures should get him a position as boss calculator for some "get rich quick" concern. For instance he figures that by building to Scully's Point we will save 288 inches of water, one-half of which, or 134 inches, will be ours. Also that we will save the 250 inches now supposed to be lost between the division gate and the headgate, making a total of 384 inches, or 400 inches even money, apparently forgetting that Armor will claim half of the 250 inches, if not the whole of it. This trifling error reduces the profits to 275 inches, which is a "good thing" if it can be relied on, and can be obtained at a reasonable cost. I have pointed out time and time again, that there is to be nothing in the proposed contract about any extension to Scully's Point, or any other point; and that the only question is; Is it advantageous for us to sell a half interest in our right of way for $9100? If Mr. Bradford et al. will incorporate the Scully Point proposition in the contract (and there are signs that they intend doing so, probably to accommodate me) it will put a different face on the situation, and everything may be more or less lovely. So let us look up the matter a little and return to Mr. Bradford's calculations. Mr. B. states that the 1½ miles cemented last spring cost $17,560. Also that our share of the joint canal from Scully's Point to the proposed division gate would cost for our share $22,500. If 1½ miles cost $17,560, then the 3 miles of the joint canal to our headgate would reasonably be expected to cost us twice that, or $35,120, on the basis that the joint canal including extras would cost only twice as much as the single." the representatives of the S. A. V. I. Co. argued their case, and the longer the confab lasted the worse matters became tangled and the further we were removed from a settlement? Are you not yet aware that you have made your self personally so disagreeable to members of the S. A. V. I. Co. board that they want nothing to do with you? Do you think that by writing the following ridiculous drivel you have the better paved the way for arriving at a business agreement with the S. A. V. I. Co. "If the Santa Ana people want to do business with us they had better look up Armor somewhere with complete editions of the warks of Thucydides, Shakespeare, Plato, Billy Bryan, Beelzebub, Jonah, and his other favorite back numbers, and send over a representative man who can listen to reason and not want to be the whole show himself. Life is short." "I remarked to a friend the other day that Armor must be double-gagged, have his hands tied behind him and be loaded down with a ton of pig-iron to keep him out of the game." I ask again, does such talk as the foregoing smooth the way or make it the more possible for Sherwood to come to an understanding with the S. A. V. I. Co. Can a man conduct a store or business of any kind successfully and at the same time be insulting and grossly rude towards those with whom he would deal? No! No! Mr. Sherwood, the only hope of successfully doing business with the S. A. V. I. Co. is by keeping you in the background. Your mean insinuations and general conduct and character have made you obnoxious to them and they want none of you. But let me say that while it would be utterly impossible to arrive at an understanding by the method you desire, nevertheless that very work has been accomplished by the regular method of transaction of joint business, namely, by the joint litigation committee; and ere long their report will doubtless be submitted to our board in the form of a proposed agreement. Now, returning to the second part of your plan, which places the whole thing in the hands of the engineers of the two companies. Wouldn't that indeed be just what you are working for, to have in your own hands the whole power to mould, shape and control the matter so far as the A. U. W. Co. is concerned? And then it would naturally follow that you would have much to do in the execution of the proposed work. If it would then be bungled as badly as the tunnels recently constructed, and of which you were the engineer in charge, there would indeed be a pretty mess made of it and it would cost us rather dear. When this new work is done it must be under the best of supervision and those constructing it must hew to the line, or I will never give my consent. I am decidedly and positively in favor of consummating this deal on as favorable terms as possible, and then, after the further investigations, I want to see the work performed as soon as possible, so that our archds and crops Mr. B. states that the 1½ miles cemented last spring cost $17,560. Also that our share of the joint canal from Scully's Point to the proposed division gate would cost for our share $22,500. If 1½ miles cost $17,560, then the 3 miles of the joint canal to our headgate would reasonably be expected to cost us twice that, or $35,120, on the basis that the joint canal including extras would cost only twice as much as the single. This bill would knock the wind out of Mr. B's $22,500 and leave the Scully Point extension still unprovided for. I respectfully recommend that Mr. B revise his calculations, and guess again. The chief objection to entering into an agreement with the S. A. V. I. Co. for the extension to Scully's Point is the fact that no plans or estimates have been made for the work, so far as I know. The cost would of course depend on the plans. If it is the intention to merely take out the surface flow, the work need not be unduly expensive. If it is the intention to make the grade low enough to tap the subsurface flow, and build a submerged dam or drainage galleries, the work will be very expensive, and its success problematical. It will do no harm to know what is to be done before we jump in. Mr. Bradford and his co-workers have had this matter on their minds for four years; and it would seem that they ought to be ready to get busy. Mr. B. wrongs me graviously in stating that I am opposed to the work. I assure him that after the plans are approved, I will second any motion he may make to buy Irvine's rights, and push the "good thing" along, just the same as I was willing to do last year, when those "assurances" made Armor balk. But let us return to Mr. B's calculations. He states that probably 50 inches was saved by cementing the 1½ miles. Then it follows that, by cementing the 16 miles, 500 inches would be saved, which is about the amount experience and Mr. Eaton calculate is lost in the canal. As the interest on the investment would be nearly paid by the saving in cleaning, the 500 inches would be mostly clear gain. So it would appear that there are "good things" this side of Scully's Point. The cementing of the main canal where needed, about which Mr. B seems to be getting "cold feet," was supposed to be one of the things that was settled. If it is not a "good thing" why did he vote at the last board meeting to cement another half-mile this winter? The experience of 30 years tells us the benefits that will accrue from the improvement of the main canal. About the Scully Point proposition there is nothing more tangible than a few dreams, a sawed off piece of right of way, and Mr. B's calculations. The consent of the stockholders was not needed for the former, for no voice has been heard in opposition until now. It is desirable for the latter, for about two-thirds of the stockholders have manifested more or less opposition to it, or at least a desire for a little more date me) it will put a different face on the situation, and everything may be more or less lovely. So let us look up the matter a little and return to Mr. Bradford's calculations. Mr. B states that the 1½ miles cemented last spring cost $17,560. I am decidedly and positively in favor of consummating this deal on as favorable terms as possible, and then, after the further investigations, I want to see the work performed as soon as possible, so that our orchards and crops can receive the benefit of that additional 400 inches of water. During the past summer that water, after making due allowance for waste, would have brought into our treasury at least $60 per day during the time in which all the water could be used—about 100 days. That means $6000 in cash for the A. U. W. Co. But every time an irrigator pays $5 for water he raises a crop worth $25, and often several times as much. What then would have been the profit in crops throughout this entire district if that additional $6000 of water had been placed on our orchards and lands when most needed? During the past few years in which needless haggling and pulling has delayed this proposed work, we have lost in benefits which we might have received several times the value of all the disputed points in the proposed arrangements. The stockholders of the company have worked hard enough and long enough, and have paid enough of their money into the treasury of the company, that they are entitled to as large returns in water as we can possibly secure for them. Let not private motives and ambitions or personal spites stand in the way of their receiving the largest returns possible in water, which in this country means prosperity and wealth. The consent of the stockholders was not needed for the former, for no voice has been heard in opposition until now. It is desirable for the latter, for about two-thirds of the stockholders have manifested more or less opposition to it, or at least a desire for a little more light, before making the jump into vacancy. Mr. B. can reduce the number of signers of the petition by bringing around the "number that regret." Their names will be cheerfully crossed off. I do not see why he should worry about it though, as he is reported to have said that the contract was going through, even if all the stock signed the petition. The engine had been running for a couple of hours, when Bitner stopped it, starting it up again a short time thereafter. The explosion immediately occurred, burning Crespin and his son as stated. The injuries of the injured men were attended to, and they will probably soon be recovered. LEG BROKEN BY HORSE'S KICK Blacksmith Yoerm First Gets Notice to Vacate His Shop and Then Suffers Compound Fracture. Fred Yoerm, a blacksmith, aged 57, suffered a compound fracture of the right leg by the kick of a horse which he was preparing to shoe at his shop on Los Angeles street Monday afternoon at 2 o'clock. Yoerm approached the horse from the rear, when the animal kicked him violently, breaking the leg above the ankle, the bone protruding through the flesh. He was taken to his home on Clementina street. Dr. Johnson was summoned and reduced the fracture. The injured man will be laid up for three months. Yoerm came here from Los Angeles some weeks ago and purchased the blacksmith shop conducted by W.J. Freeman. Mr. Freeman gave attention to the wagon and implement trade, with headquarters next the blacksmith shop. A disagreement arose and Yoerm went to the owner of the property and rented the entire premises. Then he served notice on Freeman to vacate. Freeman consulted an attorney and served notice on Yoerm to vacate. He announces his purpose of recovering possession of the shop. Meantime the place remains closed.
