A. U. W. BOARD TRANSACTS BUSINESS
Interesting Reports from Many Committees—Appropriations Asked to Fight Werks' Irrigation Bill.
The minutes of the preceding meeting were read and approved. Superintendent Porter reported that the amount of cement used last month on the Vosburgh ditch was 96 sacks.
The following report of the ditch committee was received and filed:
We, your ditch committee, beg leave to make the following report:
1st. We have examined at your request that portion of your canal known as Foos ditch, and recommend that same be cemented as far south as Schaller's southeast corner, if said Foos and Schaller do all the team work.
2nd. We report progress on Orange-thorpe canal and ask for more time to make a complete report.
3rd. We have examined gravel-pit in Horseshoe Bend below section house and owing to extreme danger would recommend that said pit be abandoned. Your superintendent, Mr. Porter, reports progress on delivery of gravel for proposed work on Cajon canal, amount delivered being 800 cubic yards.
4th. We recommend that a temporary crossing be placed at Christian's on West street. We ask for further time on Langenberger and Strodthoff ditch.

On motion the recommendations of the ditch committee were approved and the work ordered done.
A communication from the city clerk of Anaheim stated that permission had been granted by the city trustees to put in the proposed crossing on West street, provided the same be done under supervision of the street superintendent.
The following report of the sub-committee of six was received and filed:
To the Honorable Board of Directors of the Anaheim Union Water Co.—Gentlemen: Your committee, to whom was referred the question of certain contemplated improvements in the water system of the company and the securing of necessary funds to meet the expense of said improvements, beg to make the following report:
We recommend the plan of improvements in general suggested by the consulting engineer, Mr. Fred Eaton, in orded by Director Crowther, that the application for transfer of the Baker stock be granted. Carried.
A communication from M. V. Lovering called attention to the late arrival of water at his place in the morning, and that it continued to run in the evening two hours after dark, while he was charged with a full day of water.
The secretary was instructed to reply to said communication.
A communication from Norman B. Livermore regarding cement mixers was received and filed. On motion the following transfers of stock were granted by the board under usual regulations:
One share from Jacob Duscher to Mary Louise Warner, 53 shares from W. M. McFadden to Sarah J. McFadden, 4 shares from Alex. Huch to Mrs. Lucy Hegan, 90 shares from H. G. Wilshire to C. B. Tuffree; J. C. Tuffree, 10 shares; Brewer, 20 shares; H. H. Hale, 10 shares; Arthur Edwards, 7 shares; Jas. Ortega, 10 shares; Wm. Berkenstock, 10 shares; Mrs. Jas. Conliff, 6 shares; C. H. Smith, 3 shares; H. H. Krickh's order, 3 shares.
On motion the price of water was restored to 30 cents per head, to go in force February lst.
Moved and seconded that no person have more than an hour to the share when another person on that ditch desires water and cannot have it delivered to him.
On motion the president and secretary were authorized to draw a warrant in payment of the $5000 and interest due on the Durkee notes.
Engineer Sherwood presented to the board a report on the grade of the Cajon canal.
On motion the meeting adjourned.

Fire in Placentia
The residence of Sam Kraemer in Placentia was wholly destroyed by fire on Tuesday evening between 7 add 8 o'clock. The family had just finished supper and Mrs. Kraemer started to put one of the children to bed. Upon opening the bedroom door she was met by a flash of flame, and with incredible rapidity the fire enveloped the whole house; so rapidly, indeed, that only articles saved were a piano and folding bed. As there was no stove or lamp in the bedroom where the fire originated.
LLOYD BAILEY LEAVES MAZATLAN
Takes His Family and Belongings on Burros and Leaves Stricken City Behind.
Added interest attaches to reports of bubonic plague in Mazatlan from the fact that Dr. Lloyd Bailey and family, former residents of this city, have been for some years past living in that place.
Mrs. Bailey and two children were in Anaheim last fall visiting with relatives, but in November they returned to Mazatlan.
Dr. Bailey telegraphed December 26th that reports of the plague were greatly exaggerated and that he and his family were well. Excepting the receipt of New Years' cards, nothing further had been heard from him until last week, when he wrote that the plague was exceedingly virulent and that he had decided to leave. Telegrams previously dispatched to him had failed to elicit response, and it was thought by his relatives that he had already left the city.
Some days ago a letter came from him by way of Guaymas, bringing the intelligence that he had decided to leave the place and would on the 6th of January set out on burroes for the town of San Dimas in the state of Durango. He would travel two hours out of Mazatlan and would go into quarantine for a period of ten days. After resuming his journey on the 16th it would take him six days to reach the point of his destination.
He writes that people are fleeing from the city, that many have died and business is prostrated.
On his trip to San Dimas he and his family will be accompanied by other refugees from Mazatlan, who are fleeing from their homes to escape the pestilence.
Dr. Bailey has been practicing dentistry in Mazatlan for four years. The town is an exceedingly wealthy port of twenty thousand inhabitants, she business being carried on mainly by English, Germans and Spanish.

EDITOR GAZETTE:—In your editorial on the disposal of political patronage among party workers in the January 15th issue of the GAZETTE you seem to
be done under supervision of the street superintendent.
The following report of the sub-committee of six was received and filed:
To the Honorable Board of Directors of the Anaheim Union Water Co.—Gentlemen: Your committee, to whom was referred the question of certain contemplated improvements in the water system of the company and the securing of necessary funds to meet the expense of said improvements, beg to make the following report:
We recommend the plan of improvements in general suggested by the consulting engineer, Mr. Fred Eston, in his report dated December 10, 1902. While your committee considers many of the proposed plans of improvements favorably, and if carried out will be beneficial, yet it will require a series of years to make those coming directly under the system of our company. They should be carried forward as rapidly as the means of the company will permit. In the opinion of your committee the most important improvement, the expenditure taken into consideration, is, first, the building of a wooden flume to be constructed from the present division gate to the head of the Cajon canal, which the engineer estimates can be built at a cost of $1,000.
Second, that a new sand gate be constructed at the head of the upper ditch, estimated by the engineer to cost $250.
Third, making provisions for taking water for Anaheim from the Tuffree reservoir, which the engineer estimates to cost $10,000.
Your committee, while recognizing the value and importance of the improvements recommended in the said report relating to that portion of the river above the division gate, nevertheless feel unable to make any recommendations as to any portion of it from the fact that such improvements affect the interests of the two companies jointly, and must be made by the said companies working jointly. Your committee recommend that no more money be expended by this company in planning for development of our interests above the division gate until a mutual agreement is made between the Santa Ana Valley Irrigation company and the Anaheim Union Water company as to such improvements.
Your committee finds it difficult to evolve any plan for raising any considerable amount of money to carry forward any extended improvements which are suggested by Mr. Eaton that would in their opinion be satisfactory and acceptable to the stockholders. The question of raising funds on the company's bonds, which was suggested to the committee, was found unsatisfactory. The raising of money on issue of bonds based on a second mortgage, as in any other way where a considerable amount is required, would be so expensive and complicated as to be impracticable while the company has outstanding its present bonded indebtedness. Furthermore, as the amount recommended to be expended by the committee it believes can be secured on the company's note at current rates of interest, thus reserving for such improvements above the division

Fire in Placentia

As there was no stove or lamp in the bedroom where the fire originated, its origin is somewhat of a mystery. The fact that a number of tramps had been hanging around the place in the afternoon, to whom food had been refused, leads to the supposition that they fired the house in revenge. There was insurance in the Continental, of which Rimpau Bros. are agents, of $1800 on the house and $1000 on the contents.

Bad Accident.
By the bursting of a rubber tube containing gasolene, connected with a lighted torch which was being used in welding a joint at the machine shop of D. Redit on Los Angeles street Friday morning, both Mr. Redit and his son Lawrence were severely burned. Mr. Redit in attempting to rescue his son, who was doing the welding, was seriously burned about the face, neck and both arms. The son was severely burned on one arm and had his hair singed. Dr. Johnston was summoned and attended their injuries. Both have since been confined to their home.

Potter-Joplin Contest
As was foreshadowed in the Gazette of last week, W. G. Potter wins out in the county treasuryship contest brought against him by J. C. Joplin. Mr. Potter was 45 votes to the good when the contest was dropped at the instance of the contestant's attorney, with eight preconcepts yet to be counted. The result gives universal satisfaction. Mr. Joplin will as a consequence have more time to devote to his alfaifa ranch near Westminster, which he lately purchased.

EDITOR GAZETTE:—In your editorial on the disposal of political patronage among party workers in the January 15th issue of the Gazette you seem to fall to grasp the new order of things in Orange county. To begin with the opening of the campaign, an old wheelhorse like Alexander had to step aside and give place to Dr. R. A. Cushman for chairman, who could show us how to run politics. And so, before this Napoleon of politics had been in the State and county long enough to vote or pay taxes he was in charge of the political machinery of the county—totally unknown here and unacquainted with the people he had to deal with. But he had the elements of a political leader in him—he kept a good lookout for R. A. Cushman, M.D.
With a normal Republican majority of about five hundred he succeeded in saving about half of the Democratic ticket from defeat, and the sequel shows what a handy thing that was for Cushman. There was a county physician to elect—who could fill the place so well as Cushman? But Cushman could only count on two Republican supervisors. Oh that’s easy. Had he not done the Democracy some favors? Where is Linebarger? It is true that Linebarger had to have another county office—the clerk—but Cushman could manage that, and he did. Cushman has done well, but not quite satisfied. The Democrats have paid him for his services, but something is expected from the Republicians. There is to be a vacancy on the Board of Pension Surgeons; and who again but Cushman? The returns were hardly in before Cushman was off to Riverside and claims to have clinched the thing with Daniels. Do you know of any other crumbs the good Doctor could sweep up, or must we pass a subscription paper? Very truly,

J.J.Schneider and G.J.JStock were in Los Angeles on Tuesday and bought the exclusive right to manufacture and sell the Scott patent folding ladder They expect their first consignment from Los Angeles today.
The question of raising funds on the company's bonds, which was suggested to the committee, was found unsatisfactory. The raising of money on issue of bonds based on a second mortgage, as in any other way where a considerable amount is required, would be so expensive and complicated as to be impracticable while the company has outstanding its present bonded indebtedness. Furthermore, as the amount recommended to be expended by the committee it believes can be secured on the company's note at current rates of interest, thus reserving for such improvements above the division gate and in connection with the Santa Ana Valley Irrigation company, as may be in the future decided upon; the bond issue as a method for raising funds if no other and more satisfactory scheme is devised. A communication from Louis Mesmer relating to pipe line to be put through his place was received. On motion the engineer was instructed to take an estimate of the cost of such proposed pipe line over a cement ditch and submit same to Mr. Mesmer.
F. A. Korn appeared before the board with reference to the proposed temporary culvert to be put in near his place. He thought 20 feet too small. The matter was left with the superintendent.
A communication was received from Geo. Frost, chairman of the Defense Committee, appointed to oppose the proposed irrigation bill. It asked that an assessment be paid by each company interested toward defraying the expenses.
Moved by Director Bradford, seconded by Director Zeyn, that the sum of $150 be appropriated and sent to Mr. Frost as a contribution to fight the Water and Forest bill. Carried.
A communication from the S. A. V. L. Co. volunteered to send over a number of men if we are ready to begin cementing our main ditch.
The secretary was instructed to reply to same stating that we are not able to take advantage of the kind offer as we cannot now turn the water out.

Thursday night of last week Constable Llewellyn rounded up six box-car tourists at the Santa Fe depot and the next morning brought them before Justice Howard. After listening to their tales of woe his honor took compassion on them and made provision for their board and lodging at the county's expense for the next sixty days. A few more cases like the above, and Anaheim will be well rid of the Weary Willie type of tourists.

Big Damages Awarded
The damage suit of Mrs. C. A. Ludlow against R. C. Annin, John Wagner and others of Fullerton in Los Angeles last week, terminated in favor of the plaintiff, the jury awarding her damages in the sum of $2300.

CITY BAND REORGANIZED.
At a meeting held at the city hall last Monday evening it was decided to reorganize the city band which will be under the leadership of Prof. F. Heying, who is a musician of marked ability, and who will no doubt make the new band a success. Monday and Friday will be practice nights. Following are the officers and members: Jos.
