THAT BIG WATER SCHEME. For some time it has been known that a movement was on foot to divert a portion of the waters of the Santa Ana river to other lands than those now irrigated by that stream. The Directors of the Anaheim Union Water and the Santa Ana Valley Irrigation companies, believing the matter would have to be settled in the courts, were quietly awaiting developments when the other side commenced to cultivate public sentiment in its favor. "A representative of the company" in Santa Ana, dissatisfied with the way the inspired correspondents were handling the subject, gave the Bulletin an authorized statement, which was also forwarded to the Los Angeles Herald by a member of the Bulletin staff, who is correspondent for the Herald. The very first paragraph in that statement begs the question, by claiming that "this land (of theirs) is not a part of the lands from which present irrigation companies obtain their supply," and then explaining that "the seepage of water from the Riverside district must crop out here, and we believe that that is a part at least of the source of supply." If the gentleman ever had a pupil in his school above the seventh grade, who would make such a statement about the present irrigation companies not obtaining a part of their supply from those lands, after having viewed the situation, he would be considered as somewhat lacking. Whether the Riverside seepage breaks out there or elsewhere makes but little difference, so that it gets back to the Santa Ana river, from which the water was originally taken. The second paragraph, after parading the financial backing of the scheme, attempts to justify the developing of water on their own land: "We believe that we have a legal right to develop any and all water prospects that we may have on our own land. * * We believe we have the right; they will in all probability contend that we have not, upon the theory at least that we will divert the supply of the Santa Ana river. In part, from them." As Cleveland would say, the reason assigned in the latter sentence for the probable opposition of the two old companies to such development is not a theory, but a condition; these companies absolutely know that the water from those lands finds its way into the river, and that any so-called development would cut the supply short by the amount taken out. But the objection lies not against the developing, but against the use made of the water afterwards. In all probability no opposition would be raised to the use of the water on the Rincon ranch just as it has been used for some years; but any attempt to take it out of the basin of the stream will be resisted to the bitter end. In the next paragraph the aforesaid representative pretends to gauge the amount of water the new company will be able to divert from the old companies, and magnanimously offers to sell it back to said companies under the threat of carrying it to the San Joaquin ranch in case they refuse to pay the amount demanded. Then follows a pen picture of "a boom in agricultural circles such as Santa Ana never saw before." If Santa Ana wants the eternal enmity of the northern part of the county, let her give encouragement to the scheme of millionaires to plunder this section of its only means of existence. The sop thrown out, that while the new company would make money, it would make no higher charge for its service than the other companies, is self contradictory; the other companies are delivering water at cost, and no money could be made for any one without higher charges than those now made. The bait of benevolence toward the present companies and their irrigators and of earnest longing to boom Santa Ana is too thin to disguise the hook contained therein. Next we are told that "counsel for the company are engaged at this time in thoroughly digesting the legal status of the case." Counsel is ex parte, always more or less biased; while the old companies also have counsel, they are more encouraged by decisions of the courts, which have been rendered in similar cases elsewhere. Our friend and well-wisher at Santa Ana thinks there may be an injunction by the courts, which will be easily dissolved by "bonds in any amount, no matter what." But, so far as we can ascertain, such an injunction would be pendente lite and not dissolved by bonds—in other worlds the status quo would be preserved to the end of the litigation, until it was determined whether the new company had a right to divert said WALNUT GROWERS should recollect, now that would-be purchasers are circulating amongst them eager to purchase their crop, that the favorable turn the market has taken is due solely and alone to the existence of the walnut growers' associations. Growers who sell their crops to these outside brokers, and refrain from going into the association, are dealing - their own interests a blow which the coming time may bring home to them with stinging effect. It is plain the association cannot continue without the support of the growers, and if by any failure on the part of the outsiders the associations should be compelled to go by the board (a condition very happily not at all probable), the odium should rest with those who are even now wavering between casting their lot with their neighbors to uphold prices by growers' associations, and dickering with brokers who have come among them offering them coin in hand for their crops. Do these growers remember the trouble these same fellows caused them last year; how consignments of nuts were bought up seemingly only to be kept out of the hands of the association, and then returned to them later on? The brokers were at the opening of last season most eager to purchase all nuts in the county; after the rush of the season was over these nuts were in many instances returned to growers, who had been told a bona fide sale had been made of them. Stay by the association! Stay by the men whose efforts have made possible the payment of living prices for your crops. Think twice before consigning to these outside brokers; you may rue it in the end if you sell to them. The associations have fixed the price at 7.65 cents for hardshells, and 8.15 for softshells. If the brokers had their say about it there would still be the unfair difference of a cent a pound between these two grades of nuts. The associations have stood for a difference of only half a cent, and have carried their point. Moreover, the associations apart, think you the price for nuts would be up to these figures? Not a bit of it! The brokers' figures are half a cent below the figures fixed by the growers. And yet we are told there are growers here in Anaheim who are hesitating about joining the association. Put your walnuts into the association; you will thereby get better returns for your crops, and there will be no thimble-rigging business at the end of the season. Stay by your friends; look with suspicion upon these fellows whose commissions on your product bring them in handsome returns; you should have those commissions yourselves. Pool your issues with your neigh- therefrom the many twenty-dollar pieces which aren't there! We don't believe this story about Rea—we won't take the trouble to go over to the water office and inquire about it. We know it is not so, and the only reason for its publication is to give pain to a gentleman who is as much above the man inspiring the item, or its author, as marble is to a nitrogenous dung heap. Department of Agriculture fornia Section, Climate and Crop Weather Bureau, September 18: General summary: The temp has averaged nearly normal all coast, and from 3 to 7 degrees at the interior. The only precipitation reported was a trace of rain and pence. Strong north wind forest fires in the mountain district caused some uncasiness among fruit growers, but thus far no has been reported. Condition been generally favorable for fruiting, which is nearing completion for the maturing of wine and grapes. Raisin grape pickinues, with a yield of superior but light in most sections. The large crop of olives. Citrus fruit walnuts have been greatly benefited by warm, dry weather. Orange be better in quality than the lion's crop, but the yield will be below average. Hop pickinunes; there is a heavy crop, quality. Sugar beets are not gathered. In some sections there considerable quantity of hay stack, owing to a scarcity of corn and laborers. Plowing has come in some localities. SOUTHERN CALIFORNIA Fruit: Dry, warm weather has greatly beneficial to citrus fruit drying continues; prunes and are of good quality and quite pearl. If those who need the water do not buy them, we will make other use of our property. In the direction I have indicated. It is plainly to be seen that these men do not know what they are running up against, and the wildest imagination cannot picture the outcome—other than to recall the early times when wagon loads of determined men armed to the teeth went up this same river to defend their rights. The local correspondent of a Los Angeles paper that is fast becoming ridiculous for its erratic country correspondence, if for nothing else, writes as follows in a recent letter: It is said that a sensation will be sprung at the next meeting of the water company directors by a demand from stockholders for investigation of charges recently made against J. B Rea, a member of the board of directors. The charges made set forth that Rea had appropriated about 100 inches of water, on a recent run, belonging to a neighbor, and had been caught. The man who lost the water refused to pay for the run, and the matter became public. We intended referring to this matter last week, but determined to wait and see whether the "sensation" developed. Of course it did not. The fact that the Los Angeles Times has printed this scurrilous reference to Mr. Rea is an insult to the entire community. Mr. Rea is held in very high esteem, the Times should know, by the people of the community; whereas the name of E. P. Fowler (the gentleman held in the background by the correspondent) stinks in the nostrils of the community. Mr. Rea has been honored by his fellow citizens with numerous offices of public trust. He is a member of the water The Supervisors have fixed this year's tax levy, outside incorporated cities, at $1.75 on the $100, as follows: State.....$601 County school.....72 Current expense.....2025 Salary.....17 Park.....01 Hospital.....074 Interest and sinking fund.....0225 Road.....35 Total.....$1.75 Last year the State tax levy was 48.8 cents, this year's rate being in excess of that rate by 11.3 cents. The county school rate is increased 3 cents over last year, current expense decreased 1.95 cents, salary decreased 1 cent, hospital increased 1.4 cents, and road increased 5 cents. Mr. Benchley's inability to be present at the meeting was a disappointment to his friends, who looked forward with anticipations of pleasure to his discussion of the subject. Neither was the paper read, as his private business engagements prevented him from writing it. More's the pity. A.—I went in there and paid a little bill to Miller & Nagel, and when I came out I saw Mr. Barr there, and I wont to him and says I, "Mr. Barr, I understand you are beginning on your game to get my name in your paper," and says I, "I want you to understand that you are not going to blackguard me like you have blackguarded others." He says, "No, I have nothing to do with it." Says I, "I know better, for the simple reason that you have told me that you and Fowler were the ones that wrote or inspired those scurrilous articles about the people in this town," and says I, "I would like to have none of that." I said I would not have such a paper as that blackguarding me. I say, it is a blackmailing sheet, and turned around and gave him as good as curing any tongue could because he deserved everything of that kind, at least I think he does. He denied everything, high and low, and of course I could not do anything more with him, for he deaied everything, and then I started to go out, and he matt a move like to put his hand in his hip pocket, so I can right back at him. I said, "If you have a gun, draw it out if you want to, I am not afraid of your gun, nor if you have forty." He says, "I haven't got any gun, and I wouldn't hurt anybody if I had one." I said, "You are too big a coward to hurt anyone." I said, "You do anything about it, and I will give you one of those axes, and will still be able to thrash you as you deserve." Q. Mr. Hart, did you say, that you would at any time in the future meet him and kill him, or make an assault on him; did you say that? A.—No sir. Q. Did you have any intention of killing him; any time? NOT WORTH KILLING. A.—No sir. He ain't worth killing. Q. Did anything you said make him believe you would lay for him and kill him, or use any violence on him, or not? A.—No sir.
