The Weekly Gazette. ISSUED EVERY THURSDAY. HENRY KUCHEL, CHARLES KUCHEL, Editors and Proprietors. THURSDAY...JANUARY 26, 1899 The effort on the part of a number of our citizens and those at Fullerton and Placentia to consolidate the telephone circuits in the two places into one enlarged circuit should meet with the cordial approval of all subscribers to the service; as well as the telephone company itself, for the increased business which would inevitably follow such a consolidation would be sufficient to repay the company handsomely for the elimination of the local telephone tariff existing between the two sections. The purpose is to include the wires running from Anaheim to Fullerton, Placentia, Brookshurst and the oil wells into one circuit, and make a monthly charge for the rental of the phones. At present a tariff that is almost prohibitory exists for telephone service between these places; a charge of 25 cents is made for each message, the same rate as applies to Los Angeles. It is the purpose to eliminate this charge, and the inducement to be made the company for this loss (and it must be almost inappreciable) is the largely increased business to follow the inauguration of the enlarged enterprise. At Oakland, Berkeley and Alameda, for instance (towns more widely separated than those referred to) one circuit supplies all subscribers to the telephone system. From San Francisco to Sacramento, a distance of some 90 miles, a charge of 25 cents per message is imposed, and a similar low rate exists to San Joaquin valley points. The rate from Anaheim to Fullerton is so excessive that we doubt if any great volume of business is transacted, whereas if the two places were included in one circuit the scores of new telephone subscribers should make the plan one to meet with favor with the telephone company. The circuit could be extended to dozens of country houses who have frequent business calls with people in the city, who at present have no thought of a telephone for their residences. How convenient it would be to call up one at Placentia, or at Fullerton, or Brooks- NEXT Saturday occurs the annual meeting of the stockholders in the water company, at which time a new Board of seven Directors will be chosen to serve during the ensuing year. Judging by the evident lack of interest that has prevailed regarding the meeting, it will probably be one of the quietest in the history of the company. We hear no more of the necessity of "reform leagues" and other organizations having for their purpose the placing of this man or that upon the board. There are no fiery articles written to the newspapers attacking the credit of the company. On all sides things are as pleasant and serene as a day in the rosy month of June. There has been less canvassing for proxies than probably at any previous annual election—in a word, the affairs of the company have been in such capable hands during the year past that on all sides one hears that if the same board were re-elected it would be a good thing for the stockholders. Until recently, it was doubtful if Mr. Fay, President of the company, would stand for re-election, his objection being that the office has taken up too much of his time, and that inasmuch as he came to Anaheim more for the recuperation of his health than for engaging in active business enterprises, he would prefer to have some other one assume his place. But his many friends among the stockholders absolutely refused to countenance any thoughts of his withdrawing, and have within the week succeeded in prevailing upon him to continue in office. With Mr. Fay will probably be Mr. Rea and Mr. Nebelung to stand for Directors from this city and the Katella district. Mr. Rea representing the southern district of the company upon the board. At Placentia and Fullerton the names of A. Pierotti, L. B. Benchley, W. M. McFadden, C. C. Chapman and Wm. Crowther are mentioned. Mr. Carpenter, who has served with efficiency upon the board during the past year, declines, we believe, to stand for re-election, his many private business interests interfering. Mr. Carpenter has been a distinct acquisition to the personnel of the board, and his declination to stand again will be ports of the extent of the disease have been greatly exaggerated. At any rate, Dr. Bickford has satisfied himself that the report of the existence of a smallpox case in Chinatown is unfounded, and there matter ought to be permitted to rest. The impression prevails at Sacramento that U.S. Grant is practically out of the Senatorial race. Grant testified before the investigation committee that he had spent between $20,000 and $30,000 in his campaign in "preliminary expenses," leaving to the imagination what he has expended since "preliminaries" were over. Few if any believe that Grant was criminally cognizant of what has been done; but according to Sacramento advice, he undoubtedly played the fool in politics, and the result has been more disastrous than if he had been the rascal that he would have been if he had known what was being done for him. Mr. Chapman, owner of the Santa Isabel orange grove, who is spoken of as a candidate for a seat upon the board, is a gentleman whose business training and wide experience in public affairs will be of value to the company, and he will probably make an able representative upon the directorate. The names of Messrs. Crowther Benchley and McFadden, all well-known and representative citizens, are also mentioned in connection with the office, and from the names mentioned, the stockholders ought to be able to pick an excellent Board of Directors. The name of A. H. Cargill has also been mentioned in connection with the Directorate. Mr. Cargill would be a valuable man on the board, and if he should permit the use of his name would undoubtedly receive a very flattering vote. A RIDICULOUS report was started in town on Tuesday evening, and it prevailed yesterday, to the effect that a case of smallpox had broken out in Chinatown. Dr. Bickford, the Health Officer, was prompt to make an investigation, and he informed us yesterday afternoon that the report was absolutely unfounded; that so far from there being a case of the disease in Chinatown, there is not a sick Chinaman in the Chinese quarter; nor, so far as the Chinese bosses know, he informs us, at any of the vegetable gardens in this portion of the county. Commencing Sunday, Jan. 22nd, the following changes of train schedule on the Santa Fe route will go into effect: On Sundays only trains No. 78, due at 7:55 a.m., and No. 74, due at 4:55 p.m., will be discontinued. A special train will leave Santa Ana about 3:45 p.m., and run through Los Angeles to accommodate passengers from all points. An Ordinance Establishing a Board of Health for the City of Anaheim. The Board of Trustees of the City of Anaheim do ordain as follows: Section L—A Board of Health for the city of Anaheim hereby establish Said Board of Health shall consist of five persons, one at least of whom shall be a practicing physician and a graduate of some reputable school of medicine, and one if practicable a civil engineer. The members of said Board of Health shall be appointed by the Board of Trustees of the City of Anaheim. The members of said Board of Health shall hold their offices at the pleasure of the appointing power. Section II—Said Board of Health must first-Supervise all matters pertaining to the sanitary condition of the city of Anaheim, and make such rules and regulations relative to care and maintenance of their locality. Second—Report to the Secretary of the State Board of Health at Sacramento at such times as the State Board of Health may require: (a) The sanitary condition of their locality. (b) The number of deaths, with the cause of each, as near as can be acertained, within their jurisdiction, during the preceding month; (c) The presence of epidemic or other dangerous, contagious, or infectious disease, and other matters with any knowledge or jurisdiction as the State Board may require. The Santa Fe Limited. The California Limited Train which runs over the Santa Fe route, between Los Angeles and Chicago, is the finest train ever run across the continent. It leaves Los Angeles tri-weekly every Monday, Wednesday and Saturday, and runs through to Chicago, making direct connection at junction points for all other points. This train is vestibulated throughout and brilliantly lighted with 5000 candle power electric lights. The train consists of a composite car with buffet and smoking and reading room, dining car and first-class Pullman sleepers, of latest pattern. There is an observation car with spacious parlor and observation platform in the rear. Only first-class tickets honored on this train. First—Supervise all matters pertaining to the sanitary condition of the city of Anaheim, and make such rules and regulations relative thereto as are necessary and proper and not contrary to law. Second—Report to the Secretary of the State Board of Health at Sacramento at such times as the State Board of Health may require: (a) The sanitary condition of their locally; (b) The number of deaths, with the cause of each, as near as can be ascertained, within their jurisdiction, during the preceding month; (c) The presence of epidemic or other dangerous, contagious, or infectious disease, and such other matters within their knowledge or jurisdiction as the State Board may require. Section 3—Said Board of Health may by and with the consent of the Board of Trustees of the City of Anaheim, locate and establish pest houses and cause to be removed thereto and kept any person having a contagious or infectious disease, and discontinue and remove the same, and make such rules and regulations regarding the conduct of said pest house as are needful and proper. Section 4—The City Clerk shall certify to the pleasure of this ordinance, and cause the same to be published once in the ANAHEIM GAZETTE, a newspaper printed, published and circulated in the City of Anaheim, and thereafter and thereupon it shall take effect and be in full force.
