THE CUBAN STRUGGLE.
THOUSANDS OF SPANISH SOLDIERS IN THE MILITARY HOSPITALS—RATIO OF MORTALITY LARGE.
HAVANA, Aug. 24.—The military hospitals in Guaragay, Mariel and Cabanas are now fully occupied by smallpox and fever patients from the trocha. The ratio of mortality among the fever victims is alarmingly high, and it is believed that it is partially due to the inexperience of the majority of Spanish army surgeons. Fifteen per cent of Capt. Gen. Weyler's forces on the islands are ill of fever; 10 per cent more are in the hospitals suffering from their wounds, and there are many cases of sunstroke daily among the troops in active operation in the field.
HAVANA, August 19.—The mystery of a missing military passenger train which was due here last Sunday has been solved, and it furnished another instance of the audacity of the insurgents and of the troubled state of affairs existing in the Province of Pinar del Rio.
On Sunday last a train consisting of regular cars and armored cars for the military escort, and having on board a number of civilian passengers and a strong escort of troops, left Consolacion del Sur, Pinar del Rio, for that city, and should have arrived here the same day. But the train did not appear, and the railroad authorities, becoming alarmed, notified the military authorities professed absolute ignorance of the whereabouts of the train, although it was understood that inquiries had been made along the line, but without any definite result. This failure to obtain information caused the railroad people to renew their representations to military headquarters, and eventually, on Tuesday, several parties consisting of cavalry scouts reported that the passenger coaches, together with the military cars, had been derailed between Bacounaga and Tacou, and it appeared that severe fighting had taken place between the escort of the train and the insurgents who attacked it.
This news stirred up the military authorities sufficiently to cause them to send relief trains loaded with troops toward the scene. These forces, consisting of the Arapile and Basastra battalions, under the command of Colonel Ariona, have just returned. The troops brought with them passengers who are over forty-eight hours late and the survivors of the military escort of the train. The train, it appears, was near Tacou when it was compelled to slow up on account of an obstruction across the line. As it did so a smart rifle fire was opened upon the train from both sides of the road, while a party of insurgents marched out of concealment behind the train and placed heavy obstructions across the road. Other insurgents removed the rails behind the train, thereby catching the military train in a trap.
The troops promptly returned the fire of the insurgents, who kept well under cover, and whose bullets splintered the glass and flattened on the armored wagons. The firing lasted three hours, according to the official statement: At the end of this time the will not free coinage at 16 to 1 reduce the value of the dollar by about one half?
Will it not be in fact a repudiation of about one-half of all our debts, public and private?
Is there not danger that it will cause the return to us of all the American securities held abroad—government, railroad, and industrial stocks and bonds—thus precipitating a panic of giant proportions, with long years of depression to follow?
Will not your election upon the Chicago platform cause the calling in between November and March, of all collectable debts, all loans, all mortgages that have expired? And will not this produce such a distress as this country has never known, particularly in the west and south, where capital and credit are most needed and depend upon CONFIDENCE as their basis?
Will not free coinage place us at once on a financial level with Mexico, India and China, and can we afford to go upon that level?
Is there any country in the world to-day which gives free and unlimited coinage to silver? Mexico does not. India does not. None of the Central and South American States does. We know of no country that does, of no example that can be studied.
Is there any country in the world now on the silver basis which is as prosperous as the United States even in this time of depression? Is there any in which wages are so high as they are here, or in which the dollar received in wages will buy so much? Is there any silver-basis country that has a large commerce, prosperous manufactures or a well-to-do agricultural class? Is it not a fact that in every silver-basis country in the world object and hopeless poverty on the part of the masses is the rule?
Will you explain to us for our enlightenment and guidance how our country is to escape like conditions if we go on a silver basis, or how we are to avoid the lapse to that basis if we adopt free and unlimited coinage at 16 to 1 when the commercial ratio between the two metals is about twice that?
And if you will tell us, as many free coinage advocates do, that free coinage will raise the commercial value of silver to the coinage rate, will you explain to us how in that case free coinage is to make money cheaper or easier to get, how it is to relieve "the debtor class," how it is to increase the price of wheat or any other commodity?
You may be aware that there was last year on deposit in the savings banks of this per cent the value of the money in these deposits were earned and in what day they would be paid?
There are in this State 88,719 persons They drew from the government less nearly $14,000,000. Considering that of this debt of honor—when justly can you look with favor upon anyone that might result in paying them in collated currency?
There are in the country 5,838 and loan associations of which 41 New York. These associations have 725 shareholders—all of the working classes. Their assets last year $450,667,594, represented chiefly bygage loans to home-seekers, of which are members of the association. The societies have nearly all been within the last fifteen years under their money standard. Can you think it beneficial to the working people to re-47 per cent, or any lesser sum, than these investments of the thrifty poor?
Is it not a fast worth consideration posing a descent to the silver standard after thirty-nine old-style life insurance panies alone doing business in this year year had in force nearly 2,000,000 acres, insuring over $5,000,000,000 assessment companies and benevolence have a vast amount more. Would it be an injury and a wrong to the benefice these policies—the widows and whom a provident love had sought test—to compel them to receive in pre-depreciated money?
The "rise in prices" which you as a result of free silver coinage was course mean an increase in the cost to all the people—to wage-carners, men and the whole body of consumers you know of any case in which a rise in or salaries has been parallel with the prices? Is there any way to render talc or even probable, that the wages will be compensated for the increase of living?
You attribute the decline in silver demonetization of the silver dollar though that dollar was not then coined any considerable numbers, and was circulation at all, owing to the silver bullion was worth more in than at the mint. Do you consider the increase in the world's silver profit from 61,100,000 ounces in 1873 to 16000 ounces in 1895 had something to causing this decline, even though gold standard money of all commercial mints and the most sought after money has also increased its yield meanwhile.
You speak of the "orime against involved in suspending the coinage bycirculating dollars. Has your account been called to the fact that the gov't coined only 296,600 silver dollars but that from January 1 to June 30, year it coined 7,500,412, or 908,696 than in the eighty-one years of its history to 1873?
Colonel Arizona, have just returned. The troops brought with them passengers who are over forty-eight hours late and the survivors of the military escort of the train. The train is appear, was near Tacou when it was compelled to slow up on account of an obstruction across the line.
The firing lasted three hours, according to the official statement: At the end of this time the insurgents are said to have been repulsed. It is added that the military escort, upon the arrival of the relief train, burned the military passenger train and returned to this city with the troops.
Unofficial versions of the affair, however, claim that the train was derailed and subsequently burned by the insurgents, and that the escort of the military train was rescued just in time to save them from being exterminated by the enemy. As it was, six soldiers of the escort are admitted to have been killed and twenty-one soldiers were brought here wounded. The lieutenant is expected to die. Later details confirm the statement that it was derailed by the insurgents, who dynamited it and afterward destroyed the cars completely.
HAVANA, Aug. 21.—Reports from the province of Pinar Del Rio are to the effect that the insurgents have taken rails from the railroad tracks for the purpose of throwing up intrenchments near Teaco Taco. It is estimated that at least two kilometers of the track have been torn up. For this reason passenger trains and two freights have returned from Artemisia and through traffic on the railroad is now interrupted.
Reinforcements of the Spanish army are expected here shortly. These reinforcements consist of 670 infantry officers and 34,328 private; four cavalry officers and 456 cavalrymen; 34 artillery officers and 1252 artillerymen; 34 officers in charge of the engineering corps; and 1540 men belonging to the corps.
MADRID, Aug. 21.—An official dispatch from Manilla announces the discovery in the Philippine Islands of a separatist conspiracy, the object being to secure independence from Spain. According to the official advice twenty-one persons have already been arrested, several being Free Masons. The news has caused great excitement in Madrid, and the police in consequence to-night raided the Hispano Philippine Club and seized a large quantity of papers.
It is suggested by some of the papers that Japan is endeavoring to foment trouble in that part of the Spanish possessions for the purpose of extending the jurisdiction of her island empire to the Philippine Islands. The island lies only about two hundred and fifty miles south of the newly-acquired Japanese possessions of Formosa, a number of small islands intervening. Spain's army in the Philippine Islands amounts to seven regiments of infantry and one of artillery, with a squad of cavalry, the total effective force being 864 officers and 20,000 men.
PORT HURON, MICH., Aug. 19.—The fast river steamer Unique, which has been running between this port and Detroit, has been sold to an agent of the Cuban government. She will be taken to the coast in ten days. It is intended to cut her cabins down and turn her into a blockade runner. The price paid was not stated. The Unique was built with an eye to speed alone, and has made some wonderful time on the rivers.
MADRID, Aug. 17.—The first embarkation of 14,000 troops for Cuba will commence at Santander, Aug. 23d, terminating August 28th. The second will take place from Aug. 30th until Sept. 6th, after which date the cavalry embark. By Sept. 11th the whole expedition of 40,000 will have left the peninsula.
WASHINGTON, Aug. 19.—Acting Secretary Curtis to-day instructed the collector of customs at Jacksonville Flu.
A GOOD SHOWING.
Those who are doing so much talking at this time in reference to the strikes, failures and general dullness of business in this country under the Republican policy of protection, are invited to consider the following:
The reduction of the interest bearing national debt during 28 years of protection, up to March 1, 1893, was $1,903,912,165.
This was an annual reduction of $68,000,000.
The increase of the Interest-bearing national debt during three years of anti-protection has been $262,602,245.
This is an annual average debt increase of $87,534,082.
The difference between the average annual reduction and the average annual increase in the public debt is the difference between the Republican protective policy and the Democratic anti-protective policy.
The war upon the protective policy began in real earnest upon the inauguration, upon March 4, 1893, of the president of a party pledged to overthrow protection.
The same financial policy—"the existing gold standard"—has existed since 1873, therefore it is in no way responsible for these great differences shown in the reduction and increase of the public debt.
Make a note of it. Think of it. Talk about it. It is another nut for free silveres as well as free traders to crack.
NEW SILVER CERTIFICATES.
The new $5 silver certificates have been issued from the treasury department at Washington. The face of the note is a reproduction of Walter Shirlaw's painting, "America." The winged figure of a beautiful woman—"America"—stands upon a globe, her feet touching the map of North America. In one hand she holds aloft an electric lamp, fed by a ribbon floating in graceful curves to a bursting thunder cloud. Additional allegoric figures are: "Jupiter," representing force, standing upon the backs of a span of spirited steeds; "Fame," proclaiming the nation's progress through a long trumpet, and "Peace," with her dove.
The delivery of the new $2 silver certificate has slower than was anticipated, and they will not be ready for issue to the public for several days. The treasurer desires to accumulate a good working supply before commencing their distribution to the people. The new $10 silver certificate is ready for the presses, but will not be run off until the demand for the smaller issues has been satisfied.
The two dollar note has on its face a painting by E.P. Blashfield entitled "Science presenting Electricity and Steam to Commerce and Manufactures." The center figure is Science, a woman in a Greek garb. To her right stands an infant greeting a world abject and hopeless poverty on the part of the masses is the rule?
Will you explain to us for our enlightenment and guidance how our country is to escape like conditions if we go on a silver basis, or how we are to avoid the lapse to that basis if we adopt free and unlimited coinage at 16 to 1 when the commercial ratio between the two metals is about twice that?
And if you will tell us as many free coinage advocates do, that free coinage will raise the commercial value of silver to the coinage rate, will you explain to us how in that case free coinage is to make money cheaper or easier to get; how it is to relieve "the debtor class," how it is to increase the price of wheat or any other commodity?
You may be aware that there was last year on deposit in the savings banks of this State alone $643,872,574. This enormous sum belonged to 1,615,178 depositors, giving an average to each of $398 63. It represents mainly the small savings of the thrifty poor. Nearly all of it has been deposited since the present standard of value was adopted by the government. Do you think it fair or just to impair by 47 per cent or by even 1 percent?
These questions are asked in all sizes. The World would be rejoiced to be made clear that the policy of free currency only coined only 296,600 silver dollars in but that from January 1 to June 30, year is coined 7,500,412, or 908 thousand than in eighty-one years of its history.

He Got an Answer.
For grave speeches of important livered with weight Bismarck who course, most celebrated. When an enemy nearly always adopted a jerking which must have sounded to his ears ened friends much as if the tiger menagerie had greeted them with dial handshake before devouring.
"Do you mean to break off your objection?"" bluntly demands Austrian embassador Count Kuroda for Prussian minister president.
"No," replied the latter, with directness," but even if I did so, I think I should be such a fool as you?"

WASHINGTON, Aug. 19.—Acting Secretary Curtis to-day instructed the collector of customs at Jacksonville, Fla., to release the filibuster, Three Friends, recently seized by the revenue cutter Boutwell, unless he knew of some good reason for her detention. It is said that no evidence tending unlawfully to connect the Three Friends with any Cuban expedition is known.
MADRID, Aug. 19.—The Italian courts have decided against Argentina's claim of the right to purchase the war vessels recently reported to have been sold by Italy to the Argentine republic. Spain will therefore purchase the cruiser Garibaldi. The Garibaldi was built a Genoa and is said to be the most perfect cruiser afloat, so far as armament and detailed construction are concerned. It is estimated that the Cuban war is costing Spain sixty thousand pounds daily.
BARCELONA, Aug. 22.—A manifesto has been scattered broadcast urging the troops now under orders to reinforce the Spanish army in Cuba to refuse to embark and tell them to resist all attempts to compel them to leave Spain. The people are also urged to rebel against the government, thus preventing the departure of the soldiers. Several arrests have already been made, and the government has taken extra precautions to insure the departure of troops as planned and suppress the threatening disorder.
NEW YORK, Aug. 22.—A campaign of total destruction of property will shortly be inaugurated in Cuba by the Cubans. The provisional government of the republic has so ordered in a proclamation dated in the province of Santiago July 13. All classes of property, whether foreign-owned or not, are to be treated alike, as all pay tribute to Spain. The destruction is laid entirely on the need of the further and complete ruin for Spain of the only revenue producing power in Cuba.
ST. LOUIS, Aug. 22.—A special to the Globe-Demoorat from Houston, Texas, says: A. E. Elijada arrived on a train from the East last night. He is an agent of the Spanish government and has come to Texas to buy horses for the Spanish army in Cuba. He will purchase broncos, as they are hardier and can stand the tropical sun. He wants 2,000 head.
VOICE OF THE PRESS.
THE RIGHT OF WAY QUESTION AT NORWALK.
From the Norwalk Call.
A company of Southern Pacific surveyors came down to Norwalk Monday morning for the purpose of surveying a route from Norwalk to Long Beach via the proposed new beet sugar factory.
They have been looking over a route down about the estuary farm, to connect with the main track and come on up to Norwalk. We understand that surveying has been done from Anaheim, and the grade stakes had been set a portion of the way. It is more conjecture as to where the route will be ultimately selected. It seems they want a right-of-way donated, and some of our rancher who have their nice little ranches comfortably fixed up; object to donating any right-of-way, and we understand the company gives out the report that it will not build unless the right-of-way is donated, so it looks as though there may be some doubt as to the road being built from Norwalk.

There are in this State 88,719 pensioners.
They drew from the government last year
only $14,000,000. Considering the nature
of his debt of honor—when justly due—
you look with favor upon any policy
might result in paying them in a deprened currency?
There are in the country 5,838 building
loan associations of which 418 are in

shareholders—all of the working and

667,594, represented chiefly by mortloans to home-seekers, of which 455,000,
members of the association. These assations have nearly all been organized
in the last fifteen years under the existing
ey standard. Can you think it fair or
official to the working people to reduce by
per cent, or any lesser sum, the value of
the investments of the thrifty poor?
It is not a fact worth consideration in progression to the silver standard that
thirty-nine old-style life insurance companies alone doing business in this State last
had in force here nearly 2,000,000 poliinsuring over $5,000,000,000? The
assessment companies and benevolent orders
a vast amount more. Would it not be
burdury and a wrong to the beneficiaries of
the policies—the widows and orphans,
from a provident love had sought to proto compel them to receive in payment
received money?
One "rise in prices" which you predlot
result of free silver coinage would, of
course, mean an increase in the cost of living
of the people—to wage-earners, salaried
and the whole body of consumers. Do
know of any case in which a rise in wages
laries has been parallel with the rise in
cost? Is there any way to render it oeror even probable, that the wage-earners
be compensated for the increased cost living?
You attribute the decline in silver to the
monetization of the silver dollar in 1873,
though that dollar was not then coined in
considerable numbers, and was not in
relation at all, owing to the fact that
her bullion was worth more in the market
at the mint. Do you not consider that
increase in the world's silver production
61,100,000 ounces in 1873 to 165,000,
ounces in 1895 had something to do in
making this decline, even though gold, the
hard money of all commercial nations,
the most sought after of money metals,
also increased its yield meanwhile?
You speak of the "crime against silver"
lived in suspending the coinage of nonclating dollars. Has your attention
called to the fact that the government
od only 296,600 silver dollars in 1873,
that from January 1 to June 30, of this
it coined 7,500,412, or 908,691 more

LEFT-HANDED MARRIAGES
MORGANATIC ALLIANCES BETWEEN TITLED FOREIGNERS AND AMERICAN GIRLS.
Left-handed or morganatic marriages between American girls and illustrious foreigners are exceedingly rare, the daughters of Uncle Sam being, as a rule, far too high-spirited to consent to a matrimonial union which does not place them upon a social equality with their husbands.
The first instance was that of Miss Mary Esther Lee, who, on marrying morganatically Prince Frederick of Schleswig-Holstein-Sonderburn-Augustenburg, was created by his friend, the Emperor of Austria, a Princess of Noer in her own right. This title she bore until several years after the death of Prince Frederick, she married the German General, Count Waldersee, since when she has been known by his name.
The second case is that of Miss Elsie Hensler of Boston, who, on contracting a morganatic marriage with the late King Ferdinand of Portugal (grandfather of the present king), was created Countess of Edla. The third case must necessarily be that of the New Orleans heiress, Bertha Lewis, who was led to the altar in London on August 24 of last year by Prince Charles Isenburg-Birstein, unless he himself had, at the time of his marriage, surrendered all his rights, prerogatives and status as a Princess of his house, just in the same manner as Count Pappenheim was compelled to do when he married Miss Wheeler of Philadelphia. The union of Prince Isenburg has until now attracted relatively little attention, but seems destined to come to the fore in connection with the somewhat sensational suit for unpaid commission which is being brought against the Prince by the broker who placed him in communication with his American bride. This is the first occasion on which an action of this kind has ever been brought in regard to any of these so-called international marriages—that is to say, union between impudentious nobles of the old world and wealthy daughters of the new world. But it by no means follows that this is the first case of a failure on the part of the bride and bridegroom to pay the stipulated commission to the negotiation of what is in nine cases out of every ten a purely commercial transaction.
Morganatic marriages are but little understood in this country, where they appear to be regarded in the light of something immoral. This is far from being the case. The position of a morganatic wife is perfectly respectable. Her union receives the sanction and the blessing of the church, and the only way in which it differs from an ordinary marriage is that the troth is plighted with the left hand instead of the right, and that the rights of the inferior of the two contracting parties are limited. Indeed, the word "morganatic," derived from the Soandina-vian verb, "morgyan" ("to limit"), implies as much. Thus a morganatic wife has no right to her husband's title or fortune.
A Broad Minded Divine.
EVERYONE IN SYRACUSE KNOWS REV. S. R. CALTHROP.
A Scholarly, Christian Man and a Beloved Pastor, Who Believes in Training the Body as Well as the Mind.
REV. DR. CALTHROP, SYRACUSE, N.Y.
The twenty-ninth day of April is a notable day in the history of the May Memorial Church in Syracuse, as it is the anniversary of the installation of the Rev. Samuel R. Calthrop, D. D., the eminent divine who so long has ministered to them spiritually as pastor of the Church.
Dr. Calthrop was born in England and received his preparatory scholastic training at St Paul's School, London. Entering Trinity College, Cambridge, he soon became a bright figure in that brilliant coterie of scholars, literary men and wits that followed in the traditions of Macaulay and his associates at the university. In the middle of the century he visited Syracuse and received his first impressions of the young city that nearly a score of years later he was to choose as his home and in which his labors have been so long and effective. The masterly palpit addresses Dr. Calthrop have had their fundamentals drawn from the deepest research. His people have been instructed by him, not only in things spiritual, but in the elements of the broadest culture, in literature in art and science. His young men have been taught a muscular system of morality. In these and in many other ways has he endeared himself to his congregation, which is one of the most highly cultured and wealthy in the city.
Dr. Calthrop has a striking personality. To the eye he is a most picturesque figure. His head and face, framed in luxuriant masses of silky, snow white hair and beard, are of the type of Bryant and Longfellow. Although over seventy years old, his rather sparse figure is firm and erect, and every movement is active and graceful. His whole life long he has been an ardent admirer and promoter of athletic sports, and even at his advanced age, plays tennis with all the vigor and skill of a young man. To Syracusans, perhaps, this remarkably versatile man is most widely known, apart from his profession, as a scientist.
On a bright April morning a reporter followed the winding driveway that curved this made me lame for years, and from time to time the weak knee would give out entirely, and the swelling would commence. This was always occasioned by some strain like a sudden stop. The knee gradually recovered, but always was weaker than the other.
About fifteen years ago the swelling recommenced, this time without any wrench as all, and before long I realized that this was rheumatism settling in the weakest part of the body. The trouble came so often that I was obliged to carry an opiate in my waistcoat pocket, but in going to a conference at Buffalo I forgot it, and as the car was damp and cold, before I got to Buffalo my knee was swollen to twice its natural size.
I had seen the good effects that Pink Pills were having in such cases and I tried them myself with the result that I have never had a twinge or a swelling since. This was effected by taking seven or eight boxes.
I need not say that I am thankful for my recovered independence, but I will add that my knee is far stronger than it has been for thirty-five years.
I took one pill at my meals three times a day.
I gladly give you this statement.
Yours,
S. R. CALTHROP.
Since writing this letter Dr. Calthrop has not had any visits from his old enemy and is even more cordial now in his recommendation of Dr. Williams' Pink Pills than he was then.To the reporter he said:
"I am continually recommending Dr. Williams' Pink Pills to acquaintances and those I chance to meet who are troubled with rheumatism or locomotor ataxia."
"Pink Pills," continued Dr. Calthrop,"are the best thing of the kind I know of." They are infinitely superior to most medicines that are put up for sale. I know pretty well what the pills contain, and I consider it an excellent prescription. It is such a one as I might get from my doctor, but he would not give it in such a compact form and so convenient to take."
"I recommend the pills highly to all who are troubled with rheumatism, locomotor ataxia, or any impoverishment of the blood."
Dr. Williams' Pink Pills for Pale People have an enormous sale. An analysis of their properties shows that they contain, in a condensed form, all the elements necessary to give new life and richness to the blood and restore shattered nerves. They are an unfailing specific for such diseases as locomotor ataxia, partial paralysis, St Vitus' dance, sciatica, neuralgia, rheumatism, nervous headache, the after effect of la gripe, palpitation of the heart, pale and slow complexions, that tired feeling resulting from nervous prostration; all diseases resulting from vitiated humors in the blood such as scrofaula, chronic crysalpa, etc.
They are also a specific for troubles peculiar to females, such as suppressions, irregularities and all forms of weakness. They build up the blood and restore the glow of health to pale and sallow cheeks. In men they effect a radical cure in all cases arising from mental worry, overwork or excesses of whatever nature. There are no ill effects following using the use of this wonderful medicine, and it can be given to children with perfect safety."
A Possible Explanation.
Why was St. Andrew selected to be the patron saint of Scotland? This question has exercised clerical and lay curiosity, but has not been satisfactorily answered unless the explanation offered by the archdeacon of Calcutta at a dinner which he attended on St. Andrew's day be confirmed as final. "Gentlemen," he said, "I have given this difficult subject my thoughtful consideration, and I have come to the conclusion that St. Andrew was chosen to be the patron saint of Scotland because he discovered the lad who had the loaves and fishes!" —London Telegraph.
She Endures More.
A recent lecturer says: "Fewer women commit suicide than men. This is because woman makes less protest against her circumstances of life, has more endurance under its calamities and is more resigned." Why does she protest less and endure more? Is it merely a matter of habit?
