HAPPENINGS OF THE WEEK
Municipal Tax Levy $1.15 on the Hundred Dollars.
October 13th Fixed upon as the Date for Opening Bids for the Purchase of City Bonds—Latest Reports Upon Right of Way and Railroad Matters—Anaheim Has Still a Show for the Railroad Spur—Democrats and Populists Will Fuse on the County Ticket—The Man With a Bell—All the News of the Week—Local Brevities—Minor Mention.
The City Trustees held a short but interesting session on Tuesday evening. In the absence of Mayor Rust, who is camping at Catalina, Trustee Helmsen occupied the chair, and there were present Trustees Groat and Conrad. Absent, the Mayor, and Trustee Lewis, who is having an outing at the Landing.
The Ordinance Committee reported Ordinance No. 118, levying the property tax for the fiscal year 1896-97. The levy provides revenue for the city government during the coming year as follows:
For the ordinary annual expenditures, 50 cents on the $100.
For paying the annual interest on the city's indebtedness, incurred for the construction of City Hall, etc., 32 cents.
For annual interest and one-fortieth of the indebtedness incurred by the erection of the city electric light plant, 10 cents.
For paying the annual interest on the indebtedness incurred in the recent election for the increase in the electric light and water works, 23 cents.
Total levy, $1.15 on the $100 of property valuation.
Ordinance No. 117, providing for the sale of municipal bonds, went over, in the absence of the Mayor, the statutes requiring it to be signed by him. Two years ago when the ordinance providing for the electric light election had to be graced with his signature, the Mayor was camping in Strawberry Valley, and the City Clerk was dispatched post haste in quest of his signature. His race against time up the mountain side and back marveled at length in these colds.

Dr. Barter has offered $50 on condition that the road be shifted from his ranch, but if the railroad company cannot see their way to shift it then Dr. Barter accepts the inevitable, and will shift his house and barn and dig up about twenty three-year-old fruit trees. Not a bad sort of a man is Barter, his nearest neighbors being judges.
Now that a flag station and siding are to be built beside the Clair postoffice and store, its proprietor, Mr. J. M. Gilbert, has had several flattering offers for his interest in the concern. Indeed, even at this early stage of the factory enterprise, strangers are casting longing eyes on some of the neighboring ranches, and some of them will doubtless change hands before long.
The late Doe Garner of Santa Ana was well known in Magnolia where his eminent services as a veterinary surgeon were highly appreciated. His death is very much regretted by a large circle of friends.
Mrs. Withe of Alamitos died on Sunday. Her illness was very short and her death sudden and unexpected. She was buried on the day of her death in the Alamitos cemetery.
THE RIGHT OF WAY.
ANAHEIM HAS STILL A CHANCE FOR THE SUGAR FACTORY ROAD, BUT IT WILL TAKE SOME MONEY TO GET IT.
When Mr. John Meredith read our "Curse of Cain" editorial in our last issue, setting forth the fact that Anaheim was upon the point of losing the Southern Pacific spur to the Alamitos factory, he walked over to his neighbor, Mr. Shanley, and said that if Anaheim were to lose the railroad, it would be the direct calamity that ever happened to the locality. He forthwith announced his purpose that if it was not then too late to contribute toward purchasing the right of way, he would give $50 for that purpose.
Mr. Meredith's position is precisely that of hundreds of others, who did not know we were so near being wrecked upon the rocks of parsimony.
We personally never expected, when we wrote last week, to refer to this right of way matter again. At that time it appeared that the road would go to Norwalk; but to-day, with the route to the factory surveyed from Norwalk, and the right of way guaranteed by the Norwalk people, there is yet a chance for Anaheim to get this road.
Mr. Boschke, the assistant chief engineer of the railroad company, said at the Southern Pacific depot on Tuesday morning that the route from Norwalk to the factory could be built for $25,000 less than from Kleinigkeiten.
—The floor of the Sandwash bridge needs repairing.
—The public schools open on Monday week, Sept. 7.
—St. Catherine's School will reopen for the fall term Tuesday, Sept. 2d.
—How much will you give to buy the right-of-way from this city to the Alamitos factory?
—The Farmers' Institute meets at Fullerton to-morrow and Saturday, Aug. 28th and 29th.
—Boyd and Hatfield have put in a new billiard table, and have now three fine tables for experts with the cue.
—Center street is now being sprinkled from depot to depot, and the change is highly appreciated by travelers.
—The Republicans of Garden Grove held a rousing meeting on Tuesday evening which was addressed by local speakers from Santa Ana and this city.
—Prof. Frantz has painted the front of his establishment, and adorned the interior with a new wall paper, and his place has a new and very trim effect.
—The telephone poles strung along the road north and south of town are an sightly disfigurement of the public thoroughfare.
—The program for the Turners' picnic took place at Curtis' grove on Sept. 6th apiece among the new advertisements on this second page this morning.
Miss Kate Champlin is acting as Secretary of the water company during the temporary absence of Mr. Blennnerhassett, who is spending the week at Catalina.
—Joe Hatfield went down to Newport on Tuesday on a fishing expedition, and returned with one of the finest specimens of the juny tribe that has been seen in town many a day—a ten-pound yellowtail.
—the railroad rate to Los Angeles, which was recently raised from $145 to $160, has started the people traveling by carriage, and every day or so one bears of parties being arranged for to make a trip by livery ride.
—It is stated that the name Corona which South Riverside recently adopted by a voice of people has been objected to by Postmaster-General on account of its similarity to a name in the northern part of the State, and the South Riversiders will have no select another name for themselves.

The City Clerk had on that occasion for a companion none other than the well-known diplomat, Count Friedrich Ruhman, and the Duke of Schleswig-Holstein returned with the ordinance properly signed, so that the procession might move along uninterrupted. It was a race against time, and the City Clerk won, although Count Ruhman's hair turned to a perceptible curl as the stage driver galloped his horses down the hill, turning about short curves at dizzy heights on the mountain sides in the light of a waning moon in the early morning hours.
This trip there is nothing to hurry about, and the pilgrimage which the City Clerk looked forward to with longing eyes, to Catalina and return, will not eventuate; and the ordinance will remain unsigned until the Mayor's return.
Resolution No. 21, closing up Carlton avenue and Kraemer street, in Mr. Zeyn's vineyard, was passed, and the work of legally closing up the two thoroughfares which were never opened, was inaugurated by the full vote of the board.
The Clerk reported that the water company had repaired the broken bridge on Thalia street.
The committees having in charge the matter of closing the ditch in front of Fred Mickle's property on Center street, and of establishing new water rates, were not ready to report, and were granted further time.
Under the head of unfinished business, a letter was read from a Pittsburgh firm offering to sell electric light carbons at $22 per M., 25 per cent off, f. o. b. in Pennsylvania. This is a cheaper rate than the city has been getting carbons for, and the Clerk was instructed to order a thousand.
The board discussed the matter of advertising for bids for the municipal bonds. The City Clerk is already in receipt of a number of inquiries concerning them. October 13th was fixed upon as the day for opening the bids, although Trustee Conrad argued in favor of deferring the date until after the election. The advertisement was ordered in the Gazette, and Los Angeles Herald and Investor.
Engineer Des Granges reported installing ten electric lights in Frantz's barber shop, and the board adjourned.
COUNTY FUSION.
DEMOCRATS AND POPULISTS WILL FUSE ON A COUNTY TICKET—PRIMARIES ON THE 5TH, AND THE CONVENTION ON THE 12TH.
The Democratic County Central Committee met in Spurgeon's hall, Santa Ana on Saturday, August 22, at 3 o'clock p.m. with D. M. Baker in the chair, and in the absence of C. C. Monoghan, W. L. Metcalfe acted as secretary.
After considerable discussion the date of holding the primaries was fixed for Saturday, September 5, and the convention for September 12.
A committee of four, consisting of F. O. Daniel, W. M. Spurgeon, J. J. Boothy, and W. L. Metcalfe, was appointed to confer with a like committee from the Populist ticket.
Mr. Meredith's position is precisely that of hundreds of others, who did not know we were so near being wrecked upon the rocks of parsimony.

At that time it appeared that the road would go to Norwalk; but to-day, with the route to the factory surveyed from Norwalk, and the right of way guaranteed by the Norwalk people, there is yet a chance for Anaheim to get this road.

The distance from Norwalk is about six miles and a quarter, and from here upwards of nine miles. The Norwalk people stand pledged to get the right of way.
Yet there is one last lingering hope for us. The railroad people have decided—very generously we must say—to give us another show. The proposition is this: If a right of way can be secured for them from this city, they will put in the road from here, but the matter must be closed up this week. If the matter be not closed up by next Saturday evening, then good-bye to the road. It then goes to Norwalk.
The committee on right of way seems to have adjourned sine die. They started in with a burrain and a rash, but we grieve to say they became overcome with ennail all too quickly. Better men do not live in the community, but so far as getting the right way for this road is concerned, they have not achieved conspicuous success—on the contrary, quite reverse.
Tim Carroll is the one conspicuous member of the committee in whose favor exception must be made. In company with Judge L. G. Marks he has been interviewing the property owners along the line since Wednesday last, and good work has been done.
On Tuesday Judge Marks had gone over nine miles of the route, extending from the factory to the curve, and had secured some fourteen deeds to right of way.
Mr. Carroll has also done active personal work along the line, and great credit is due him and Judge Marks, as well as to Mr. Capitain for his active endeavors to bring the road to this city.
It was announced on Tuesday that it would probably require $2500 to secure the right of way. This figure is higher than that given last week, but it is thought to be approximately more accurate than first e imates.
Those who subscribe may pay 25 per cent of their subscriptions, and the balance in quarterly installments monthly, giving them three months to pay it in.
Subscription lists will be out this morning, and if we can raise money enough to get the right of way by Saturday night, we get the road. If not, it goes to Norwalk.
Mr. Meredith has started the ball; let him enlist his active endeavors in this righteous cause, and get his neighbors to follow his example.
THE LATEST.
Yesterday afternoon it was reported that the Norwalk people were working like beavers, and had the survey and right-of-way matter about closed up.
Unless we get in and dig to-day our name will be everlastingly Dennis.
INTERESTING RUMOR.
It was reported last evening that a Santa Ana man left for San Francisco yesterday with papers guaranteeing the right-of-way to the sugar factory, and a bonus of $5,000 if the branch were built from that city.
As we go to press, we are assured this report is authentic.
Men and brothers of Anaheim shall we have this road, or are we to live in a one-horse Sleepy Hollow town all the days of our lives?

Numerous speeches were made favoring the combination and predicting the success of such a ticket.
A general invitation was extended to all the precincts in the county to attend a meeting to be held in Anaheim Saturday, August 29, at Music Hall for the purpose of forming a Bryan Silver League.
MAGNOLIA NOTES.
The weather has been on its best behavior for the past week, and it was quite a relief from the hot scorching days of the week before. The nights, too, have been simply perfect—the moonlight glittering through the trees, or lighting up the green alfalfa fields, and the calm sweet stillness, so characteristic of country nights, brooding over all the scene.
It's a picture by the great painter, well worth looking at, and the rancher sitting on his porch smoking his evening pipe, enjoys it to the fullest. It is one of his compensations, these moonlit nights. The moon seems to have been made for him. What a different shadow she throws on the hard brown city pavement, from the soft lingering touches with which she strikes the alfalfa field or breaks into a thousand prisms through the dark eucalyptus grove. To see a moonlight in all its lambout beauty, its poetry and soft sweetness one must live in Magnolia.
"The devil's in the moon for mischief; They who call her chaste Methinks begin too soon their nomenclature. There's not a day, the longest—Not the twenty-first of June, Sees half the mischief in an evil way, On which three single hours of moonshine smile, And yet she looks so modest all the while."
It was in the moonlight lately that Dr. Barter's strawberry patch was raided. It was in the moonlight that the coyotes stole 20 of Joe Hill's chickens, and in the same light some prowling thief ran away with the milk stands along the road.
John Timney and Robert McClintock returned from the hot springs on Friday. They report a crowd of 200 people on the grounds, and the days rendered intolerable with flies and the nights with mosquitoes.
The number of horses staked around the springs account for the plague of flies, and the mosquitoes were there to lay up a stock of energy preparatory to their Fall work on the residents of the valley.

The Bridge Committee was instructed to enter into a contract with the Los Angeles Paving Company for paving the floors of the bridge between Anaheim and Fullerton, as well as two small bridges on Fifth street, beyond the city limits of Santa Ana.
A communication from J. L. Maude of the Bureau of Highways was received asking the privilege of meeting with the Board of Supervisors and other parties interested in good roads. They met with the gentleman yesterday.
A new voting precinct was formed to be known as the Newport Beach precinct.
There was a partial eclipse of the moon on Saturday evening beginning at half past 9 o'clock and continuing until midnight, but owing to the cloudy condition of the atmosphere observations of the phenomenon were unsatisfactory.
Mr. Ball, Sr., who lives three miles west of town was taken very sick while on his way to town on Monday last, and was compelled to return to his home. He became worse and passed into a comatose condition and remained so until yesterday morning when he became partly conscious and is thought to be improving. Dr. Champion is in attendance upon the case and hopes that his patient will soon be all right again.
The announcement of F. O. Daniel of Santa Ana as a candidate for Superior Judge, subject to the action of the Democratic county convention, will be found under its appropriate heading this morning. Mr. Daniel is the first Democratic aspirant to appear for this office, and is well qualified to fill the duties of the place. We know him as an upright citizen and a staunch friend, and know of no one in the ranks of the unterrified more worthy of the nomination than he.
Word comes to us that the Sisters at the Academy would appreciate donations of fruit and melons from the farmers and horticulturists of the neighborhood, for the orphans now under their care, who now number upwards of a hundred. No donations of fruit have been received by the Sisters so far this season, which is hardly what they ought to expect, living as we do in this land where such quantities of fruit goes to waste annually. We hope the mere reference to this fact will result in liberal contributions of fruit and melons to the Academy before the week is over.
The palatial residence of Col. Northam at La Mirada was destroyed by fire shortly after 7 o'clock last Saturday evening. The fire is supposed to have been started by mice nibbling matches in the garret, a workman repairing the electric wires some days previous being supposed to have left some

Engineer Schneider of the water works is taking a lay off at the beach. Mr. Wagner of Los Angeles is taking his place.
Mrs. J. H. Bulger, who has been visiting at the home of Supervisor Potter, has returned to her home in Norwalk.
Judge L. I. Marshall, a prominent resident of Deming N. M., paid a short visit to the family of Dr. Bailey last week!
Mrs. Hamrick returned to her home in Olive last Friday after a visit of three weeks to her sister, Mrs. Farquhar, of Los Angeles.
Miss Marie Horstman returned on Sunday from a three weeks' visit with relatives and friends at San Francisco, Monterey and San Jose.
Sheriff Nichols was in town on Monday on a short business trip connected with his office, and took a run over to Fullerton and back in time to catch the 3 o'clock train for home.
James Rimpau and wife spent a couple of days in Anaheim last week before going to San Pedro, where Jim has a position in the telegraph office of the S.P.
F.C. Gay, general freight agent of the Santa Fe, with headquarters in Los Angeles, has been transferred East, and E. Chambers, hitherto assistant general freight agent, has been appointed to that office in his stead.
David Heap, secretary and business manager of the Throop polyclinio of Pasadena, was in town yesterday in the interests of that institution. Mr. Heap informs us Throop will be stronger in its departments this coming year than ever before.
Mrs. M. Everharty contemplates leaving for her old home in Mattoon, Ill., shortly, to reside permanently. Her daughter, Mrs. Julius Schneider, will probably join her for John L. Amlin, father of Mrs. Mary Foster, who last week became Mrs. Pierce, was on Saturday granted a list by the Los Angeles County Clerk to Mrs. Sarah A. Chamberlain. Mr. Amelia Father Meyer of Los Angeles, President St. Vincent's College, was in town on a visit on Tuesday, accompanied by Mr.Henrya student of the college. It is ten since Father Meyer visited in this city; she improvements during that time have such that he remarked on looking up C Street that he could hardly recognize thoroughfare.
Count Bozenta and Madame Modesta were the guests of Mrs. Langenbergering the week, and on Monday took departure for Los Angeles en route to Torrey, where the Madame will go to recite her shattered health. On Saturday were the guests of Mrs. Northam, a Colonel's palatal home at La Mirada returned to this city on the afternoon.A few hours after their leave-taking Northham's residence was entirely destined by fire.
Prof. R. L. Bisby of the Orange City business college was in town yesterday; she interests of that rapidly advancing progressive institution of learning. Professor informs us the school will be equipped this coming term than has already a large enrollment scholars.The railroads have made duced rate of $5 for 60 trip tickets to students of this college,and the Professors a number from this part of the city.The Fall term opens Sept. 7.
