HAPPENINGS OF THE WEEK
The City to Have a Telephone Exchange.
The Trustees at Their Meeting Tuesday Evening Adopt a Franchise Resolution, and Call for Bids for the Erection of Telephones in Town—Wedding of Mr. W. T. Brown and Miss Alice Bealzley, and Mr. Pleasant Brown and Miss Kate McDonald, at Rev. Benizley's Residence Yesterday—Los Angeles and Santa Ana Odd Fellows Capture the Town—Dr. Flournoy's Office Destroyed by Fire Early Yesterday Morning—The Heets to Be Rushed Out, and the Season to Close Next Friday—Minor Notes.
The City Fathers met in regular session at the City Hall on Tuesday evening; present Trustees McWilliams, Lewis and Helmsen; absent Rust and Conrad.
By unanimous consent Mr. McWilliams of the barranca district on Broadway was called to the chair, and he presided over the deliberations of the meeting in that calm and impressive manner that showed conclusively that the honors rested lightly upon him.
Marshal Steadman reported the collection of $540 35 for licenses, water and electric lights, of which $27 01 went to him as commissions, and the balance ($513 34) had been turned over into the municipal treasury.
Treasurer Goldwater reported a balance of $2654 96 in the general and sinking funds.
Clerk Nebelung reported that he found $2284 60 in the city treasury, the difference between his figures and those of the Treasurer being accounted for by reason of the fact that the last payment of taxes by the Tax Collector had been turned in after the making out of his account.
Trustee Helmsen of the Finance Committee reported they had examined the reports of the city officials for last month and found them correct. No purchases of any extent had been made during the tortnight, except some supplies for the water works.
Trustee Lewis of the Ordinance Committee reported a draft of a franchise granting the Sunset telephone company the right to maintain a telephone exchange in town. The same was passed, and the notice inviting bids for bills aggregating $2,090 84 had been audited and ordered paid. Of this amount $1328 29 was for quarterly interest, and $493 05 ditch expenses.
A communication was read from J. B. Stone setting forth that some of his walnut trees had been burned by an employee of the company starting a fire in the ditch running along his property for the purpose of destroying trash that had accumulated in the ditch by the Santa Ana wind. Mr. McFadden stated that Mr. Stone had handed him the communication just as he was coming to the meeting, and the latter gentleman had expressed a wish that the company send some one out as soon as possible to view the extent of the damage and take steps to indemnify him for the same. He wished, however, that Mr. Crowther be not sent, because he never sees any damage, no matter how much the damage might be.
Mr. Crowther suggested that he be one of a committee of two to go out and view the extent of the loss. The chair appointed Crowther and Nebelung as such committee.
Mrs. Langenberger wrote saying that some sixty feet of her cypress hedge and likewise some of her walnut trees along the ditch had been burned, by the negligence of the company's employees, and asked that the company take steps to view and adjust the damage. To the same committee.
Mr. Crowther spoke eloquently in derogation of the practice of bringing in claims for damages against the company where trivial losses had been sustained, saying that he had never done so, although he had frequently been more or less damaged by the breaking of the ditches and his land overflowing. Only recently the ditch at his place had been clogged up with brush, and when the water came down it had run over his land and swept a lot of walnuts away. Yet he brought no claim against the company for damages, although the water had overrun his land for several hours.
Mr. McFadden figured up that at the current rates for water, Crowther had received $6 worth, and moved that he be charged therefor. [Smiles.]
Mr. Spencer brought up the matter of Mr. Browning's desire to have a pipe substituted for the cement ditch at his crossing, he to stand the extra expense. Granted. Also the matter of appointing inspectors for the cement work on the Browning and Placentia ditches.
Supt. Sheppard was authorized to act as inspector of work on the Placentia avenue ditch, and L. Johnson inspector of the Browning ditch, the latter to receive $1 75 per day.
The matter of a suggested change on the ditch running along Mr. Hetebrink's place was referred to the Engineer.
A warrant was ordered drawn in favor of Clarence Groat in the sum of $59 in final payment for cement work on West Broadway.
Mr. Spencer referred to the work of cementing the ditch from East street west and ditch expenses.
Frank Gates is building a cottage on the corner of Center and West streets.
Gunsmith Spoerl is preparing to occupy the premises recently vacated by Doctor Paschall.
Miss Cora Lewis will open a dancing school for adults at the Del Campo next Tuesday evening.
Painter Nemetz is engaged in painting couple of signs for Jos. Backs' furniture and undertaking rooms.
The Santa Fe company contemplated putting on a late afternoon train to Los Angeles, to pass Anaheim at about 4:15.
A competitive drill between Company G and the Santa Ana company, to take place on Thanksgiving Day, is being agitated.
Judge Pierce has decorated his desk with some fine specimens of corn, four ears to the stalk, grown on his place south of town.
Monday was Labor Day, and the bank and Postoffice were closed, the day being legal holiday, but otherwise business in town went on uninterruptedly.
There was no quorum at the meeting on the orange association yesterday, and the election of a new Board of Directors was delivered until Wednesday next.
Miss Clara Mosseman the fashionable milliner will have her fall opening on Monday next and following days, and invites all the ladies of the community to call.
While learning to ride a bicycle at the Del Campo Hotel on Saturday evening, Mrs. L. Browning had the misfortune to fall and dislocate the left arm at the elbow.
Mrs. Fred Maurer and her niece, Miss Olga Kuinzel, arrived on Tuesday from Milwaukee, where Mrs. Maurer visited with friends and relatives for two months past.
Max Nebelung yesterday moved his force of walnut shippers from the Southern Pacific warehouse to the Germain warehouse at the Santa Fe, on account of requiring more room.
The Supervisors on Tuesday opened their following bids for road work in the canyon up near Peralta: J. W. Damron, $800; L. A. Evans, $820; E. E. Webb, $827 50. That was close bidding. The work was awarded Damron.
The money order window at the Post office has been decorated with a stout iron grating, which John Schanham has put up ungrateful

Trustees Lewis and McWilliams of the special committee appointed to visit Santa Monica and Santa Ana to inspect the electric light works and come to some conclusions as to what was necessary to do in the matter of the unsatisfactory working of the armature in the works here, reported that at Santa Monica they had been shown through the works, and had discovered that a wooden pully lessened the vibration, so much so that they recommended that with the substitution of a wooden pully for the one now in use the plant be accepted and the balance remaining due upon the works turned over to the contractors. The Clerk was instructed to notify Griffes & Sumner to that effect, and if Griffes will kindly dream on and picture to himself the putting in of a wooden pully and the elimination of the vibration that tends to interfere with the burning of the electric lights, he will be $500 ahead the next time he comes to town.
A vote of thanks was tendered Mr. J. J. Davis, manager of the Santa Monica electric light works, for courtesies shown the committee while in that slow town.
A communication was read from J. H. Wilcutt, secretary of the Southern Pacific, stating that Mr. Muir's action in accepting of the recently enacted franchise giving them a right to operate their road on Santa Ana and Olive streets was approved by the Board of Directors of the company. Filed.
The Landlord brought up the matter of the insurance on the City Hall, which had expired. The Clerk was instructed to reinsure the building in some responsible company at lowest rates.
Trustee Lewis suggested that a notice be published asking for bids for the sprinkling of the streets. Agreed to. The same will be found on the second page this morning.
Bills to the amount of $889 13 were audited and ordered paid.
A letter was received from Griffes & Sumner asking a settlement on amount remaining due on the electric works. The Clerk was instructed to inform them of the action taken by the board.
A petition signed by Messrs. Zeyn, Gunther, Hildebrandt, Hardin and Goech was received asking that a fire hydrant be placed at the corner of Los Angeles and Sycamore streets. To the Public Improvement Committee with power to act.
Bernardo Macarri wrote asking permission to erect a barn on Chestnut street, between Lemon and Clementina streets, within the fire limits, the same not to cost over $50. Granted and adjourned.
THE WATER BOARD.
AN INTERESTING DISCUSSION RELATIVE TO THE PROPOSED ENLARGEMENT OF THE DISTRICT, WHICH ALL FAIR-MINED STOCKHOLDERS SHOULD FAVOR.
The water board met on Saturday afternoon in regular session; present Directors Ryan (in the chair), McFaddon, Spencer, Nebelung and Crowther.
Mr. Crowther reported on the alleged damages sustained by Mr. Mekeel by the overflow of the ditch on East street, for Mr. Spencer brought up the matter of Mr. Browning's desire to have a pipe substituted for the cement ditch at his crossing, he to stand the extra expense. Granted. Also the matter of appointing inspectors for the cement work on the Browning and Placentia ditches.
Supt. Sheppard was authorized to act as inspector of work on the Placentia avenue ditch, and L. Johnson inspector of the Browning ditch, the latter to receive $1 75 per day.

Mr. Spencer referred to the work of cementing the ditch from East street west and south to the southwest portions of the district. He desired very much to see work upon this begin as soon as possible, and as the matter had been deferred to this meeting, he called it up for the purpose of taking some action upon it.
Mr. Crowther said that the ditch ought to be cemented, as the company would sell $15,000 worth of new stock thereby and $1,000 worth of water yearly.
Mr. Nebelung, referring to the published charge that some of the Directors wanted to "unload" their stock, asked whether it could not be made plain to stockholders that the new stock would have to be treasury stock.
Mr. Crowther said he knew of no Director who had any stock to sell—he had none, and he was quite sure that Mr. Botaford, who was debarred from attending the meeting on account of the illness of his wife, had likewise none to dispose of.
The chair stated that in the matter of placing of new stock, it was for the board to say, after the stockholders had voted affirmatively upon the proposition to increase the district, just how this stock should be placed. The board now have applications on file for between seven and eight hundred acres of new land to be covered with stock, and have a block of 160 acres desiring to make application to come in. All of the propositions now on file make offers, some to build ditches, as Mr. Nutt's for instance, or to give right of way, but the board is committed to no policy for building or maintaining new ditches unless it be to interest the company to do so.
The new stock would be sold to them at not less than $15 per share—some might have to pay more, it would all depend upon where their land was or how many new shares were in the neighborhood. The Directors personally had no stock to sell—he had none, and he was quite certain that Mr. Botaford, against whom the fire of the opposition seemed to be concentrated, had none to dispose of. This new stock would therefore be treasury stock, and after the voting of the increased territory by the stockholders, the board would place it in such manner as would best subserve the interests of the stockholders of the company. Each application for admission will be treated separately by the board, and in accordance with the conditions surrounding each case, as it would be manifestly unfair to present stockholders to admit land some distance, even a mile or two away, into the boundaries upon the same terms as those now enjoyed by the present stockholders.
After further discussion about cementing the ditch running from East street to southwestern end of the district was deterred until first meeting in November. If the enlargement is not voted, and the stream now going to waste is not utilized, it would be folly to go to the expense of cementing it.
A committee consisting of Nebelung, McFaddon and Botaford (the chair to be ex officio a member and to act with them) was appointed to draw up a statement to stockholders counselling the increase of the district, setting forth facts in support of their position, and likewise disputing some of the idle reports now in circulation concerning the increase.

THE WATER BOARD.
AN INTERESTING DISCUSSION RELATIVE TO THE PROPOSED ENLARGEMENT OF THE DISTRICT, WHICH ALL FAIR-MINDED STOCKHOLDERS SHOULD FAVOR.
The water board met on Saturday afternoon in regular session; present Directors Ryan (in the chair), McFadden, Spencer, Nebelung and Crowther.
Mr. Crowther reported on the alleged damages sustained by Mr. Mekeel by the overflow of the ditch on East street, for which a demand for $50 had been made. He had gone over the ground carefully with Zanjero Stone, and had failed to find any evidences of damage whatever. As he had not had a chance to interview the owner, he was given until the next meeting of the board so to do, and the matter went over.
Mr. McFadden brought up the matter of substituting a ditch for the contemplated pipe line near Mr. Abbey's land. Engineer Rogers had run a line over the route, and suggested that a ditch would be more satisfactory than the pipe. Action deferred.

Treasurer Goldwater reported a balance in bank in favor of the company amounting to $6,940 73.
Supt. Sheppard reported a total expense account during September of $493 05, of which $360 was for regular employees; also construction account of $28 75. He recommended the cementing of fills Nos. 1, 3 and 6 and the Bixby fill, to avoid danger of washing out during the winter. The report was accepted and ordered filed, and the recommendations referred to the Engineer for estimates of cost, advisability and plans.
Engineer Rogers reported on work done on the Browning ditch and preliminary work on the Placentia ditch. Nothing had been done on the latter, except the preliminary work, on account of the water not being turned out; but work would begin on Monday. The survey of the ditch at Mr. Hatfield's land had been made between two rows of trees some six feet apart, and he advised that inasmuch as the piping would probably be rendered worthless by the roots in a couple of years, the route be placed at some other point. The subsequent discussion as to the advisability of substituting a cement ditch for the pipe line, as well as changing the line of the ditch, was ruled out of order by the chair, as if no enlargement of the district is voted by the stockholders at the meeting on the 19th, no cementing or piping will be done.
At the suggestion of Mr. Crowther, the engineer was instructed to have work begin on the Placentia avenue ditch early Monday.

It is rumored the Oxnards are negotiating for arrangements with the Chino ranch to raise beets for the factory, should the farmers refuse to accede to the proposed reduction. The Chino beet raisers are almost unanimous in their request for the maintenance of present prices, and will go out of the business rather than submit to the reduction. The rumor that beet raisers will be imported into Chino is not given much credence, nor is the other that the factory will close, should the Oxnards fail in their endeavor to procure cheaper labor.
As Mr. Hunter was about to turn his horse into the street from its place in front of this office, after having been to see us on a business call, his vehicle was run into by a bicycle ridden by young Priest of Fullerton, who came scorching down the street, evidently taking the thoroughfare for a race course. The bicycle was demolished, and its rider narrowly escaped serious injuries. Had the bicycle run into the horse the accident would no doubt have been attended by worse consequences, but as it was both rider and bicycle had to be taken home in a wagon.
The recent change in time in the arrival and departure of trains over the Southern Pacific has resulted in enlivening business at the Postoffice, especially in the morning, when three mails are made up and sent out inside a couple of hours. The first goes north at 8:13 on the S.P., the second is the regular 9:05 mail over the Santa Fe, and the third is the new 9:52 S.P. mail to Santa Ana and way. At 12:10 and 12:29 the kite track and San Diego mails come in at once, and during the afternoon the other mails conspire to keep the Postoffice officials on the jump most of the time.
The Odd Fellows of this city have in contemplation the erection of a lodgeroom that will be one of the architectural ornaments of the city. The structure will be of the latest design, of substantial as well as ornamental character, and will be located on one of the principal streets, the site, however, not having been as yet decided upon. The lodge is well to do financially, having several thousand dollars invested in good paying securities. It is the intention to call brethern rolled out soon after with their glee club singing, and so was terminated one of the pleasantest evenings ever held in the history of the lodge.
We encountered Chemist Wade in Prof. Fox's tonsorial establishment, being "pretied up" yesterday morning, and he informed us that orders had been received from Chino to get the beet crop out as soon as possible. Probably seven hundred tons will be shipped out this week, and the remainder will be closed out by next Friday. The tests of sugar and purity are lessening, showing that the beets ought to be gotten out, and the news that orders have been received to ship out the crop immediately will be gladly welcomed by the farmers.
On the evening of Monday, the 28th instant, Mr. Ludovich Opid, the celebrated cello player, will give a concert at the Opera-house, assisted by the Arnold Krauss string quartet of Los Angeles, and a number of amateurs of this city, including Miss Langenberger in a piano solo, and Mrs. Rogers and Mr. Dickel in a vocal duet. Mr. Opid has hitherto been referred to in these columns as one of the twenty cello players of the country, and ranks abreast of the best of them. His playing is marvelous in its execution and melody, and we feel safe in assuring those who attend that his efforts will well repay them for coming out to hear him. The Krauss quartet is composed of artists, and their music is regarded as being the best in Los Angeles. Mr. Opid is a nephew of Madame Modjeka, and his enforced stay in Southern California is because of the illness of his wife. His efforts to give us a high-class concert should meet with success.
It will be a pity if the report which reaches us that Silkwood is so lame that in all likelihood he will not be able to appear in the Santa Ana races should prove true. The report is that in his recent encounter with another horse in his corral he sustained such injuries to one of his legs that he is hardly in condition to make the race of his life against Waldo J. and Diablo, and that it is extremely doubtful if he enter the contest. The Fair management have every hope of having him start, and the fact that he is now at Ventura to enter the free-for-all pace there on Saturday, would seem to indicate that the rumors concerning his condition have been exaggerated. However, it is to be hoped that he may be able to start, and that he may be able to give a good account of himself in what horsemen say will undoubtedly be the greatest race of his life. Steve Devoe returned from Chino without making arrangements to raise beets there. At Pomona he encountered reports of dissatisfaction on the part of the Chino farmer, many of whom, he found subsequently, looked upon the lot of the farmers here as being vastly more advantageous than their own. The freight of 75 cents per ton from here to Chino they regarded as a mere bagatelle compared to the increased tonnage and superior saccharine qualities of the beets raised here, and many of the renters on the ranch were seriously considering the advisability of coming to Anheim to get land to raise beets. The Chino crop is but little more than half out, there being probably 25,000 tons yet in the field, and if rains should come many of these beets would be removed. Our beets are nearly all in—the entire crop could have been in a fortnight age, and this earlier ripening of the beets here, six weeks or two months in advance of those at Chino, is regarded as being not only an enviable advantage, but one of the greatest significance in an early and wet winter. Altogether Steve found that the farmers here are away ahead of those at Chino, and he returned to Anheim satisfied to remain in the best beef raising country that lies out doors.
Upwards of 31,000 tons of beets have been shipped to Chino from this point and neighboring sections, and on Monday morning it was estimated that between 1400 and 1600 tons remained in the fields to harvest. These are being shipped at the rate of 100 tons per day, and the season will therefore be wound up probably in a couple of weeks.
The tests are low, showing that the beets, having attained their ripened state some weeks ago, gain no sugar by being permitted to remain in the ground. In fact if the beets now coming in had been shipped three weeks ago, the percentage of sugar and purity would no doubt have kept up to the high standard of the fore part of the season.
