Last week we referred briefly to the qualifications of Theodore Lacy for re-election to the responsible office of Sheriff of this county. That he is the best fitted man in the county for the office which he now so capably fills, there is not a single man to deny. Let us give a single reference to the qualifications of his opponent, resident of this city, who was at one time City Marshal of Anaheim. When the Grand Jury of 1890 met, charges of misappropriation of funds in the Marshal's office were made, and the matter was investigated. On August 21, 1890, the Grand Jury submitted their report to the Superior Court, and from that report we quote as follows:
"Thirteenth—We have examined the municipal affairs of Anaheim and find that by investigation of the last eight months of ex-Marshal Smythe's term of office that he was short $143, and that the stub books for four months of that time are missing and cannot be found; and that the poll-tax receipt stubs for about $126, eight dollars of which only are accounted for in his sworn statement to the City Trustees at the time of his resignation, are lost.
"Smythe admits that he does not know, or has no means of knowing how much is actually due the City of Anaheim."
This is the accusation made by the Grand Jury, summoned and sworn to protect the interests of the taxpayers. The matter is still fresh in the memory of the people, to whose sovereign judgment it is left for decision at the polls.
The office of Sheriff is one of the most important in the county. It is necessary that an experienced and capable man be at the head of the office, so that the great volume of important business to come before it may be successfully despatched. Besides the necessary qualifications for the pursuit and capture of criminals and the handling of the vicious and desperate classes, the successful Sheriff must be possessed of more than ordinary business judgment. He must summon juries, levy attachments, and carry out the entecon tons of baled hay and ninety-five sacks of corn were destroyed. Mr. Geltter says that any help which his friends may render him in his misfortune will be gladly appreciated. As is well known he is paralyzed, and has been unfortunate in more ways than one. He is deserving of any charity which may be bestowed upon him and his family.
THE LOCAL CANDIDATE3.
A week from next Tuesday occurs the general election. The campaign thus far throughout the country has been probably the quietest ever held in recent history. The candidates at the head of the national ticket are these same as four years ago, and the campaign is being fought out with some light variations on the old lines. This is we think in great part accountable for the lack of demonstration, but there is underlying an enthusiastic interest in the election from one end of the country to the other that presages the polling of the largest vote ever cast at an election in this country. The final result will be awaited with interested concern by the entire people.
Coming down to home affairs and the local nonninees before the people, we may say that those nominated for office in this county embody the best material of the various parties presenting them. The selections in most cases have been made with disorientating judgment, and we believe the will of the people will be so expressed at the polls that the men best fitted to subserve the interests of the people will be called upon to assume the duties of office.
Among the candidates presented by the people of Anaheim there is our good-looking fellow townman, Coroner Ey, who is before the people for re-election as Coroner and Public Administrator. He has conducted the affairs of the office with fine executive ability these past two years, and if elected to a second term will undoubtedly do his whole duty by the people. Frank is especially popular with the ladies, and if we had woman suffrage would be out of sight on election day.
Opposed to him on the Democratic ticket is our well-known fellow-citizen, Dr. G. H. Bailey, who if elected will bring to the administration of the office a peculiar fitness in the fact that he is a practicing physician and surgeon, and will conduct the affairs of timent in favor of them while the City Water Commission every nerve to defeat them on the hills who obtain a quate supply of filthy water weekly sheet favoring the nouncing the City Water is distributed broadcast.

He must summon juries, levy attachments, and carry out the orders of the Court. The details of the office are intricate, and for their proper observance it is necessary that discriminating judgment and wise and mature deliberation be exercised in their administration that the interests of the people may best be subserved.
That Theodore Lacy is the man for Sheriff of Orange county is practically beyond dispute. He has made a brave and courageous officer in the discharge of his duties, he is known as the best Sheriff in Southern California, and the old man is as modest and retiring in disposition as he is fitted conspicuously to fill the duties in his office. Vote for him. A vote for Lacy is a vote for an honest, square-toed American citizen, who is the same obliging friend to you in his office as he is out of it. He is deserving of your vote. He is the best man up for the office, and is entitled to re-election. His election means a wise, clean and honest administration of the affairs of the Sheriff's office of this county.

This is the happy season of the year when the average and inoffensive citizen is way-laid upon the sidewalk and his pockets subjected to despoilment by sets of very charming young ladies who have interested themselves in the success of the coming Catholic Fair. And let us make haste to say right here that the man who would not run right into the arms—so to speak—of these amiable young ladies and deliver up to them the last nickel or dime in his jeans reclining, giving his mite freely in behalf of the cause of charity they so nobly represent, or who is mean enough to skip around the corner to eliminate himself from their vision, is we do not hesitate to say, ameanthing, and very little of a man at all. The evil thing is beyond redemption, and he shouldn't be invited to the Leap Year ball.
Every one should contribute his mite to the Fair. The ladies have been at great pains and no little expense to prepare the many articles to be placed on display, and their efforts in behalf of charity should be met in very liberal spirit by our citizens. Buy tickets in the raffles for the Lord knows what not, patronize the booths, and have your fortune told! This is the happy Fair time, and the ladies have the floor. The battle cry will be, Let no guilty hombre escape! The Lord loveth a cheerful giver!

This is the Doctor's first offense in running for office, and his friends reckon on doing the right thing by him.
Then we have our well-known fellow townman Dr. J. S. Paschall, who is the Populite nominee for Coroner and Public Administrator, and who is too well known to need extended reference at our hands. Suffice it to say that if the Populites should "weep the country" and land the Doctor in office he will be as efficient an officer as we could find within the county. His disinterested services in behalf of the sugar factory and his boss manipulation of the carcasses at our barbecue on the Glorious Fourth entitles him to the respectful consideration of every one in the county.
A vote for either of these three candidates is a vote for an honorable member of society and an intelligent gentleman. A clear track for all, and may the best man win.
For Surveyor we have H. Clay Kellogg, the present efficient engineer of our extensive irrigation system. Clay has lived in Anaheim a great many years, is well known by all as an enterprising and capable young business man, and is as good a surveyor as there is to be found in Southern California. If elected Clay will make a good officer and will do his whole duty by the people.
The other local candidates are all well known to our citizens, and nothing that we might able to say would furnish them new light upon the candidature of either. The candidates for Justices of the Peace and constables are known by all, and their qualifications to fill the offices they aspire to have been discussed for several weeks past. Undoubtedly the men best fitted to serve the people will be selected at the polls, for that is one of the distinguishing characteristics of the people of this section.
That enterprising newspaper, the Los Angeles Times, has issued a twenty-eight page Columbian number, with illustrations, statistics and historical descriptions of Southern California. The number is a very creditable one. Our contemporary finds its circulation increasing so rapidly that a new Hoe press has been secured to keep pace with its fast increasing circulation.
Mrs. Harrison died at the White House in Washington early on Tuesday morning.

We are in receipt of a circular letter signed by the Chairmen of the Republican and Democratic State Central Committees, urging us to aid in carrying the San Francisco Depot Act at the coming election. This we respectfully decline to do. We do not understand why the State should go into the business of depot building, and cannot see the propriety of endorsing a burden some indebtedness for the purpose of erecting palatial depot and ferry buildings in the city of San Francisco. The question is not a partisan one. It is one of dollars and cents. Those of our readers who would endorse bonds in $600,000 to put up the buildings, will vote yes; those opposed, no. Vote against the Act!
Get a sample ballot and mark it as you would vote it, at your leisure hours at home. When you get to the booth this will be a safe guide for the proper marking of your ballot. Then when you vote you will know that your ticket is voted right and will be counted. There will undoubtedly be a large number of ballots cast illegally and they will all be thrown out. Guard against having your ballot thrown out by getting a sample ballot and marking it at home.
Mr. Golter of Yorba writes to us to say that the fire which recently destroyed his residence and store left him penniless, and that the family is now living on the bounty of their friends and neighbors. The fire consumed everything, and there was no insurance. The entire stock of goods, the house and household furniture, the barn and savior.

Lacy has been and is a Sheriff worthy of re-election. Men of all parties agree upon the fact that no better man for the office lives in Orange county. The people will make a mistake when they vote against him. We taxpayers want an honest deal and the best men for local offices. As a Democrat we propose to look at our ticket and vote for the best man. No one has a mortgage upon our vote, and we never sell or betray our party, but stand by men and principle. Death to political conspiracies! The best men for the best places! Shake, old man!

During the past week the Los Angeles water question has been an all-absorbing one in that city, even eclipsing in interest the general election and the Columbian celebration. On the 2d of November the citizens will be called upon to vote for or against the issue of $525,000 bonds for the commencement of a municipal water system. The sen-
timont in favor of the bonds is very strong on the part of the general public, while the City Water Company is straining every nerve to defeat them. People living on the bills who obtain an utterly inadequate supply of filthy water are publishing a weekly sheet favoring the bonds and denouncing the City Water Company, which is distributed broadcast.
