Among the candidates who are now before the people soliciting their suffrages there is one who aspires to an office of especial importance, and to whom we desire to call especial attention. That gentleman is Theodore Lacy, the present efficient and painstaking Sheriff of this county. Two years ago Mr. Lacy was elected to the office which he now so capably fills by a majority of 625 out of a total vote of 3,100, defeating a popular candidate resident of the city of Santa Ana, and fully attesting his popularity and the confidence reposed in him by the people of the county. He had lived here and been in business for a long term of years, was known on all sides as a gentleman of business worth, and he possessed the cordial friendship of those of the people with whom he had come in contact. His administration of the office has been characterized by a forceful and clear-headed official capacity, with an energetic devotion to duty, and such strict regard for those economic business principles which should obtain in the administration of the affairs of his important office, that he is peculiarly entitled to the respectful consideration at this time of the voters of every section of the county. That Theodore Lacy has been untiring in the pursuit and capture of criminals, his taking of the horse thief Owens, after his escape from an incompetent deputy, and his spirited chase after the murderer Torres, which alone made it possible for his subsequent capture, abundantly attest. The Owens incident will be recalled by all residents of this county. Owens was a notorious horsethief, and had been convicted and sentenced to State Prison for a term of years. Somewhere above the San Fernando canyon, in the night time, he escaped from the deputy, while the latter slept, the train running at full speed, and made off in the darkness. At the next station Lacy was telegraphed to, and he started immediately in pursuit. Although the criminal had a hundred miles the country bretbren. VOTE AGAINST CORRUPTION! Do you know how to vote intelligently on the constitutional amendments that will be presented to you for your consideration on election day, and which you will find confronting you on the ballot that will be handed to you on going into the booth to exercise the right of suffrage? You ought to, yet we dare say there are not a hundred voters in this county who can tell off hand what those amendments mean, or how they should be voted. We therefore print them again, with brief references to them: The first amendment on the ballot is Assembly Constitutional Amendment No. 5. This provides that only the General Appropriation and Deficiency bills may contain more than one item. The Governor may veto one or more items and approve others. This is a wise provision, and is entitled to your support. The second amendment is Assembly Constitutional Amendment No. 7. It relates to the incurring of municipal indebtedness. Vote yes. The next two amendments are not worthy of your support and should be voted against. The first is Senate Constitutional Amendment No. 10. It would extend the session of the Legislature to one hundred days. This is a diagnoeal boodle scheme, and should be voted down. Vote against it! The next is Senate Constitutional Amendment No. 11. It provides for "more extended duties" for the Lieutenant Governor, and a more extended salary for him. It would pay him $4,000 per year, with great jobs of traveling expenses and "incidentals." He receives at present $10 per day during the sessions of the Legislature, with mileage to and from Sacramento, and that is quite enough for him. The amendment proposes to thrust a fat political job upon him. It is a corrupt boodle measure, and should be defeated. Vote against it! Senate Constitutional Amendment No. 14 is a who measures and should be voted for. It provides for the formation of city charters, and makes the support of the people. Vote bonds for $395,000, as he has brought suit to declare the issuer null and void. The committee referred to the City Attorney who are to consult with General. One night, a couple of weeks after the excitement attendant on his capture had in great part subsided, and while the prisoner was guarded by an officer appointed by the Supervisors for that purpose, a mob appeared, took Torres from the jail and hanged him to a telegraph pole hard by. It should be quite unnecessary for us to say that Lacy was not in the remotest degree in collusion or in sympathy with the work of the mob—that idea is too preposterous for intelligent belief. Yet the assertion has gone forth, solely to influence the votes of the Mexican population against him. However, its absurdity as well as the atrocious object had in view in circulating the malicious report, are quite well understood by the class of citizens to whose prejudices it was sought to appeal, and Lacy will poll the full strength of his ticket, and very probably run ahead of it, among the Hispano-American part of our population. The Sheriff's office of this county, under Mr. Lacy's management, has been as economically administered as it has been energetic in the preselection of the work before it. His purse is ever ready to respond in behalf of the furtherance of enterprises of public moment, and it is doubtful if there lives in the county today a man who has contributed more liberal which alone made it possible for his subsequent capture, abundantly attest. it has been energetic in the preselection of the work before it. Expenses have been kept down to the minimum notch compatible with the faithful administration of the business that engaged its attention. Theodore Lacy is pre-eminently a man of the people. His purse is ever ready to respond in behalf of the furtherance of enterprises of public moment, and it is doubtful if there lives in the county today a man who has contributed more liberally in time and money to assist worthy enterprises inaugurated for the good of the people. Honest and impartial, capable and obliging, there is no man before the people of this county more entitled to their affrages at the approaching election. Possessing, moreover, unusual qualifications and fitness for the office to which he seeks re-election, his claims appeal with especial force to the voters of all classes. A vote for Theodore Lacy is a vote for an honest, brave and capable citizen—a vote for a man who has filled his office honestly and well, and who has fulfilled his every pledge made to the people for the faithful performance of his official duties—a vote to continue in office the man best fitted to fill the important office of Sheriff of Orange county. Vote for him, and give support to his canvass by getting your neighbor to support him. Vote for Theodore Lacy for Sheriff. It is doubtful if we shall have the Masonic Widows' and Orphans' Home located in this city. The Grand Lodge have referred the matter of the site to a committee, giving them full power to act, but stipulating that the site must be near San Francisco. Thus it is that the northern part of the State will secure the institution, and without doubt not one of the sites offered in the upper country can compare to that offered by the Massons of Southern California—the Del Campo Hotel property in this city. We had little hope of ever seeing the home come to this city, well knowing the avaricious nature of our up The Supreme Court has decided that ballot headings are illegal, and there will consequently be none of them printed upon the ballots to be used at the ensuing election. There will be no "straight" tickets, therefore, as has heretofore been given out, but the voter must stamp the cross opposite the name of each candidate to be voted for. Voters should be careful to observe this point, so that they will not make a mess of it on election day. A synopsis of the decision of the Court will be found printed on the first page, where it should be pursued attentively by those of our readers who desire to cast their votes so they will be counted. The office of Constable should not be overlooked in the gathering storm of county politics. Marshal Steadman is a candidate for the office. Much surprise exists in Los Angeles over a communication from Attorney-General Hart, asking that no action be taken in the sale of the recently voted outfall sewer... bonds for $395,000, as he had been asked to bring suit to declare the issuing of the bonds null and void. The communication was referred to the City Attorney and Mayor, who are to consult with the Attorney-General. The bonds were sold last week at par and accrued interest to local banks. The San Jacinto and Pleasant Valley irrigation district in San Diego county, has sold the remaining $189,000 worth of its $350,000 bonds for 90 cents on the dollar to Los Angeles capitalists. Some of the money has already been turned over and all will be by March. Water is now on the tract from the San Jacinto river, and the right of way has been completed to extend the line as soon as possible. The directors have advertised for bids to extend the water in San Jacinto Canyon and will invite proposals for the extension of the funerals and ditches of the district. They expect to have water all over the 18,000 acres by the time of the heavy winter rains. A dispatch says the Italian government contemplates appealing to the Brussels conference to withdraw the sanction of legal tender from small silver coin outside of the country of issue. The object is to check the overflow of Italian small silver through the operations of Wingless, which all legal means have him norto failed to stop. Deserving Praise.
