BALLOT HEADING
THE SUPREME COURT RENDERS IMPORTANT DECISION TOUCH THEM—they are ILLEGAL WILL NOT BE PRINTED ON TICKET.
The Supreme Court, sitting in Los Angeles last Saturday rendered a motion touching ballot headings that compels all former rules regarding the voting of ballots at the approaching election. The Court holds that ballot heading unconstitutional, and they will consequently be dropped from the ballots. Thus will be no "straight" tickets cast as The stamp must be placed opposite name of every person to be voted for, in case of the nine Presidential Election who may be voted for in a group by an impression of the stamp. The party nation will of course follow the use of the candidates.
The decision was given in the case official ballots to be used in the municipal election to be held in San Francisco while it relates to the local ticket city, all other tickets throughout the area affected, by the decision.
Application had been made to the officers in San Francisco to have Partisan municipal ticket given a place on official ballots among the other heirs thus making it a "straight" ticket. Was denied, when the case was taken Supreme Court for a writ of mandate insisting the County Clerk of San Francisco insert the name of the Non-Partisan at the head of the official ballots.
The Court denies the writ on the ground that the provision of Sections 1197 and of the Political Code for voting at tickets by stamping the ticket header party designation in unconstitutional

On the Way to Paradise.
Let us hope that the people who habitually disregard their health will reach that desirable place, and avoid the locally which is less desirable as an eternal residence or account of the heat and surroundings generally. The Court says: We are of the opinion that this provision of the law is unconstitutional and wholly void. It is an attempt discriminate against classes of voters, an effect if allowed to be valid would not subject such classes to the alternative of their votes upon more burthensome oints than others no more entitled under fundamental law to the free and untram exercise of the right of suffrage.
The vital importance of the question volved would justify an extended and/or orate discussion of the grounds of conclusion, but the extreme necessity speedy decision, in order to afford a suit opportunity to print the ballots, and inform the electors of the proper mode expressing their choice, compels us to content with the briefest statement of views.
It is a well known fact, illustrated by history of the party which the petition represents, that there are parties having merely local existence—parties, that they say, which upon some local issue affect single county or counties, at least three per cent in county or counties, at least three per cent in votes cast at a given election, or cause the signatures of five per cent to a nation but have no existence elsewhere in State. There are other parties, per which at an election will cast three per cent of all the votes cast in the entire State in many counties will cast a smaller per age of the votes. In the case first support the party casting three per cent of those in a county at one election could at the election upon any construction of these nominate by a convention, a full co ticket, could certify it and secure a b heading by party designation, but such signification would not apply to any candidate for a State or district, such as Presidelectors or members of Congress.
Result of having a party designation at head of the ticket would be therefore disfranchise every voter who made use as to all State or district officers, or if attempted to supplement his straight tie by stamping his choice for individual candidates for such offices he would be dischised altogether, for under the law, ballet could not be counted. The tipping head in such case could do the votes a party no possible good but would simply a lure by which they could be in many instances would be, entrapped a loss of their votes. Upon these grounds the Court holds this provision destroys the just and equal uniform operation which, in an election of all others is demanded, no less by the press terms of our fundamental law than the genius and spirit of our institutions is, therefore void and inappropriate. This should be no party designations printed the head of the tickets, because there can no voting by stamping such designators Voters can only express their choice by pressing a stamp opposite the name of their candidate for such office, or their answer each question or proposition, or prop amendment to the Constitution, except in case of Presidential electors, who may under the law be voted for in groups single impression of the stamp. Since is the only mode by which a voter can press his choice, the printing of a party signation at the head of the ticket could no good, but only harm, by misleading voters and causing them to lose their vote. The officers charged with the preparation of official hallots should, therefore careful to omit the printing of such headings and the voters should be thoroughly structured to express their choices in the manner herein indicated. "It will be unstood, of course," says the Court, "that do not hold the new law unconstitution except as to the single provision under cussion. In other respects, so far as we

Supreme Court, sitting in bank, in hopes last Saturday rendered an opening ballot headings that completely if former rules regarding the stamp-balloons at the approaching election, art holds that ballot headings are rational, and they will consequently lead from the ballots. Thus there is no "straight" tickets cast as such, and must be placed opposite the every person to be voted for, except of the nine Presidential Electors, be voted for in a group by a single member of the stamp. The party designation of course follow the name of candidates.
Decision was given in the case of the ballots to be used in the municipal office held in San Francisco, and relates to the local ticket of that other tickets throughout the State, by the decision.

This led, when the case was taken to the Court for a writ of mandate directive Clerk of San Francisco to name of the Non-Partisan party of the official ballots.
The court denies the writ on the grounds provision of Sections 1197 and 1205 political codes for voting straight stamping the ticket heading, or origination, in unconstitutional and at present advised, it may be fully carried out."
The decision was written by Chief Justice Beatty, and is concurred in by the Justices unanimously.
The Menetary Conference.
It is announced that the international monetary conference will be held at Brussels, commencing November 22nd. Seventeen powers, besides the United States, will be represented. There is no question before European nations at present, possibly excepting one involving the peace of Europe, of equal importance to those this monetary conference will discuss. What shall be done with silver? Can the commercial world establish a legal ratio at which gold and silver shall circulate en terms of equality? Shall one or two creditor nations be permitted to dictate as to the kind of money in which debts may be paid? The first point is to determine if the weight of influence in Europe is on the side of silver. Is there any general desire to remonetize that metal? If so, can the powers be deliberation agree upon a ratio? Precisely what that ratio shall be is of much less importance than that one shall be agreed upon nearly enough to the true ratio to hold the money of the two metals to the standard agreed upon. At one period the true ratio, based upon the relative cost of producing the two metals, was fixed at 15% to 1. It is contended that in recent years the production of silver is relatively cheaper than the production of gold. The conference will ascertain if possible, if this contention is true, and if so, how much cheaper. It is better to have the ratio true and consequently permanent than to have one more favorable to silver at the risk of disturbances of values.
It is expected that England and Germany will oppose any action looking to the full remonestization of silver. They are creditor nations and will stand by their bondholders. The cheapening of commodities in consequence of the demonestization of silver, adds to the commercial value of fixed incomes. What the bondholding class want is dear money and cheap goods. Perhaps

FATHER POINTERS FOR THE VOTERS — HOW TO VOTE YOUR TICKET.
The issuance of sample ballots with the last number of The Gazette was a feature greatly appreciated by the voters of this township. It is probable that the number of illegal ballots voted here will in consequence be reduced to a minimum, but to still further guard the franchise we give the following corroborative details to the end that there may not be a single illegal ballot cast in this valley at the approaching election.
The ballots will be furnished by the county for State and local officers. No ticket can be voted but those officially issued. On these ballots the names of the candidates of all parties are printed. A vote is cast by putting a cross after the name of the candidate with a small rubber stamp supplied for this purpose, and found in the booth. You must not use a lead pencil in making the X, which means a vote, or your ballot will not be counted.
The ballot you obtain from the ballot clerk is torn from a book, and a number is printed on it which the clerk marks opposite your name on the register, so that when your ballot is handed to the inspector the number is compared before depositing the same in the box to see that it corresponds to the one handed you upon entering. There is a blank space in the case of every office, which the voter may fill with the name of any candidate he chooses, but in the small square opposite the name you write in, use the rubber stamp to make X, not penil or pen. Of course the name added must be written with one or the other.
Take note of the following don'ts, or your vote will not be counted:
Don't use a lead pencil to make a cross opposite your name you want to vote for. (Use the rubber stamp placed in the booth.) Don't vote two names for any one office. Don't put the cross opposite the Republican name if you mean Democratic, or vice versa.

It is an attempt to vote against classes of voters, and its allowed to be valid, would be to withhold classes to the alternative of participation or to the casting of upon more burtensome condi-tions no more entitled under the law to the free and untramelled right of suffrage.
The importance of the question includes justify an extended and elaboration of the grounds of our but the extreme necessity of a vision, in order to afford a sufficiency to print the ballots, and to electors of the proper mode of their choice, compuls us to rest with the briefest statement of our well known fact, illustrated by the party which the patitioner that there are parties having real existence—parties, that is to upon some local issue affecting a city, or a few counties, poll in such counties, at least three per cent of cast at a given election, or can signatures of five per cent to a petition no existence elsewhere in the area are other parties, perhaps, an election will cast three per cent votes cast in the entire State, but annuities will cast a smaller percent votes. In the case first supposed, casting three per cent of the votes at one election could at the next any construction of the law, by a convention, a full county would certify it and secure a ballot party designation, but such des-ould not apply to any candidate or district, such as Presidential members of Congress. The voting a party designation at the ballot, would be, therefore, to every voter who made use of it or every voter who distri-ct officers, or if he supplement his straight ticket his choice for individual candid-his offices, he would be diffran-gheted, for under the law, his did not be counted. The ticket much case could do the voters of possible good, but would be by which they could be, and instances would be, entrapped into their votes. In the second case, the ballots used in the State party heading, but in many the party would have no local contended that in recent years the production of silver is relatively cheaper than the production of gold. The conference will ascertain if possible, if this contention is true, and if so, how much cheaper. It is better to have the ratio true and consequently permanent than to have one more favorable to silver at the risk of disturbances of values. It is expected that England and Germany will oppose any notion looking to the full remonetization of silver. They are creditor nations and will stand by their bondholders. The cheapening of commodities in consequence of the demonetization of silver, adds to the commercial value of fixed incomes. What the bondholding class want is dear money and cheap goods. Perhaps the real question before the conference will be if Europe will join the United States in a stand against the English and German policy. If they will a bimetallic union may be formed whose silver will be good in every nation that becomes a party to it. Such a union would be in commercial harmony with all North America, except Canada, all South America, all Central America and all of Asia. It would seem that if there is any commercial isolation to result from such a union England and Germany would be the isolated parties. But the influence of the money lenders of the world is not easily measured. A threat to withdraw loans from countries that depart from the gold standard might stand in the way of an agreement that would surely conduce to the commercial prosperity of countries that are parties to it.
Anaheim Irrigation District.

The Anaheim district has sold $300,000 of its bonds, and the prospect is that work will be soon commenced upon an extension of the present land system, by which several thousand acres of fine land will be brought under irrigation. The bid which was accepted was made by the University Bank of Los Angeles on behalf of an English syndicate, and was at the rate of 90 cents on the dollar.
This district includes a large area of land that has been under cultivation for many years and which admirably illustrates the value of irrigation. Much of the land was bought by the present owners for a dollar or two an acre, and was by them put under water. As a result they have realized competences from the cultivation of no more than twenty or thirty acres each, while the land is worth anywhere from $1,000 to $2,000 an acre, and much of it cannot be bought for any price. The unimproved land in the district can be bought for a hundred dollars and less to the acre, but with the water that will be supplied can be made fully as valuable as the other.
The Anaheim district has met with many voxatious delays, but now that the bonds have been sold it will be clear sailing. The bondholders have the most ample security for their money, since the bonded indebtedness is only at the rate of about $17 an acre, on the basis of the full insurance of $600,000 bonds voted. But as only $300,000 have been sold the rate of indebtedness is only half that, while the land is worth easily ten times as much. A large share of the district is, as already stated, highly income paying, while the rest will be made so almost from the commencement of canal extension.
The Age heartily congratulates The Anaheim people upon the success of their efforts, and all the more so since a mean and underhand effort was made to convey the idea that the California representative of this journal is admired.

Don't use a lead pencil to make cross apposite name you want to vote for.
Use the rubber stamp placed in the booth.
Don't vote two names for any one office.
Don't put out cross apposite Republican name if you mean Democrat or vice versa.
Don't vote more names than you are entitled to.
Don't forget, if you spoil a ballot you can get a new one by returning the one spelled to the ballot clerk. Three ballots are allowed in polling, but only ten minutes are allowed you in the booth to vote.
Don't tear off the perforated part of your ticket yourself; the inspection clerk does that.
Don't put the X anywhere except in ( ) small space at right of each name you mean to vote for; it follows each party name, as
SHERIFF.
Vote for one.

In this case Theo. Lacy was voted for. Remember, an X (with the rubber stamp) means a vote.
There seems to be some misapprehension as tothe Constitutional Amendments.
The amendments are not party measures, and it is just as though you had not voted at all, so far as they are concerned, if you do not stamp X in the space next to "Yes" or "No" opposite each amendment. You can vote yes or no for any one or all the amendments, or you can let them alone and vote the straight ticket, and your vote will not count for or against the amendments. The amendments are important, and some of them should be voted against. Study them and vote against the boodle measures.
How a Woman Rends a Comic Paper.
It is not often that a woman buys a comic paper to read on the cars, but when she does it is curious to observe her.
She looks as solemn as though she were reading the obituary of a near and very dear friend. She glances at the cartoon on the first page to commence with, and after a feeble attempt to comprehend it she turns to the last page and reads very carefully the advertisement of some new style of corset. Then she opens anywhere, and looks at a comic picture without reading; reads the inscription of another illustration without looking at the picture.

The backwoods villages of Oxford county one scarcely sees any other industry but spool-making and every one is in some way interested in the business. The factories have been eating into the Maine birch forests for years, but there seems to be enough left yet to feed them well for years to come. Somebody impressed with the certainty that ten per cent of the voters will so mark their ballots on election day that they will be thrown out for illegality, makes the reasonable suggestion that there is one easy way for people to avoid this, and that is to vote the straight ticket, by putting only one mark on the ticket and that against the line prepared for that purpose. That certainly is the surest way to have the vote counted, but it compels one to vote for a man who has no moral right to be up on the ticket, and to avoid voting for him it will be necessary to check every other name on the Republican ticket. In Orange county every newspaper is furnished a supplement containing a regulation ticket with instructions as to how to vote it. Why do not our county officials see that such specimens are widely circulated, so that voters may practice in marking before election day?—Riverside Press.
The Press is wrong in one particular. The county had 1,000 sample tickets printed which were placed in the hands of the County Clerk for distribution, while the Santa Ana Herald, Standard, and Blade (daily and weekly), Orange Post and Anaheim Gazette, with a desire to assist the voters in posting themselves so as to enable them to vote understandably and intelligently, issued the sample ballot in supplemental form and distributed the same at their own expense. It was newspaper enterprise that our people duly appreciate.
